【禁聞】中石油最大腐敗板塊在海外

【新唐人2014年05月20日訊】今年以來,中國大陸能源領域已有十多名官員落馬,似乎已延伸到海外部門,日前,主管「中石油海外業務的副總裁薄啟亮,以及中石油伊朗公司總經理張本全等人,先後被帶走調查。分析認為,這些人被調查,將進一步加強前中共中央政治局常委周永康家族貪腐的證據鏈。

5月19號,大陸《財新網》報導說,「中石油」副總裁薄啟亮日前被帶走調查,15號紀檢和公安人員搜查了薄啟亮的辦公室,他的秘書也被帶走。此外,中石油伊朗公司總經理張本全4月上旬也被帶走調查。

報導援引知情人士的消息透露:「目前,中國石油最大的腐敗是海外板塊,整個海外管理歸中國石油海外勘探開發公司,薄啟亮兼任總經理。」而且,整個「中石油」最大實權派就是薄啟亮,他負責的海外業務佔據中國石油半壁江山。

報導披露了薄啟亮與前政治局常委周永康之子周濱,以及原「中石油」集團董事長、國資委主任蔣潔敏的關係。薄啟亮為他的親屬、朋友、同學開綠燈,每年牟利高達上百億高額利潤的一些細節也被揭露。

另有,薄啟亮違規提拔周濱後母賈曉燁的妹妹,成為中石油加拿大公司副總,級別為副局級。而所謂「周濱之父」還提拔了「中石油」前董事長蔣潔敏,蔣潔敏負責「中石油」後,薄啟亮靠著這層關係,更加平步青雲等。

去年蔣潔敏被查處時,交代了3000億「遼河油田」被周永康家族以1000萬收購的黑幕,以及他利用職權討好前中共副主席曾慶紅的兒子曾偉,並出資為曾偉在澳洲購買豪宅。

中國資深法學專家趙遠明分析,薄啟亮的被調查,將進一步加強江派巨貪家族的貪腐證據鏈,相關的人也將被追究刑事責任。

中國資深法學專家趙遠明:「江派這些人把持的這些企業也好,或者機構也好,某一行業也好,都充滿了很多貪腐現象,所以一旦抓住一個就會連帶很多,都是幾個億、幾十個億、上百個億、上千個億,就是大量的國有資產,大量的百姓的血汗都納入他們自己的腰包,而且他們往往利用權力,把這些國有資產當作個人的禮品送給別人。」

英國《路透社》曾經報導,中共在調查周永康的過程中,凍結或沒收了周永康家族和親信至少900億元人民幣的資產,扣查或訊問了周永康的親屬、親信、政治盟友等300多人。

此外,一大批依靠周永康勢力陞官發財,並向周永康家族輸送利益的地方官員、國企高管、私企富豪等,也相繼被拘查。報導還說,20多位周永康的前保鏢、秘書和司機被當局控制。不過周案至今仍沒有正式公布。

周永康曾在石油系統工作30多年,他在能源領域的下屬也不少。從今年年初至今,中國能源領域已有至少12名高官或高管,因反腐落馬,涉及石油、煤炭、電力等行業。

日前,中共「國家能源局」副局長許永盛、煤炭司副司長魏鵬遠、核電司司長郝衛平、以及國家電網華北分部主任朱長林等人,也相繼被相關部門帶走調查。

大陸媒體報導說,朱長林案涉及已經落馬的「周永康大秘」李春城和郭永祥。 此外,外界還質疑魏鵬遠和郝衛平被查,與原發改委副主任、國家能源局局長劉鐵男案有關聯。

劉鐵男被指為「江澤民家族的財務大管家」,去年8月被「立案偵查」。江派曾利用發改委和能源局掠奪大筆黑金。

時事評論員藍述:「新的權力體系和利益集團,它沒有辦法再開闢新的領域再得到利益,它只能從舊的利益集團,或者說已經得利的官員手中去搶利,你比如說,你到哪去找像中石油這麼一個巨大的體系裡面,有這麼多的利益,新上來的這一批官員,他如果想得利的話,他怎麼辦?他只有從它舊的這一派官員手裡把這些利益搶過來。」

時事評論員藍述指出,這些利益集團從上到下彼此勾結,要想從他們手中搶利益,只有把它所有的官員全部換掉,才能把整個集團的權力抓在自己手上。

The most corruptive sections of PetroChina are overseas companies.

Already this year, more than ten officials working in the
area of energy supplies,
are being investigated for corruption, yet it does not just
end in China, it seems to have spilled over into other countries.
Recently, the Vice President of PetroChina Bo Qiliang,
who is in charge of overseas business,
and the Deputy General Manager Zhang Benquan
of PetroChina Iran Company,
were all taken away for investigation.

It has been analysed that to investigate these people, will further
enhance the evidence chain of corruption
of Zhou Yongkang’s family,
who is the Ex-Member of Politburo Standing Committee
of the Chinese Communist Party (CCP).

On May 19, it was reported on Mainland Caixin website,
Vice President of PetroChina Bo Qiliang, was taken
away for investigation.

On May 15, police and staff from discipline inspection
committee, ransacked Bo Qiliang’s office,
with the police taking his secretary away for investigation too.

In addition, the Deputy General Manager Zhang Benquan
of PetroChina Iran Company, was also taken away
for investigation in early April.

The report cited an insider’s statement: “At present,
the most corruptive sections of PetroChina
are overseas companies.
The entire overseas business of PetroChina is managed
by PetroChina Exploration and Development Company
and Bo Qiliang is General Manager of that Company."

Meanwhile, the most powerful faction of PetroChina is
Bo Qiliang and the overseas business,
all of which are controlled by him and accounts for half
of all PetroChina accounts.

The report exposed, how there was a strong relationship
between Bo Qiliang,
Zhou Bin, son of Ex-Member of Politburo Standing Committee
memberZhou Yongkang,
and Jiang Jiemin, former Board Chairman of PetroChina and head
of State-Owned Assets Supervision and Administration Commission.
Bo Qiliang did a lot of favours for his relatives, friends
and school fellows due to his power.
With some details mentioning personal annual gains,
somewhere in the region of 10 billion RMB
(US$ 1.6 million) has been exposed.

Besides, Bo Qiliang illegally promoted Jia Xiaoye’s
younger sister to Vice President
of PetroChina Canada Company,
equivalent to Deputy Bureau Chief of CCP’s
official rank level.

Jia Xiaoye is the step-mother of Zhou Bin.

So-called “Zhou Bin’s father" promoted
the Ex-Chairman of PetroChina Jiang Jiemin,
who facilitated Bo Qiliang’s fast rise in position
after Jiang Jiemin became Chairman of PetroChina.

When Jiang Jiemin was caught and investigated last year,

he confessed the black trade, involving Zhou
Yongkang’s family,
had purchased “Liaohe Oil Field" for 10 million RMB,
who’s actual value is 300 billion RMB.

He also confessed that he’d funded Zeng Wei
to buy a luxurious house in Australia.
Zeng Wei is a princeling and his father is the
Ex-Deputy Chairman of CCP.

Chinese senior legalist Zhao Yuanming says, to investigate
Bo Qiliang will further enhance the evidence of corruption.
Of the mass scale of corruption involving the families of
Jiang Zemin’s faction,
with the relevant people connected, being severely penalised.

Zhao Yuanming: “All enterprises, governmental departments
or fields controlled by officials belonging to the
Jiang Zemin faction, are all full of corruption.
So once one corruptive official is caught,
then many others relevant could be further exposed.
The total amount involved in corruption, may well be
several hundred million, a few billion,
a few tens of billion or even a few hundred billion.
This means a huge amount of state-owned assets
and people’s assets are all put into their own pockets.
Meanwhile, by utilising their authorised power,
they bestowed state-owned assets
to others, as personal gifts."

Reuters once reported, that during investing Zhou Yongkang,
at least 90 billion RMB of assets owned by Zhou Yongkang’s
family and his trusted followers,were frozen or confiscated,
and at least more than 300 people including his relatives,
trusted followers and political allies, were confined
for investigation and inquiry.

In addition, a large batch of local officials, high-rank officials
of state-owned enterprises and private rich businessmen,
whose promotion or wealth relied on Zhou Yongkang’s
forces and who transported interests to
Zhou Yongkang’s family,
were also caught and investigated one by one.
The report also says, more than 20 former bodyguards,
sectaries and drivers of Zhou Yongkang, have been
confined by the CCP Authorities.

Yet even to this day, Zhou Yongkang’s case has still not yet
been published.

Zhou Yongkang had worked in the oil field system
for more than 30 years.
He has many followers in the energy field.

From this year’s beginning up until now, at least 12 high-rank
officials or executives of Chinese energy field,
have fallen down due to anti-corruption, and they are from the oil,
coal and electricity industries.

Recently, three high-ranking officials from the CCP’s State
Energy Bureau, including Deputy Director Xu Yongsheng,
Deputy Chief of Coal Department Wei Pengyuan
and Chief of Nuclear Department Hao Weiping,
and the Director of Northern China Company
of State Grid Corporation of China Zhu Changlin,
have all been taken away for investigation one by one.

Mainland media reported that, Zhu Changlin’s case
involves Li Chuncheng and Guo Yongxiang,
and both of them were caught and taken away along with
the secretaries of Zhou Yongkang.
Meanwhile, it is questioned that to investigate
Wei Pengyuan and Hao Weiping,
involves Liu Tienan’s corruption case
who was the Ex-Director of State Energy Bureau.

Liu Tienan was referred to as,"the financial butler
of Jiang Zemin’s family,"
and his corruption case was officially detected last August.

Jiang Zemin’s faction once utilised the platform of National
Development & Reform Committee and State Energy
Bureau, to loot huge amounts of black money.

Political commentator Lan Shu: “New power systems
and interest groups have no way to gain interests
by opening new fields,they have to grab gains from old interest groups or
those officials with existing interests.For example, how can you find such a huge system like PetroChina, which has so many interests?
If those newly promoted officials want to gain profits,
how can they? They only take these interests away from the old
officials’ faction."

Lan Shu says, these interest groups collaborated with each other.

If they try to take interests away from them (old officials faction),
it is necessary to replace all of them,
thus the power of these newly founded interest groups
can be controlled by the newly promoted officials faction.
