【禁闻】中国输掉人才战争 顶尖人才流失

【新唐人2013年06月06日讯】21世纪什么最重要?如果一个国家输掉了没有硝烟的“人才”战争,现在都认为,这个国家不可能成为真正的大国。最近,中共人才工作协调小组办公室负责人表示,中国流失的顶尖人才数量,居世界首位。接下来请看报导。

据中共喉舌《新华网》报导,中共中央人才工作协调小组办公室负责人表示,到2010年底,人才资源总量已达1亿2千万人。高等教育入学率提高到30%,主要劳动人口中,受过高等教育的比例已达12.5%。

但这名负责人承认,中国人才的创新、创业能力不强,高层次创新型人才匮乏。

他还表示,中国流失的顶尖人才数量也居世界首位,其中科学和工程领域的留学生,滞留率平均达到87%。

山东大学退休教授孙文广:“顶尖的人才,在中国现在大学里面普遍的想法,你比如在复旦大学和北京大学,前几名都是要出国的,都是要出去的。为什么呢?这非常明显,中国教育非常的落后,而且到处充满着洗脑的教育。你比如大学生,必须念的课程就包括《毛泽东思想概论》。”

山东大学退休教授孙文广还指出,中国的科研、就业机制都很差,导致优秀人才“出国”成了主要目标。所以一流的学生都去了欧美,二流的也争相到发展中国家读书。

而网民在网上分析“中国顶尖人才流失居全球之首”的原因,结论是:中国社会福利待遇不健全,无法与欧美媲美;官僚主义严重;封建思想残存;腐败贪污盛行;法制不健全等。

中国金融智库研究员巩胜利表示,中共执政后,从反右、镇反、三反五反、大跃进、文革到六四,都树立了无数的敌人。他说,在中国,是根据执政党利益选择用人,而不是根据国家的需要去用人,这在全世界198个联合国成员国中,极少见。

中国金融智库研究员巩胜利:“本来是和共产党的矛盾,当成了国家的矛盾。所以像这样的问题,在中国变得顶尖的人才几乎是断代。像中国所说的大师,几乎中国在各个领域里面没有大师,不管是教育、科技还有种种在世界上几乎没有。”

中共计划从2008年开始,用5-10年时间,引进并有重点的支持一批海外高层次人才回国。

美国《华盛顿邮报》针对这项计划报导说,“严重缺乏技术人才”的中国,开始在全世界范围内招贤纳士,这代表曾在美国国家航空航天局任职的精英科学家们,将在上海或北京安新家。

不过,计划能真正被落实吗?

巩胜利:“中国现在用人的一种方式,就是短期的利益考虑,比如像航空,天津(与)波音公司生产飞机一样,就短期的,合作就几年,用完了就没了。你比如像世博会一样,上海也一样,用几年,这几年热闹一番。还有一个,中国用人的机制,历来都没有形成。”

巩胜利还指出,现在世界上各个国家都在积极争夺国际人才,美国每年从全球引进100万人才,包括科技和经济类的顶尖人才。巩胜利说,如果中国还是把共产党的选择当作国家的目标,以共产党的利益为国家的根本利益,中国人才的魔咒将无法破除。

《华盛顿邮报》也指出,某些回国人才,已成为无留学经历者歧视和嫉妒的牺牲品。最优秀的华裔专家尤其是科技领域人才,还没有决定重返中国,因为许多华裔人才不希望子女遭受中国“高考地狱”的折磨。

Top talent lost, China loses the talent war

What is the most important factor for
a country’s success in the 21st century?
If a country loses the war in attracting “talented people,"
it is believed that the country can’t become a great nation.
Recently, the CCP (Chinese Communist Party)
Central Coordinating Group for Talents’ Work said that
China is losing the largest number of top talents in the world.
Below is our report.

According to CCP’s mouthpiece Xinhua News Agency,

the director of CCP Talents’ Work Office said China’s
human resources reached 120 million by the end of 2010.
The higher education enrollment rate was 30%, and 12.5%
of the main working population received higher education.

The official also admitted that China lacks innovation,
entrepreneurialship, and high-level innovative workers.
He also said that China loses the largest number
of top talents in the world.
87% of science and engineering students
choose to stay outside of China.

Sun Wenguang, former professor at Shandong University:
“Top students in top Chinese universities like Beijing
University and Fudan University all consider studying
and working abroad.
Why? The reason is very obvious.
Chinese education is far behind and is filled with brainwashing.
For example, the compulsory curricula for college students
includes’Mao Zedong Thought.'"

Former Professor of Shandong University, Sun Wenguang,
also pointed out that China’s scientific research
and employment mechanism are outdated, resulting
in the outflow of a large number of talented students.
Top students compete to go to Europe and the United States,
whereas second-tier students are vying to study in other countries.

Internet users analyze the reasons for China’s largest loss
of talented workers, listing several reasons:
China does not have a mature social welfare system
comparable with European countries;
China suffers from strong bureaucratic control and feudal
thoughts; corruption prevails without an effective legal system.

Chinese financial think-tank researcher, Gong Shengli.
said that the CCP has established countless enemies during
its rule in China, through the series of social movements
such as the Great Leap Forward, Cultural Revolution and the June Fourth incident.
He said that China’s working positions serve the ruling
Party’s interests rather than country’s real needs.
This is really rare among the 198 UN member states
in the world.

Chinese financial think-tank researcher Gong Shengli:
“Conflicts with the CCP have now become conflicts with the state.
As a consequence, now China has lost a generation of talent.

In all fields in China, there is no master-level talents,
including in education, science and technology."

Since 2008, the CCP has initiated a 5-10 year plan
to bring back high-level overseas talented workers.

The Washington Post reported that China, in its lack of high-
level workers, has begun to recruit technical talents worldwide,
which means some of the elite scientists who worked in
the U.S. National Aeronautics and Space Administration will now reside in Shanghai or Beijing.

However, will the project be truly implemented?

Gong Shengli:"China now employs workers
only for short-term interests.
For example, Tianjin and Boeing cooperated
to produce aircrafts, but only for a short period.
After a few years, the cooperation simply stopped.

The World Expo in Shanghai was also
a temporary excitement.
China has not formed a mature mechanism of employment."

Gong Shengli also pointed out that all countries in the world
are now actively competing in attracting international talents.
The U.S. absorbs one million people worldwide every year,
including top talents in technology and economics.
If China still equates the choice of the CCP as the choice
of China, the CCP’s interest a national goal, then Chinese people will never be able to get rid of the Communist curse.

The Washington Post also pointed out that

some of the returning talents have been suffering
from discrimination and jealousy from those without study-abroad experiences.
The best Chinese experts, especially those in science
and technology, have not decided to return to China mainly
because they do not want their children to suffer from
the torture of Chinese examinations.
