【禁聞】黨媒自曝家醜 公開提「翻牆」

【新唐人2014年12月29日訊】中共黨媒《紅旗文稿》近來發表文章,承認信息技術對中共的思想管控帶來巨大衝擊。文章稱,中共對博客等新型網絡傳媒的管控,已經滯後於信息技術的發展,「破網」軟體等技術讓當局陷入被動。有評論認為,這一文稿是中共罕見的自曝家醜,等於公開承認「網絡防火牆」實質是「思想防火牆」,而這一堵牆目前也正處在倒塌的危機之中。請看以下採訪報導報導。

中共中央黨刊《求是》雜誌旗下的《紅旗文稿》,日前發表文章《信息技術發展趨勢與意識形態安全》。署名單位是所謂的「國防大學中國特色社會主義理論體系研究中心」。

文章提出:中共對博客、微博、微信等傳播工具的監管,對信仰、宗教等相關內容的傳播管控,在很大程度上滯後於信息技術的發展,經常處於被動應付狀態。文章再次將中共的管控失靈,歸咎於所謂「敵對勢力」,並宣稱「敵對勢力」對「破網」軟體等信息技術的利用,使得中共陷入被動。

大陸「權利運動」網站負責人張建平:「它把人民應該知道自由信息、真實信息的權利,都列為對它統治造成威脅的範圍。那麼一旦對它不法統治產生威脅,就定為『敵對勢力』。」

大陸權利運動負責人張建平對《新唐人》表示,從中共喉舌《紅旗文稿》羅列的所謂「敵對勢力」就可以看出,中共把通過「翻牆」平臺來獲取真實信息的人,都視為敵對勢力。

張建平:「它放出這個風跟這篇文章,實際上就是個風向標:它要對這些覺醒的民眾進行打壓,以便它繼續這種專制、獨裁、腐敗的統治。」

翻牆」也稱為「破網」,指的是通過技術手段突破中共網絡封鎖,尤其是臭名昭著的所謂「長城防火牆」,來獲取自由信息。張建平認為,「翻牆」軟體對於今天中國民眾的覺醒發揮了非常大的作用,可謂居功至偉。

《紅旗文稿》這篇文章聲稱:為繼續進行意識形態控制,中共需要高度關注互聯網搭建技術、大數據技術、微電子技術、信息傳輸技術、「破網」技術和無線網絡攻擊技術等領域。

文章顯示,中國大陸越來越多的網民使用「破網」技術獲取境外真實信息,「破網」已經非常普及,這讓當局非常憂慮。

大陸南方街頭運動參與者賈榀:「我們經常上網都知道的:越來越多人會『翻牆』。你現在隨便到網上那些論壇,很多人都是在那裏問:怎麼『翻牆』,或者是用VPN、『翻牆』軟體之類的。都在相互傳播這種方法。」

總部位於美國的「動態網」被公認為是當今最主要的破網平臺,高峰期間每天有上百萬人次訪問。「動態網」推出的自由門、無界瀏覽等破網軟體在大陸網民中廣為流傳。

「動態網」技術總裁比爾.夏介紹,大陸互聯網在上世紀90年代後期開始出現以後,中共就意識到互聯網上的信息傳播對其政權會造成威脅,所以中共在大陸互聯網稍具規模時就開始封鎖網絡。1999年中共開始迫害法輪功之後,馬上就將相關網站封鎖,網絡管控越發嚴厲。於是,為了通過技術手段突破中共的網絡封鎖,讓人們看到海外信息,「動態網」在2002年應運而生。

「動態網」技術總裁比爾•夏:「中共歷來都是淡化封鎖網絡這件事情,都是強調要封鎖色情信息,另外對於破網工具、國內很多人在使用的事實,都是採用視而不見、好像是這個事情不存在一樣。」

比爾•夏強調,中共的統治是基於信息封鎖之上的,因此,任何能夠讓老百姓看到自由信息的技術或行為都會對中共造成威脅。《紅旗文稿》的這篇文章表明,隨著越來越多的大陸網民使用「破網」軟體,中共已經不可能再無視「破網」工具起到的效果,也無法再否認「破網」這一事實。

CCP’s Journal Publicly Discusses Fire Wall Circumvention

The Chinese Communist Party’s (CCP) journal,
the Red Flag Manuscript, recently published an article
that admitted that information technology (IT) has become
a great challenge for the CCP in controlling public ideology.

It says that the Party is now falling behind in IT development
for managing blogs and other new forms of network media,
and that circumvention software and other techniques have
put the Party on the defensive in this “battle" for control.

The article is a rare exposure of the “skeleton in the closet"
by the CCP—it virtually announces that its Great Fire Wall
serves to control ideology and that this “wall" is collapsing.

The Red Flag Manuscript, an affiliated journal of the CCP
Central Committee’s Qiushi Magazine, published the article
The Development Trend of IT and Ideology Safety,
which was written by the PLA National Defense University’s
Research Center of Socialism with Chinese Characteristics.

The article says the CCP’s “supervision tools" used to control
religious content on blogs, weibo, Wechat and other
network media have fallen behind new IT development,

which has put the Party on the defensive side in the “battle".

The article also blames the Party’s loss of ideology control
on so-called “hostile forces", claiming that they have used
circumvention software and other techniques to push
the Party into a passive position.

Zhang Jianping, Director, Human Rights Campaign in China:
“The CCP regards people’s right to freely access information
and seek the truth as a big threat to its regime, and defines
any group as a ‘hostile force’ if its rule is challenged."

Jianping told NTD that by studying the list of hostile forces
in the Red Flag Manuscript, one can easily see that the CCP
regards all people who are seeking freedom of information
by circumventing the Great Fire Wall as enemies.

Zhang Jianping: “The Party is releasing a signal through
this article—it will suppress anyone who is awakening
the public, in order to maintain its corrupt autocracy."

“Circumventing the wall “or “breaking the net “refers to
breaking through the CCP’s Internet blockades, especially
the notorious Great Fire Wall, by using IT software.

Jianping says credit should be given to such software as they
are the primary force in awakening people to the truth.

The Red Flag Manuscript also says that to sustain its control
over ideology, the CCP needs to pay close attention to
techniques in network building, mass data, microelectronics,
information transmission, circumventing, cyber-attacks, etc.

The article also uncovers that more and more netizens are
using circumvention tools to seek information from blocked
websites, and that the popularity of such tools is making
the CCP very nervous.

Jia Pin, Street Activist in Southern China: “Senior Internet
users all know it clearly that more people are learning
how to circumvent the wall; if you go to any online forum,
you can see a lot of people asking how to use a virtual
private network (VPN) or circumvention software to access
blocked websites, and the tools are circulating everywhere."

Dynamic Internet Technology (DIT), based in the U.S.,
is widely regarded as the most popular in firewall-bypassing.

Millions visit DIT’s website every day during peak periods
and their Freegate and Ultrasurf applications are widely used
among Chinese netizens.

DIT’s technology executive, Bill Xia says, after the emergence
of Internet in China in the late 90’s, the CCP soon realized
that information transmission online may become a threat,
and started to build cyber blockades when public Internet
usage was still limited to a moderate level.

After the persecution of Falun Gong began in 1999,
the CCP immediately blocked all relevant websites
and tightened its control on online information.

DIT was founded in 2002, to develop a way to break through
the CCP’s blockades and give Chinese people free access to
foreign websites.

Bill Xia: “The CCP always plays down any reports about
Internet censorship and talks much more about how it tries
to block adult sites, and it has never publicly mentioned that
people are using circumvention tools; as if they don’t exist."

Bill says that any techniques that give Chinese people access
to free information are considered a big threat to the regime
because the CCP’s governance is based on blocking any
information that is seen as being “against" its rule.

The appearance of such an article in the Red Flag Manuscript
suggests that the CCP can no longer ignore the impact of
circumvention software, as so many people are using them
and “breaking through the wall" on a massive scale.
