【禁闻】动车事故责任人 张德江成漏网鱼

【新唐人2012年1月2日讯】一直受到各界关注的“温州动车事故报告”,在2011年岁末才出炉。这份姗姗来迟的调查报告遭到各方质疑,其中,被认为:下令停止搜救,掩埋事故车体的直接责任人——中共国家副总理张德江,在事故报告的相关“责任人”中却榜上无名。是什么原因让张德江成了漏网之鱼呢?我们来听专家的分析。

造成200多死伤的温州高铁追尾事故,中共当局终于在2011年12月28号公布了调查报告。对于事故发生后,当局下令“停止搜救,掩埋车体”的做法,报告中却出现了“没有人下达过停止救援的指令”。

调查报告对铁道部等单位的54名责任人,给予党纪、政纪处分;前铁道部部长刘志军和前副总工程师兼运输局局长张曙光,对事故负有主要领导责任。但刘、张两人已经因为涉及其他贪腐案件被拘,至于同样负有主要领导责任的“通信讯号集团”公司总经理马骋,也已经去世,不再被追究责任。

时事评论家曹长青:“现在通过报告来看,他处理这几个人,明显给外界一个强烈的印象是找替罪羊的。高铁追尾事故发生以后更重要一个责任,当时马上掩埋证据(事故车体),这个处理方式,完全给人强烈的信号是掩埋证据,消灭证据。那今天谁下令的,而且被网友和国际媒体质疑的张德江,是不是有直接的责任?为什么这个人在调查报告中丝毫没有处分,根本没有追究。”

中共《新华社》报导,在发生动车事故的隔天,7月24号,分管交通的中共副总理张德江来到温州,他部署工作,第四项就是“要抓紧清理现场,尽快恢复通车”。

铁道部一位官员说,在事故抢险指挥部成立后,这样的命令只能由总指挥—-张德江才能下达。

为了清理现场,尽快恢复通车,中共当局不顾人命,在抢救黄金时间内下令停止抢救。两岁半的女童小伊伊,却在清理现场时意外被发现而存活下来,海内外媒体和民众因此对中共这种草菅人命的作法,提出了强烈的质问。

而张德江从7月25号之后不见踪影,行踪引起外界猜测。

时事政论家伍凡:“这牵涉到中共的江派、胡派。江系、胡系的斗争,副总理张德江是江派的人马,这次好像把他保护起来了,让他过关了,板子就打两个死老虎。所以这个是草草了了过事,保护这些高官,掩护江泽民的一批人。”

《法国国际广播电台》报导说,中宣部要求中国媒体在报导这个官方调查报告时,以官方口径为准,不允许对调查结果做“质疑性报导”。外界认为,中共当局选在2011年岁末公布动车事故调查报告,可能牵涉中共十八大胡派与江派的权斗。

曹长青:“从更大的背景来看,中共碰到这种大的事都是这么做的,它不是一个偶然的,是一向都这么做的,掩盖证据,掩盖真相。这个官员他跟高层有多深,多密切的关系,密切的可能逃掉罪责,不密切的可能就做替罪羊,交代一下,应付一下舆论了。”

调查专家组成员,同时也是调查报告的作者孙章,在接受《凤凰卫视》采访时解释了“掩埋车体”的原因,他说,尽快抢通是铁道部的“文化”,“打仗时都这么干”。可是,大陆媒体人王思璟在微博上质疑, “现在是和平时期,有必要不顾救援和取证,尽快抢通吗?”

Is the CCP Vice Premier Not Liable for the Wenzhou Train Crash?

An official report into cause of the Wenzhou bullet-train
crash was finally released at the end of 2011.
Doubts are cast on the late coming report from all parties.

The focus is on Chinese Communist Party (CCP)
Vice Premier Zhang Dejiang,
who was deemed to be the official directly liable
for stopping the rescue and burying the train wreck.
However, Zhang did not make the list of responsible personnel.
How could Zhang Dejiang slip through the net?
Let’s see the experts’ analyses.

On December 28, 2011, the CCP’s official report into the
causes of the Wenzhou train crash was finally released.
The accident caused over 200 deaths and injuries.

After it happened, the authorities gave orders to
“stop the rescue and bury wreckage “.
Strangely, the official report states that
“Nobody had issued instructions to stop the rescue."

54 liable officials of Railways Ministry were given disciplinary
punishment and administrative sanctions in the report.
Former Railways Minister Liu Zhijun, and former deputy
chief engineer Zhang Shuguang, were claimed
to have been mainly responsible for the accident.
Both had been arrested for corruption cases.
Former general manager of China Railway Signal &
Communication Corp, Ma Cheng, was also deemed to hold responsibility for the crash.
He was not investigated for liability due to his own death.

Commentator Cao Changqing says: “This report gives
The obvious impression to the outside world that these officials were punished as scapegoats.
After the rear-end accident, there is a more important liability
for the immediate burying of evidence (the wreckage).
Such handling of an accident has sent a strong signal that
evidence was destroyed. Who issued this order?
netizens and the international media cast doubts on
Zhang Dejiang, does he have a direct responsibility for this?
Why he was not punished in the report, nor investigated? “

According to CCP mouthpiece Xinhua News Agency,
on July 24, the next day after the train crash,
CCP Vice Premier Zhang Dejiang, who took charge of the
transportation domain, arrived at Wenzhou and instructed that
“the crash scene should be promptly cleaned up and
traffic reopened as soon as possible.”

A Railways Ministry official said that after setting up the
crash rescue headquarters,
only the commander-in-chief, Zhang Dejiang,
was eligible to issue such an order.

In order to finish the cleanup of the scene and resume traffic,
CCP authorities had ordered the rescue to be stopped in prime time.
2.5-year-old girl Yi Yi was discovered still alive during the cleanup.

The regime’s disregarding people’s lives provoked strong
criticism in China and overseas.

However, Zhang Dejiang disappeared after July 25.
And lack of knowledge of his whereabouts incited speculation.

Wu Fan (Political commentator) says: “This matter involves
the CCP’s Jiang Zemin’ clique, and the Hu Jintao faction, and a fight between the two.
Zhang Dejiang is on Jiang’s side, so it seems he has been
Protected. He has avoided the punishment by the report.
An investigation has been conducted hastily in order to protect
high-level officials of Jiang’s clique."

According to Radio France Internationale reports,
the CCP Central Propaganda Department instructed all
China’s media outlets to only release news from the
authorities on the official investigation report.
News reports regarding doubts on investigation results
are prohibited.
Outside commentators’ view is that the regime issued the
report at the end of 2011,
which may be related to the power struggle between the Jiang’
clique and the Hu’s faction before the CCP’s 18th Congress.

Cao Changqing says: “Taking a larger view of it, it’s the
CCP’s usual practice on such big occasions. It’s no accident.
They always did it in this way,
covering up evidence and the truth.
Whether an official is able to escape blame or not,
depends on his connections with the CCP top-level.
If they are close and strong enough, he’ll pass, otherwise,
he may be used as a scapegoat to give an explanation to the public."

Sun Zhang, author of the investigation report, told Ifeng TV
the reason for the burying of the train wreck.
Sun said that rushing to resume traffic is the “culture” of
the Ministry of Railways, “they always did it in this way during the war.”
However, this raised doubts from media professional Wang Sijing,
who asked in his micro blog, “Now is a time of peace,
is it necessary to hurry to reopen traffic regardless of working
to rescue victims and collecting evidence?"
