【禁聞】軍報重申效忠中央 胡施壓江派

【新唐人2012年3月29日訊】在中共主席胡錦濤出國參加韓國首爾「第二屆核安全峰會」的第二天,《解放軍報》刊登文章,要求軍隊無條件服從黨,評論家指出,這是胡錦濤向周永康和江派施加壓力,但來自民間的聲音則認為,軍隊介入政治沒有任何好處。

27號《解放軍報》在第七版刊登《高度自覺地講政治顧大局守紀律》的文章,要求「在世情、國情、黨情發生深刻變化的新形勢下……確保部隊任何時候任何情況下都堅決聽從黨中央、中央軍委和胡主席指揮。」

海外網絡作家夏小強認為,文章所指的「世情國情黨情發生變化」,可以解讀為以薄熙來、周永康為代表的江派勢力,以「政法委」為大本營,擁兵自重,另立「中央」,對胡、溫中央造成了致命的威脅。

而就在胡錦濤出訪期間,軍隊通過《解放軍報》來表示效忠姿態, 時事評論員伍凡指出,這裡包涵對內和對外兩方面含義。

伍凡:「這就是要把這些軍隊的力量,過去跟江澤民走的,現在要全部倒過來,跟胡錦濤走。這是一個,他對內部的。對外,是對誰呢?就對著他的對手。他的對手是誰呢?應該是武警,公安,以及周永康,薄熙來這些人。在周永康已經被控制的狀況下,給他施加一份精神壓力。」

最近幾天「軍報」密集「 發聲」,要求維持部隊及政治穩定。之前還發出5篇系列評論,解讀胡錦濤在十一屆全國人大五次會議上對解放軍代表團的講話,強調「堅決抵制軍隊國家化」、「意識形態領域鬥爭尖銳複雜」、「保持部隊自身安全穩定」等等,外界認為,這透露出胡錦濤對軍隊的掌控正日益加強。

在薄熙來下臺引發中共高層權鬥激化之後,「與黨中央保持一致」已成為中共政壇的「流行語」。但民間對這一動向也出現很多不同意的聲音,著名經濟學家發微博表示「軍隊」,警察,這些有武器在手的機構,如果掌握在某個黨派手裡,看似對掌權者有利。其實搞得不好也會傷著自己。這樣的例子中外古今多不勝舉。

原《河北人民廣播電臺》編輯朱欣欣認為,中共如果要推行溫家寶提議的政治改革,軍隊不應當介入政治紛爭。

朱欣欣:「軍隊應當首先保持中立化,不要介入到政治紛爭去,任何一黨一派不要利用這個軍隊和警察來介入政治鬥爭。黨派之間的政治鬥爭要限定在法制和民主程序的範圍之內。」

伍凡指出,中共權鬥中把軍隊作為政治工具,但解決不了中國的問題。

伍凡:「中國問題不是靠軍隊,拿著當做政治工具,來解決中國問題嗎?能解決社會矛盾嗎?經濟矛盾嗎?以及中國的生產力下滑這些的,根本解決不了,也是共產黨自己本身解決不了的,要另外一條路走,沒有共產黨,才能解決中國的問題。」

27號的文章還說,今年秋天中共十八大前,意識形態領域的鬥爭會更加尖銳複雜,因此,反覆強調要絕對聽從「黨中央、中央軍委和胡主席」的命令。在十八大胡錦濤面臨卸任的時候,官方的這些輿論風向引起外界關於胡錦濤十八大後不會「裸退」的猜測,越來越濃厚。

Hu Puts Pressure on the Jiang Faction

On the second day of Chinese President Hu Jintao’』s
participation in the second Nuclear Security Summit in Seoul,
People’s Liberation Army Daily in China published an article
asking armed forces to unconditionally obey the party.
Commentators believe this is Hu Jintao putting pressure
on Zhou Yongkang and the Jiang faction.
Others believe it serves no benefit for the military
to get involved in politics.

In the 27th Liberation Army Daily article entitled, “high degree
of awareness about the overall political situation and discipline,"
it states, “under the new and profound changes in the world,
the country, and the party….(we need) to ensure the military
forces resolutely obey the Central Military Commission and
Chairman Hu at any time under any circumstances.”

Overseas Internet writer Xia Xiaoqiang believes the “changes
in the world, the country, and the party" in the article refers to the Jiang faction,
represented by Bo Xilai and Zhou Yongkang,
occupying Politics and Law Committee headquarters and
possessing separate “Central’ military power which
could pose as a deadly threat to both Hu and Wen.

“During Hu’s visit in Seoul, the army displayed their
allegiance via the “Liberation Army Daily," noted Wu Fan,
a political commentator, “which presents both internal
and external meanings."

Wu Fan: “To convert the military power from following
Jiang Zemin in the past to obeying Hu Jintao now is the internal.
As for the external, it’s against his opponent.

His opponents are the armed police, the public security,
and people like Zhou Yongkang and Bo Xilai.
Zhou Yongkang is now being controlled, and this serves
a mental stress."

The army newspaper recently intensified their requirement
for maintaining stability in forces and politics.
Five series of comments interpreting Hu Jintao’s speech
to the PLA delegation on the Fifth Session of the 11th National People’s Congress were published,
emphasizing to “resolutely resist the nationalization of
the military and sharp struggle of ideology," “keep the forces secure and stabile," and so on.
People believe that it reveals Hu Jintao’s increasing control
over the armed forces.

Bo Xilai’s stepping down has intensified infighting
within CCP leadership.
“Comply with the CCP Central" has become the “buzz-phrase"
in the Chinese Communist political arena.
People are reacting differently to this phenomenon.

The well-known economist Mao Yushi wrote a microblog
stating that the army and police are agencies with weapons,
therefore it seems beneficial to control them in a political
struggle for power within the party.
In fact, they could also get hurt if not done properly.

Former Hebei People’s Radio Editor, Zhu Xinxin,
does not believe the army should intervene in political disputes
if the CCP is to implement Wen Jiabao’s political reforms
proposal.

Zhu Xinxin : “The armed forces should be the first
to remain neutral, and not get involved in political disputes.
No party should use the army and police to intervene
in a political struggle.
Political struggles between the parties should be limited
within the scope of the legal system and democratic process."

Wu Fan indicated that using army as a political tool in the
Chinese Communist power struggle can’t solve China’s problems.

Wu Fan : “China’s problems can not be solved
by using the army as a political tool.
Can the army resolve social conflicts, economic conflicts,
or the declining productivity in China? Absolutely not.
Even the Communist Party itself can not resolve
China’s problems.
There is only one way to go, only eliminating
the Communist Party can solve China’s problems."

The PLA Daily article on the 27th also said that before the 18th
National Congress of the Communist Party, the struggle in ideology will become more acute and complex.
Therefore, it was repeatedly stressed to absolutely obey
the command of the CCP Central Committee and Central Military Commission and Chairman Hu."
Facing retirement at the 18th National Congress, Hu Jintao’s
whereabouts after his retirement has caused much speculation by the outside world.
