【禁闻】中美会谈 人权与网络问题无共识

【新唐人2014年11月13日讯】美国总统欧巴马与中共领导人习近平12号在北京会谈后,两人举行联合记者会。双方就国防、应对气候变化等多项问题达成共识。但在人权问题与开放网络方面,双方并没有取得共识。

结束了“奥习会”,美国总统欧巴马与中共领导人习近平,联合举办记者会,双方就多项问题深入交换意见,包括中美关系、军事合作、气候、恐怖主义、反腐合作等等,并且达成广泛共识。

在香港问题上,习近平在记者会说,香港事务属于中国内政,外国不应以任何方式介入。欧巴马则说,美国没有参与煽动香港的占领行动,反驳中国大陆关于外国势力介入的指控。欧巴马重申,香港的问题要由香港和北京自行解决,美国支持民众有表达意见的权利,选举是反映当地民意的渠道,希望香港的选举透明公平。

欧巴马在会面中的开场白提到,欢迎中国走和平、繁荣和稳定路线。欧巴马强调,中美两国对好多问题有不同看法,他只相信行动重于一切,两个国家元首亲自见面是打破双方误解和不信任的好机会。

习近平表示,中美两国同意,由中国公安部与美国国家安全部讨论合作,打击罪犯及对违法所得进行追赃。

中国人民大学公共政策研究院执行副院长毛寿龙:“最大问题就是要确保双方不要误判,不要违背暗藏的规则。”

欧巴马还表示,国家要想持续稳定发展,需要好的政策和开放互联网,让大家都能不受约束的上网。

不过,这对于一向严控网络的中共,似乎不太容易做到。复旦大学历史系教授冯炜认为,在开放互联网方面,中共基本没有妥协的余地。

复旦大学历史系教授冯炜:“如果是安全网络,双方都很敏感,因为这涉及到内部有关监听的问题。如果是作为公众交流的平台,那么美国的做法和中国的做法显然是不同的,中国对网络的管控应该说是比较严格的,比方说 facebook、推特,这些都不太可能进入大陆的,从这点来说,咱们的互联网是半互联网,在一定的程度上跟国际不是互联的。”

互联网安全问题长期以来是中美关系的一大障碍。11月10号,美国邮政总局(USPS)传出该局的电脑网路被黑客入侵,几十万联邦雇员的关键信息有可能被窃取。美国联邦调查局和网路安全部门认为,中共政府资助的黑客有重大嫌疑。

而美国副国家安全顾问罗兹则表明了打击中共黑客的立场,美方不会对此放任不管。

虽然2014年APEC会议已经落幕,外媒仍纷纷聚焦此次会议的一些细节。其中最引人注意的莫过于欧巴马与习近平的中南海散步。欧巴马与习近平在轻松氛围下,明知双边是战略性竞争关系,公开场所仍高谈合作,他们内心盘算的是什么?

美国《洛杉矶时报》报导说,欧巴马与习近平两人在警戒森严的中南海内悠闲漫步,试图淡化近几个月来两国关系因网络间谍活动、政治抗议以及领土争端问题而出现的紧张。

美国《彭博新闻社》则说,欧巴马试图缓和美中两国在贸易、汇率和人权等方面的紧张关系。

印度报纸《Business Standard 》报导,中国在本次峰会上力争让FTAAP 的风头盖过TPP的做法,加剧了中美之间的贸易紧张关系。

而事实上,中国民众更关心的是空气品质。北京APEC会议期间,华北地区采取了一系列“史上最严”保障蓝天的措施,“APEC蓝”成为网路热词。但是自本周一起,北京再度出现了空气污染。

根据APEC会后联合声明,美国承诺在2025年之前,会减少排放气体达两成六至两成八。中国会在2030年左右,作出减排承诺,但没有具体说出设定目标。

Sino-US No Agreement On Human Rights And Internet Issue

On Nov. 12, the US President Barack Obama and Chinese leader
Xi Jinping held a joint press conference
in Beijing after their meeting.

Both sides reached agreements on climate change,
military cooperation and more.

Yet areas of human rights and Internet freedom
reached no agreement.

Obama and Xi Jinping exchanged opinions on several issues.

It includes cooperation on Sino-US relationship, military
cooperation, climate change, terrorism and anti-corruption.

Regarding the Hong Kong issue, Xi said that it belongs to a
domestic issue, foreign countries shouldn’t intervene.

Obama said that the US had no involvement in fostering
the protest took place in Hong Kong.

Obama denied Beijing’s charge over
foreign forces’ involvement.

Obama said it was issue ultimately for the people of
Hong Kong and China to decide.

He said the US supports that people should
have freedom of expression.

Election is the channel that reflects people’s will, he hopes
the Hong Kong election is transparent and fair.

Obama mentioned in his opening speech that the US welcomes
the rise of a prosperous, peaceful and stable China.

He stressed that the two countries have different views on
many issues, he believes action is more important.
He said it was a good opportunity for the two leaders to have
met together to break the misunderstanding and distrust.

Xi Jinping said the two countries agreed that Chinese Ministry
of Public Security will discuss with the US National Security
about cooperation, fighting criminals and hunting
for illegal assets.

Mao Shoulong, scholar of public administration at Renmin
University of China: The biggest problem is that the
two sides don’t misjudge and don’t breach the hidden rule.

Obama: steady, growth requires promoting policies and
practices that keep the Internet open and accessible.

However, for the Chinese Communist Party which is used to
controlling the Internet, it is hard to achieve.

Feng Wei, Professor of Fudan University: If it is a security
network, both sides are sensitive.

Because it involves internal phone hacking.

For public network, there are obvious differences
between the US and China.

China is very restrictive on Internet monitoring.

Like facebook and Twitter, which is impossible to
enter into China.

So our Internet is a semi Internet,
Someway, it is not connected internationally.

The issue of the Internet was a major obstacle
for the sino-US relationship.

On Nov. 10, US postal service USPS was hacked.

Tens of thousands of employees’ information
were likely stolen.

The FBI and internet security departments said the attack
is suspected to be hackers hired by the Chinese regime.

Ben Rhodes, Deputy National Security Adviser of the
US expressed his stance on fighting hackers.

He said the US will not stand idle in charging China
over cyber-attacks.

Although the APEC has ended, foreign media still focus
on some details of the meetings.

The most highlighted scene is that Obama and Xi
had taken a walk in Zhongnanhai.

In a relaxed atmosphere, both leaders knew the bilateral
relationship is a strategic competition in relations.

They talked cooperation in the public, but
what are their inner plans?

Los Angeles Times reported that Obama and Xi Jinping took
a walk in Zhongnanhai, they tried to downplay months of
strains over cyber-espionage, political protests
and territorial disputes.

The Bloomberg reported that Obama is seeking over
tensions in the US-China relationship, issues including
trade, currency and human rights.

The Business Standard said that China’s firm push for its plan
over Obama’s TPP proposal has added to Sino-US trade rivalry.

Actually, Chinese people are more concerned
about their air quality.

During the APEC meeting, North China adopted a series of
unprecedented strict measures of safeguarding the blue sky.

APEC Blue becomes a hot word on the Internet.

However, this week, Beijing reappeared with smoggy air again.

According to an APEC joint statement, the US will cut
emissions to 26-28% by 2025.
China’s 2030 emissions target is set but says nothing about
the level at which emissions will peak.
