【新唐人2012年2月2日讯】日本媒体报导,平壤宣布金正日去世的第二天,中共国家主席胡锦涛承诺向朝鲜提供50万吨食品援助,和25万吨原油。韩国首尔的一个人权组织,星期二公布了中国卡车车队,向朝鲜运送食品的相关照片。另一方面,朝鲜开始限制人民币在国内市场上使用,以降低对中国的依赖。
总部位于首尔的“被绑架者和朝鲜难民人权公民联合会”(Citizens’ Coalition for Human Rights ofAbductees and North Korean Refugees)成员都希仑(Do Hee-Yoon)表示,1月9号起陆续有数千辆货车运米到缺粮的朝鲜。
《美国之音》中文网报导,1月31号,“被绑架者和朝鲜难民人权公民联合会”组织成员看见中国卡车车队向朝鲜运送食品援助。据这个组织1月12号拍摄的照片显示,载重30吨的卡车,满载袋装大米在图门等候进入朝鲜。代表都希仑说,大量大米迅速的由图门和其他两个边境城市——丹东和吉安,运抵朝鲜。
都希仑向《美国之音》表示,中国向朝鲜运送的援助,持续了差不多10天。
“复旦大学国际问题研究学院韩国朝鲜研究中心”副主任蔡建教授接受《新唐人》采访时表示,这是中共的一个战略考虑,因为朝鲜半岛是冷战的遗留产物,朝鲜半岛没有签订和平条约,处于一种对抗状态,随着美国和韩国、日本等的合作,中国必须支持朝鲜来维护他的力量,中共援助朝鲜只是想保持朝鲜半岛的平衡,避免力量平衡的状态被打破。
蔡建:“金正日去世之后,朝鲜面临着一个政治危机——新政权的交接。所以为了帮助朝鲜国内政权稳定的交接,中国(中共)政府提供了一些紧急的援助,基本上就是这个背景。”
另一方面,韩国佛教援助组织“好友”,日前曝光的一份内部通讯说,朝鲜开始限制人民币及其他外币在国内市场上使用,以降低对中国的经济依赖。《法新社》1月31号报导,这份通讯中,援引了朝鲜消息人士的话指称,这一政策是朝鲜已故领导人金正日的“最后指示之一”。
蔡建:“可能可以表示为,他限制人民币的使用,可能为了减少对中国(中共)的依赖,实际上从朝鲜的外交战略上来讲,他并不希望过多的依赖,在经济上依赖中国(中共),担心加强中国对朝鲜的影响力和控制力一样,朝鲜当局他本身他也担心。”
《法新社》的报导还指出,“好友”在它英文的内部通讯上说,朝鲜民众被再三要求前往银行,将手中的外币换成朝元。而市场上使用人民币的人将受到“严厉惩罚”,钱也会被没收。

Chinese Regime Aids North Korea,
Renminbi Restricted in North Korea
Japanese media reported, a day after Pyongyang
reported the death of Kim Jong-il,
Chinese regime’s chairman Hu Jintao promised to provide
50 tons food aid and 25 tons of crude oil to North Korea.
A Human Rights organization released pictures on Tuesday
of Chinese trucks carrying food aid to North Korea.
At the same time, North Korea started to restrict the use of
Renminbi to reduce their reliance on China.
Do Hee-Yoon, a member of the Citizens’ Coalition for
Human Rights of Abductees and North Korean Refugees in
Seoul expressed, several thousand trucks have been
carrying rice to North Korea since 9th Jan.
Voice of America reported, on 31st Jan., a member of the
Citizens’ Coalition for Human Rights of Abductees and
North Korean Refugees saw Chinese trucks
carrying food aid to North Korea.
A series of pictures taken on 12th Jan. show 30 ton trucks
carrying rice driving into North Korea. Member Du Xiyun said,
large amounts of rice are being sent into North Korea through
Tumen, Dandong, and Ji’an.
Du Xiyun told Voice of America, the Chinese aid being
transported into North Korea lasted around 10 days.
The vice-director Professor Cai Jian of International Studies
and Korea Research Center of Fudan University Institute said
during an NTD interview: This is a strategic move by the
Chinese regime,
because Korea is a leftover remnant of the cold war,
there are no agreements or peace treaties, it is in a state of constant conflict.
With the U.S and Japan supporting South Korea,
China must protect North Korea in order to maintain the balance on the Korean peninsula.
Cai Jian, “After the death of Kim Jong-il, North Korea faces a
political crisis – transition of political power.
To help stabilize North Korean politics, the Chinese regime
provided emergency support, this is the background."
On the other side, South Korean Buddist support
organization “Friend," recently revealed,
North Korea has started to restrict the use of Renminbi on its
markets to reduce its reliance on the Chinese economy.
AFP reported on 31st Jan, according to sources in North Korea,
this policy was one of the “last commands" by the former leader Kim Jong-il.
Cai Jian, “It can be explained like this, the restricted use
of Renminbi, may reduce the reliance on China.
From foreign policy perspective, he doesn’t want too much
reliance….economic reliance on China,
he worries about the increase of Chinese influence and control
over North Korea, the North Korean regime is worried about this."
An AFP report mentions, North Korean citizens were urged to
exchange their renminbi into North Korean won.
Those who used Renminbi in the market will be severely
punished, and the money will be confiscated.
