【禁闻】美中互联网斗法 思科、微软中枪

【新唐人2014年05月24日讯】美国政府在5月19号对5名中共军官提出刑事指控,指控他们用骇客手段侵入五家美国公司和一个工会的电脑系统窃取商业机密。那么中共对此也不示弱,除了当时就做出愤怒的回应之外,还将实际的反击行动指向了美国的“思科”和“微软”等公司。

在美国指控中共军官间谍罪的第二天,中共政府就宣布政府机构今后不得再使用“微软”的“windows8”作业系统。

22号,中共国家互联网资讯办公室也对外透露,“中国即将推出网路安全审查制度”,并对网路使用的重要技术产品进行网路安全审查。还明确提到,“有的国家政府和企业利用自己产品的单边垄断和技术独霸优势,大规模收集敏感性资料”。

官媒《人民日报》的腔调更加直白,除了指责美国是“贼喊捉贼”之外,还说美国国家安全局在“思科公司”生产的路由器、服务器和其他网路设备内植入监控工具,并销往全球。
针对中共政府的强烈反应,美国助理司法部长约翰•卡林22号说,美国握有充分证据支持对中共军官的起诉,这些证据绝对经得起法庭的验证。

卡林说,这是美国司法部门第一次将躲在键盘后面的、这些位于上海盗取美国企业机密者的真实面孔和名字公开揭露,美国执法人员掌握的证据足以“有信心在法庭上证明这些指控”。

旅美中国社会问题研究人士张健表示,在美国指控中共5名军官后,中共报复性的选择“思科”和“微软”,其实是选错了目标,对他们无法进行实质上的反击。

旅美中国社会问题研究人士张健:“中共想通过网路安全这种方式对微软和思科这样的公司进行报复的话,完全是不自量力的,尤其是思科。”

张健指出,中国互联网80%都在直接或间接使用“思科”的产品,高端产品是“思科”一统天下。

张先生表示,中国使用的“微软”软件大部分是盗版的,完全踩到了智慧财产权的底线,“微软”如果制裁中国,中国会受很大损失。

中共官媒还抨击美国也有网路安全审查制度。

中共媒体指称,早在2000年,美国就对国家安全系统中采购的产品进行审查,随后陆续针对联邦政府云计算服务、国防供应链等出台了安全审查政策,逐步建立了多种形式的网路安全审查制度。

中共官媒指责说,美国审查的对像不仅涉及产品和服务,还会针对产品和服务提供者,而且对供应链安全审查的过程、标准、机制完全封闭。

旅居荷兰的互联网专业人士立理表示,中共当局指责美国的逻辑就像是,“美国也干坏事,所以我们干坏事是应该的”。

但张健指出,美国对网路安全的审查和中共完全不同。

张健表示,美国的网路安全是基于人的自由和国家安全不受威胁的基础上﹔而中共的网路安全是以中共政治存活为使命。

张健: “我们手上的大量证据足以证明,在中共体制下衍生出来的软体,都存在着大量的漏洞和安全的后门,以配合国家的机器,随时的监察。”

立理也表示,中共政府对互联网安全的定义,是在任何情况下都不能出现任何有反对中共的声音,这是他们所要的网路安全。为了达到这一点,他们对中国人,包括在互联网、电话、手机短信、电子信箱(email)等方面的一言一行,进行监控,对异议人士的监控更是无孔不入。

荷兰互联网专业人士立理:“他动用国家的资源,纳税人、老百姓的血汗钱养了这么一批人干坏事,他无所不为,他没有任何法律限制。”

立理指出,美国政府只针对中共当局商业窃密进行追诉还远远不够,因为商业间谍只是中共当局大规模监控的一部分,他们更多的是针对异议人士的攻击和监控。

China Targets Cisco and Microsoft In Retaliation to
the US´ Indictment of Five PLA Officers for Cyber Espionage

On May 19, the U.S. indicted five People´s Liberation Army
(PLA) officers for hacking and economic espionage
on the computer systems of five U.S. companies
and one trade union.
The Chinese Communist Party (CCP) authorities
are reluctant to back down.
In addition to the angry response immediately
after the charges were published,
the CCP government later retaliated against
U.S. companies Cisco and Microsoft.
Let´s follow the report.

One day after the U.S. charged five PLA Officers,
the CCP government declared that governmental
departments will no longer use Microsoft´s Windows 8
operating system in the future.

On May 22, the CCP´s National Internet Information Office
also published the news, “China Will Execute
Internet Security Censorship System", and censor key
Internet devices in terms of Internet security.
It is also clearly said, “Some countries and enterprises
collect sensitive information on a large-scale
by utilizing their products´ unilateral monopoly
and technological advantages."

The official media, People´s Daily,
reported in a more blatant way.
In addition to accusing the U.S. of hypocrisy, they also
accused the U.S. National Security Bureau of embedding
monitoring tools in routers, servers and other Internet
devices produced by Cisco, thus selling out the world.

Responding to the strong response of the CCP Government,
U.S. Assistant Attorney General John P. Carlin said on May 22
that the U.S. has sufficient evidence to support the charges
on PLA officers and all evidence will absolutely withstand
the trial in the court.

Mr. Carlin says this is the first time the U.S. judicial
department published the real names and faces
of the Shanghai-based spies who hide behind keyboards
to obtain American commercial secrets, and that
the evidence collected by the U.S. law enforcement officers
are enough to “confidently verify the charges in court".

Mr. Zhang Jian is a China social issues researcher in America.

He says, following the U.S. indictment of five CCP military
officers, the CCP wrongly chose Cisco and Microsoft
as a target for retaliation because its impossible
for the CCP to make substantial attacks on them.

Zhang Jian: “If the CCP is trying to strike back against
such companies like Microsoft and Cisco by censoring
Internet security, this is completely an overreach
of themselves, especially attacking Cisco."

Zhang Jian says 80 percent of China´s Internet system
directly or indirectly uses Cisco´s products.
High-end Internet devices are all monopolised by Cisco.

Zhang Jian also says most Microsoft software packages
used in China are pirated versions, which a complete breach
of intellectual copyrights.

It will be a serious blow to China if Microsoft sanctions China.

Official CCP media attacked the U.S.´s Internet
security censorship as well.

Official media said that early in 2000, the US began to review
the procured products used in the national security system,
and later issued a security review policy on the Federal
Government´s cloud calculation service and national
defence supply chain.

This indicates that the U.S. gradually developed
multiple types of Internet security review systems.

Official CCP media says the censored contents in U.S.
not only include products and services,
but also the producers and service providers.

Furthermore, the security review process, standard
and supply chain mechanism are completely undisclosed.

Mr. Li Li is an Internet professional based in Holland.

He says the CCP authorities logic is, “The US is doing
bad deeds, so we should also do bad deeds."

However, Mr. Zhang Jian says the U.S.´ censorship
is distinctively different from the CCP´s.

Zhang Jian says the U.S.´ Internet security is based
on personal freedom and preventing threats
to national security.

In contrast, the CCP´s Internet security is based
on the political survival of the CCP.

Zhang Jian: “We have a large amount of evidence to prove
that the software packages developed by companies
under the CCP regime have numerous loopholes
and security backdoors that respond to the monitoring
request of the state apparatuses at any time."

Li Li also says the CCP´s definition of Internet security
refers to stifling the opposing voices at all times.
In order to achieve this, they monitor all the information
of Chinese people including Internet, telephone,
cell phone, text message and email.
The further monitoring of dissidents is pervasive.

Li Li: “The CCP used state resources and taxes to pay
a group of people to do wrong deeds.
They have no legal restrictions."

Li Li says the U.S. Government only indicting the CCP
for spying on commercial secrets is far from enough.
The commercial espionage is only a small portion
of the CCP´s large scale monitoring system.
The CCP aims to attack and monitor dissidents.
