【禁闻】张木生:军中还有“大老虎”

【新唐人2014年10月27日讯】中共军中“反腐”核心人物刘源的智囊张木生,日前爆料称,军队腐败程度远超人们想像,腐败官员除了已经落马的徐才厚、谷俊山等军队大佬之外,还有更厉害的老虎隐藏在背后,没有被曝光。此番言论一经公开,迅速引发外界猜测。

张木生,曾任中国税务杂志社社长。他与刘少奇之子、中共军队后勤政委刘源关系密切。在中共十八届四中全会前夕的一次演讲中,张木生透露,中共军中腐败极为严重,“大老虎”们不仅仅是买官卖官,还敢动用军费。

虽然张木生并未具体点名,但他这番言论,如同一石激起千重浪。外界猜测,中共军中抓“老虎”,是否又将出现新高潮。

时事评论员蓝述:“那军中会不会有更大的腐败,绝对有!因为在整个江泽民第三代时期,它整个的国策就是以腐败来换团结,以腐败换经济发展,江泽民搞的这一套,那么在军中基本上上行下效,基本都是搞的这一套,买官进爵全部都是做这些事情。”

张木生还披露,在“老虎”徐才厚和“硕鼠”谷俊山的后面,还有更大老虎没有被曝光,而且严重程度比预想的厉害得多。

这一点从中共原军队总后勤部副部长谷俊山被批捕后,涉案金额高达300多亿元,大部分资金流向不明,外界或许可以窥见一斑。

北京时政评论员华颇:“他贪污300多亿,其他的钱到哪去?肯定不是都给了徐才厚。他靠山不只一个徐才厚。他贪污如此,到现在才倒台,肯定后边还有比徐才厚更大的靠山。我分析整个军委的人都会或多或少得到他的好处。如果要查干净的话,我想以前军委那些人,很少能有干净的。因为谷俊山他贪污那么多钱,要升官要继续贪,所以他要上下打点。”

有媒体分析,目前职位超过徐才厚、谷俊山的军中“大老虎”,很可能就在军委副主席郭伯雄、国防部长梁光烈、总参谋长陈炳德、总后勤部部长廖锡龙等人之中。但也有评论人士认为,张木生所指的更厉害的“大老虎”,应该是前中共党魁江泽民以及他在军中的心腹——原中共军委副主席张万年。

蓝述:“那比徐才厚、郭伯雄更大的还有谁?我想这个大家不用猜,谷俊山牵出了徐才厚,那徐才厚和郭伯雄两个人现在都已经审查了,他们两个都是军委副主席了,那么比他们两个更大的还有谁啊?比他们两个更大的只有一个人,那就是江泽民,所以他放出这个风声绝对就是冲着江泽民去的,这是毫无疑问的。”

有分析认为,张木生在此时踢爆军中还有“更大的老虎”,是在为习李政权进一步进行军中“反腐”制造舆论。但对于中共当局能否真正彻底的将这些 “大老虎”揪出来,外界仍然有一部分人持不乐观的态度。

就在刚刚结束的中共十八届四中全会,公布了成都军区副司令杨金山的严重违纪问题,和开除党籍的处分。中将杨金山,作为205名中央委员中的一员,他成为十八大后落马的现役最高军衔者。这个消息也堪称四中全会人事变动中,最出人意料的一笔。

不过,时事评论员蓝述指出,以目前社会矛盾的激烈程度来看,中共当局不打“老虎”,就没有人为此承担责任,更没法向中国社会交代﹔不打“老虎”,就无法夺回已经被江系既得利益集团瓜分一空的资源﹔不打“老虎”,就没法突破既得利益集团的阻力,实施新政权的纲领﹔所以说“中国式反腐”,其实就是“被迫反腐”。

Zhang Mu-Sheng: Bigger Tigers Are Hiding in the Army

Zhang Mu-sheng is the think tank of Liu Yuan,
the main anti-graft leader in the People ‘s Liberation Army.
Zhang exposed that PLA corruption is far worse than what
people can imagine.
Though senior leaders such as Xu Caihou and Gu Junshan
were sacked, there are more powerful tigers hiding behind.
His public comment has immediately drawn much speculation.

Zhang Mu-sheng, former president of China Tax magazine,
is a close ally of Liu Yuan, the son of Liu Shaoqi, and the
political commissar of the PLA General Logistics Department.

In a speech prior to the Fourth Plenary Session,
Zhang Mu-sheng explained the severity of army corruption,
tigers are not just buying or selling official titles,
but also dare to touch the military budget.

Zhang Mu-sheng did not specifically name the tigers,
but waves of speculation were sparked over his remarks.
Is a new climax of anti-graft to emerge?

Commentator Lan Su: “Is there greater military corruption?
Certainly.
In the Jiang Zemin era, its entire policy to develop solidarity
and the economy was through corruption.
This tactic was followed in the army, systematically,
for jobs and promotions."

Zhang Mu-sheng revealed that behind the tiger Xu Caihou
and the big mouse Gu Junshan, there are tigers yet to be
exposed that are bigger and more powerful than expected.

This can possibly be explained by the fact that after the downfall
of Gu Junshan, former deputy director of the General Logistics
Department, the implicated amount, as much as 30 billion yuan,
mostly remained unknown.

Beijing current affairs commentator Hua Po:
“He embezzled more than 30 billion yuan,
but where was the money?
It can ‘t be all gone to Xu Caihou.
Xu was only one of his patrons.
There ought to be bigger ones.
I analyze the entire Central Military Commission was involved.
I believe a thorough investigation will find that hardly anyone
in the CMC was clean.
Gu Junshan has corrupted so much, in order to be promoted,
he has to pay his way both up and down."

Media have analyzed that bigger tigers than Xu Caihou and
Gu Junshan could be Guo Boxiong, the CMC Vice Chairman,
Liang Guanglie, former Minister for National Defense,
Chen Bingde, former Minister of the General Logistics Department,
and Liao Xilong, former Director of General Logistics Department.

It is also commented that the bigger tigers ought to be
former CCP leader Jiang Zemin and his henchman in the military –
Zhang Wannian, the former vice chairman of CMC.

Lan Su: “Who are bigger than Xu Caihou and Gu Junshan?
I don’t think we need to guess.
Gu Junshan pulled out Xu Caihou and Guo Boxiong,
both are being investigated.
They both were former CMC vice chairmen.
Who can be bigger than the two of them?
There is only one, that’s Jiang Zemin.
This released information was absolutely directed at Jiang Zemin.
There is no doubt of it."

Zhang Mu-sheng’s exposure of the bigger army tigers is to create
public opinion in the army for Xi Jinping ‘s anti-graft leadership.
Will the big tigers really be exposed?
Some people are not so optimistic.

In the just closed Fourth Plenary Session, Yang Jinshan,
deputy commander of the Chengdu Military Region,
was expelled from the Party for alleged serious disciplinary
problems.
Lieutenant General Yang Jinshan was a member of the 205
Central Committee.
He became the highest active rank being sacked after the 18th
National Congress. His downfall is also the most unexpected
personnel change during the Fourth Plenary Session.

Commentator Lan Su indicates that, the intensity of the current
social contradictions has the CCP hit the tigers so that
someone is held accountable for the social unrest.

The national resources emptied by the Jiang faction can be recovered,
and the new regime can break the resistance of vested interests
and implement new leadership.

Therefore, the CCP ‘s anti-graft is better put
as involuntary anti-graft.
