【禁闻】澳门官员财产公示 中共官员难以跟进

【新唐人2013年10月22日讯】日前,关于民众可在澳门终审法院网站上查询公职官员财产的消息,在网上引起热议。有大陆民众直接询问,中共官员敢吗?对于中共高层领导人手中究竟掌握着多少财富?一直备受外界关注。

从10月19号开始,澳门特区法院等级中的最高机关——终审法院,按最新修订的《财产及利益申报法律制度》法案,在官方网站上公开立法、行政、司法等机关要员的部分财产申报资料,公众可自由查阅。

2013年1月3号,这份新法案在澳门立法会全体会议上获得全票通过,自4月22号起正式生效。

涉及的人士包括:所有副局级以上官员、司法官员、立法议员、行政会成员,以及澳门版“国企领导”。

北京时政观察人士华颇:“官员向公民公开财产,是世界各国通行的方式,澳门现在才公开已经是晚了,但是公开总比不公开好,大陆这些官员们对此还是默不作声,官员财产状况还是黑幕重重,是令人非常遗憾的。”

在大陆,去年12月9号由许志永、李蔚等人发起,《公民建议书:要求中国大陆最有权力的205名部级以上官员公开财产》,很快得到大陆各地公民的鼎力支持。

2013年1月下旬,由阮云华和张昆等人共同发起了一项全国宣传旅行,呼吁民众参与中共官员公示财产的行动。最后征集有效签名7033个。

但是,这些活动发起人都被当局以“寻衅滋事罪”、“严重破坏社会秩序罪”等逮捕。中国新公民运动的代表人物许志永、王功权更是被当局批捕。

在此之前,有海外媒体爆料说,中共的一个高级智囊机构通过内部渠道,对五百位中共高官进行了调查,了解这些干部对财产公开的态度,有78%的高官坚决反对,认为这会“严重打击当前的干部队伍”;还有人非常激烈地表示不应该“愚蠢地走西方道路”。

北京时政观察人士华颇:“财产公开是中共的死穴,主要问题就是,作为中共的官员,青年的官员的财产都可以让底层的民众拙舌了,何况那些贪官的财产。如果财产公开,民众对此产生更大的愤怒,社会上就更不稳定,对他们的维稳产生更大的压力。”

时事评论员林子旭也表示,如果公布财产那就是等于让中共官员主动告诉民众自己有多腐败。

时事评论员林子旭:“真的公示财产,中国老百姓看到中共的官员几十亿上百亿的鲸吞中国人的血汗,那会是一个什么后果,中共官员想想都会不寒而栗的。官员公示财产看似简单的几个字,那可是要中共小命的大事儿。”

2012年12月20号,中共喉舌《人民网》“强国社区”贴出了一部分落马中共贪官的财产账目表,例如,山西蒲县煤炭局长郝鹏俊房产350套,现金30亿;山东副省长黄胜房产460套,现金90亿美元等,但是随后相关信息被删除。

据了解,2012年世界银行对全球176个国家的调查显示,已经有137个国家建立起官员财产申报系统。

中共当局曾经也在市、县等地的科级官员中,要官员财产公开试点改革,但是只在系统内部公示,最短的只供示了三天。

CCP officials can’t follow Macau’s property publicizing laws

It is said that the public can check officials’ property
on Macau’s public Court website.
Recently, the online check of public official property caused
a heated discussion on the Internet.
Some netizens asked why would they dare do that?

It has attracted much attention from the outside regarding
exactly how much property Chinese leaders hold.

From October 19, Macau’s highest court will disclose part
of the property declaration of legislative, administrative,
judicial and other department officials on a website.

The public can freely access.

On January 3, 2013, this new bill was passed unanimously
in Macau Legislative Council Commission
and was activated on April 22.

The people involved include the assistant bureau-level
and above officials, judicial officials, legislators,
members of the Executive Council,
as well as Macau state leaders.

Beijing Politics observer Hua Po: “Opening officials’
property is working around the world.
It’s too late for Macau to do so.
But it’s better than never being publicly disclosed.
Mainland officials still keep silent.

It is indeed very regrettable that there are lots
of dark secrets surrounding officials’ property."

Last December 9, the Citizen Proposal introduced
by Xu Zhiyong and Li Wei was supported
by the public in Mainland.

The Citizen Proposal requests that China’s 205 most powerful
ministers publicize their property.

In late January of 2013, a national publicity campaign
sponsored by Ruan Yunhua and Zhang Kun urged people
to participate in publizing officials property activities.

7,033 valid signatures were collected.

However, the promoters of these activities were arrested
by the authorities on charges of provocation
and serious public order crimes.

New Citizen Movement representatives Xu Zhiyong
and Wang Gongquan were arrested by the authorities as well.

Before that, a foreign media outlet disclosed that a survey
was conducted on 500 senior Chinese Communist officials
through internal channels regarding the issue
of publicizing property.
78 percent of senior officials strongly objected to that.

Those senior officials thought it would be a serious blow
to the current cadre team and that
the “foolish" western road shouldn’t be followed.

Beijing Politics watchers Hua Po: “Publicizing property
is the death of the Chinese Communist Party.
The main reason is that young officials’ properties already
makes people speechless, not to mention those corrupt properties.
Once the property is open, people will feel angrier
and the unstable society will make them feel
more pressure to maintain."

Commentators Lin Zixu also said that publicizing property
is equal to Chinese officials telling the public how corrupt they are.

Commentator Lin Zixu: “What is the consequence when
the public realizes the Chinese officials have billions
and billions wealth?

The officials might shiver.
Publicizing property seems like simple words
but is a big thing to the CCP."

December 20, 2012, the Power Community in the CCP
mouthpiece People posted the property of corrupt officials.

For example, Shanxi Pu County coal industry director
Hao Pengjun has 350 pieces of real estate and 30 million in cash;
Shandong Vice Governor Huang Sheng has 460 pieces
of real estate and 90 million in cash and so on,
but the information was then deleted.

The World Bank conducted a global survey in 2012.

Among 176 countries, it is said that there are 137 countries
establishing an official property declaration system.

Chinese authorities have publicized property of section-level
officials at the city and county level
to reform property of public officials.

But it was only within the internal system
and three days short.
