【禁闻】疑与周案有关 富豪华邦嵩失踪半年

【新唐人2014年01月15日讯】中国富豪之一华邦嵩,是香港上市公司“惠生工程集团”的实际负责人,自去年8月至今,一直下落不明。外界传闻,华邦嵩被带走协助调查,与中共中央前政治局常委周永康的儿子周斌,拥有“惠生工程”股权有关。根据资料显示,目前许多位出事的中石油高层,都与周永康有关。

总部位于上海张江高科技园区的“惠生工程”,在北京、南京及香港、沙特等地有十多个业务分支机构,员工近3000人,主要业务为国内石油企业兴建的化工项目,德国“巴斯夫集团(BASF) ”在中国投资的项目,也由“惠生”负责。

去年12月30号,“惠生公司”首次透露了,针对“国有实体高层涉嫌贪腐案”的调查,与华邦嵩有关。

美国《华尔街日报》报导,外界传闻周永康之子周斌,拥有“惠生工程”股权,因此,华邦嵩被调查引起相关的猜测,但“惠生集团”否认了此事。

大陆时政评论人士何家维:“这种事情太多了,为什么?因为当局它要选择性的把这种事情揭出来,有些事情不能说,有些事情不能处理,如果处理的不好,那就会连累到有人死亡,这是非常黑,黑的像无底一样,几乎没人敢碰。”

有网友说,周永康当了十年“政法沙皇”,不要说9常委、7常委,就是所谓的200家族内幕,全在他手上,跟他直接闹翻,就表示整个掀台。

现年48岁的华邦嵩,是香港上市公司的“惠生工程集团”的实际负责人,据大陆《第一财经日报》早前报导,华邦嵩身家高达十几个亿美元,但是极少抛头露面,几乎从不接受媒体采访。

据了解,身为江苏兴化人的华邦嵩,高中毕业后与一些朋友联合搞了“兴化配件厂”,但因无法量产,公司破产。1997年他与哥哥华邦山前往上海,成立了“惠生工程”的前身——上海惠生化工工程公司。

2005年,中石油决定在“兰州大举”投资石化项目,这成为了华邦嵩事业的转捩点。“惠生工程”获得了其中部分项目的EPC总承包商资格,当年4月,华邦嵩与“中石油”订立合同,设计建造五座全新裂解炉等。

《法国国际广播电台》报导,蒋洁敏是当时“中石油集团公司”的副总经理、和党组副书记兼“中石油”公司副董事长、总裁。不过,目前并无证据表明蒋洁敏与这一项目的审批有关。

但是,自从华邦嵩被协助调查之后,“惠生工程”的财务状况有变,去年12月,“惠生”声明2013年有相当程度的亏损,可能对2亿1500万美元的银行债务违约。

北京爱知行研究所顾问高洪明:“中国经商搞得好的就有钱,肯定跟官方、官员都不错,在中国这个经济体制、政治体制,当官的在管理经济权力方面大,对不对,你要想做大买卖,想赚大钱,跟当官的没有联系那不可能的。”

四川成都的“中国天网人权事务中心”负责人黄琦,之前对《美国之音》表示,周永康在四川和北京培植了一批跟他关系密切的达官政要,现在接二连三因涉贪遭到调查,是否与北京高层权斗有关,还不得而知,但是他认为,如果周永康家族利用权势在四川敛财,应该是一个庞大的“系统工程”。

中国天网人权事务中心负责人黄琦:“一方面有直接出面敛财的这样一些人,还有一些人负责对于揭发系列贪腐问题的人进行打压的这样的打手。所以说,整个这个过程应该是一个系统工程吧,才会形成这种贪腐金额巨大的贪污案。”

香港《东方日报》报导分析指出,目前光是政法系统就有20多名周永康的亲信被捕,周案涉及官员之多、层级之高,贪腐金额必定是天文数字,估计上千亿元跑不掉。

分析还说,冰冻三尺非一日之寒,如果中国没有这样的环境和土壤,就不会有这样的“大老虎”,如果不彻底改变这样的环境,铲除这样的土壤,今次打了“周老虎”,将来必定还会有王老虎、张老虎、李老虎。

Hua Bangsong Disappearance Could Be Linked to Zhou Yongkang

Chinese business tycoon Hua Bangsong has been missing since August 2013. Hua was responsible for Wison Engineering Group, a listed company in Hong Kong. Rumors suggest Hua has been detained to assist in the Chinese authorities’ corruption investigation. Hua is alleged to be associated with Zhou Yongkang’s son Zhou Bin, as both are shareholders of Wison. Sources also suggest several senior executives of PetroChina, who are allegedly involved in corruption, are also connected to Zhou Yongkang.

Wison Engineering Group is headquartered in Zhangjiang Hi-tech Park in Shanghai. It has dozens of branches, including in Beijing, Nanjing, Hong Kong and Saudi Arabia, and nearly 3000 employees. Wison Engineering focuses on establishing domestic oil companies, and chemical engineering projects. The company was also responsible for Germany’s BASF investment in China.

On December 30, 2013, Wison first revealed an investigation of its executives’ corruption was linked with Hua Bangsong.

The Wall Street Journal reported that rumors suggest Zhou Bin is a Wison Engineering shareholder. This has provoked speculation as to whether it is connected to Hua’s arrest, which the Wison Group denied.

He Jiawei, China current affairs commentator:"Too many things like this have happened. Why? Because the regime selectively exposes incidents. There are some things that the regime cannot say, and cannot deal with. If the regime handles things improperly, it will easily lead to someone’s death. It is very corrupt, so almost nobody dares to touch it."

Zhou Yongkang, held a decade-long position as security tsar, and was a member of the Politburo Standing Committee. Netizens suggest that Zhou’s hands control many things, and for the current Chinese leadership to stand directly against Zhou is to face turning everything upside down.

Hua Bangsong, aged 48, was responsible for Wison Engineering Group, a listed company in Hong Kong. According to early reports from China Business News, Hua has an accumulated wealth of several billion dollars. He was seldom seen in the public, and never accepted media interviews.

Sources suggest that Hua was native to Xinghua, Jiangsu Province. After graduating from senior high school, he set up a spare parts company with his friends in Xinghua. The company faced bankruptcy due to an inability to produce enough stock. In 1997, he went to Shanghai with his elder brother and set up Wison Chemical Engineering Co., Ltd. This is the former name of Wison Engineering Group.

In 2005, PetroChina decided to invest in petrochemical projects in Lanzhou. This became a turning point for Hua’s career. Wison Engineering obtained partial project contracts. In April 2005, Hua won contracts from PetroChina, to design and build five cracking furnaces.

Radio France Internationale (RFI) reported that Jiang Jiemin held several positions in PetroChina, including Deputy Chairman and Vice Secretary. So far, there has been no evidence to indicate Jiang was associated with approval of building five cracking furnaces.

Since Hua has been under investigation, Wison Engineering’s accounts status has changed. In December 2013, Wison stated a significant loss for 2013, and defaulted on bank loans totaling around $215 million.

Gao Hongming, Consultant, Beijing Aizhi Research Center: “In China, if one wants to make money, one needs to keep good relations with officials. Officials have many special privileged rights in the economic system and political system. If one wants to do big business and make lots of money, it won’t happen without keeping good relations with officials."

Huang Qi, web-master and co-founder of Tianwang Center, spoke to Voice of America. He said that Zhou Yongkang has trained many officials who were close to him in Sichuan and Beijing. Some of them were under investigation for corruption. It is unknown if the investigation is related to high level power struggles. Huang stated that if Zhou’s seizing of wealth in Sichuan relied on his power, there is likely a huge “network".

Huang Qi:"Some of them directly seized wealth. Some are responsible for suppressing people who exposed their corruption. The whole process should be a great network, to form such a tremendous amount of corruption cases."

Hong Kong’s Oriental Daily analyzed that now in the Political and Law Affairs sectors, 20 of Zhou Yongkang’s cliques have been arrested. The numbers and status of officials involved, as well as the amount of money that has been embezzled in the Zhou case must be astronomical. This is estimated to be beyond the hundreds of billions of yuan mark.

The report says that “one day’s cold cannot freeze three inch thick ice". Without such an environment and grounds in China, it would never have created this “big tiger". They may be fighting “tiger Zhou", but without completely changing such an environment and removing such a regime, “tiger Wang", “tiger Zhang" or “tiger Li" will appear in the future.
