【禁闻】令计划接任 胡锦涛“升格统战部”?

【新唐人2012年10月17日讯】中国大陆所谓的“民主党派”一向被批评为“花瓶”,只作为中共一党专政制度的摆设。不过,最近有消息传出,中国的民主党派人士,将来可能出任国家副主席和政府副总理等职务。消息说,这是胡锦涛与令计划等智囊为“升格统战部”,而“加大党外人士选拔力度”的策略。但分析人士认为,这说明中共面临前所未有的危机,需要拉拢一些党外人士来装扮门面。接下来,请和本台记者一起去了解:

香港《争鸣》杂志10月号消息,早在今年初,胡锦涛与令计划等智囊就已经拟定好了升格统战部的策略,中共试图借此让民众相信中共还有救。而具体操作则是吸收党外人士,并加大选拔力度。有消息说,目前胡锦涛做大统战部的想法已经付诸实施。

《争鸣》杂志猜测,2013年全国人大结束后,可能出现数名“民主党派”人士出任国家副主席和政府副总理的情况。估计至少有一位副主席(与中共自选的一名并列)、和两名副总理(或是国务委员)出现。

此外,杂志还引用了未经证实的消息说,到时候将有四分之一的政府部长,由“民主党派”人士出任。卫生部与科技部延续由“民主党派”或无党派人士担任正职,添加的职位则有农业部、教育部,还有一些副部级的单位,比如国有商业银行。

澳洲“昆士兰大学”政治系教授、前中华民国国策顾问邱垂亮向《新唐人》表示,中国的民主党派人士将来可能担任政府部长职位,一看就是假消息。

前中华民国国策顾问邱垂亮:“真正可能,要由共产党十八大宣布的,它整个政权要重整的,这个消息只是一种传说,大家不要希望太高了,让它们(共产党)能够释出政权,这种做法是不可能的,共产党这个政权,以它们的一党专政的整个体制来讲,要说是真的改成我们了解的西方的民主制度,我是说…看起来是不可能的。”

时事评论员叶科也表示,这个消息还有待于进一步核实。叶科指出,即使是真的,也只是中共的自我吹捧,来欺骗一些对中共不太了解的人。

时事评论员叶科:“因为民主党派在中国,大家都知道,其实就是个花瓶,就跟重庆唱红打黑的时候,连宗教团体都唱红歌,民主党派实质上都必须得跟着党的指挥棒起舞,即使在高级的位置,在中共体制之下,他是没有自主权力的。而且,中共如果是要选民主党派进去担任那么高的职位的话,他底下一定会施加压力,或者是威逼利诱…,甚至,培植一些地下党员,以民主党派面目出现,这样的事情它做过很多。”

早前,海外媒体分析,在“十八大”后,中共当局会将统战行为变得更加“柔性”,以此来“团结一切可以团结的人”,包括异议人士。

叶科:“这说明中共高层自己感受到了前所未有的危机感,它需要拉拢一些党外的人士,同时也需要更多的党外人士来替他们装扮门面。因为它自己的信用已经破产了。”

今年以来,王立军、薄熙来和谷开来掀开了中共高层白热化的权斗大戏,与此同时,民间群体抗争事件日益高涨,对外关系日益紧张,经济危机更是迫在眉睫。

叶科:“要对中国政治局面作出一些大的改变,就必须从根本上,放弃对老百姓的压制和迫害的政策,给民间以真正自由的言论,给媒体监督的权力,把真正选举的权力还给老百姓,给司法以独立权力,这比几个高层的民主党派的花瓶更有实质意义。但是在中共体制、在它的框框之内,这样的改变我认为是没有可能。”

邱垂亮希望中国共产党能够了解人类文明发展的趋势,他呼吁中共交出权力,还政于民。

Chinese Regime’s ‘Democratic Party’ Elevates its Position

People have always criticized Chinas so-called ‘democratic
parties’ as a “vase”—a superficial furnishing of the Chinese Communist Party(CCP)’s one-party dictatorship.
Yet recently, word is spreading that the democratic parties
May be allowed to become a CCP vice president or deputy prime minister in the future.
Some say Hu Jintao and Ling Jihua’s strategy may be to
“intensify their efforts in selecting non-CCP members to join the system, to “upgrade the Department of United Front”.
Analysts say it shows that the CCP is now experiencing
unprecedented crisis, and has to win over some non-party members to dress up its façade. Let’s see the reports.

Hong Kong’s Cheng Ming magazine reported in its October issue
that, since early this year, President Hu Jintao and Ling Jihua
have been upgrading their strategy of the Department of
United Front, to convince people of the CCP’s survival.
The specific operation is to accept non-party members,
and to increase the selection efforts.

The magazine speculates that members of the democratic
parties may be allowed to serve as vice president and
deputy prime minister, after the 18th National People’s
Congress (NPC) meeting.
It is estimated that the CCP may appoint a vice president,
to be juxtaposed with another vice president, along with two deputy prime ministers, or state councilors.

The magazine also cites unconfirmed reports saying that,
democratic party members may make up one-quarter of the CCP’s ministers in the future.
The Ministry of Health, and the Ministry of Science and
Technology nominated democratic-party members to serve as their chiefs and directors.
The Ministry of Agriculture, Ministry of Education,
and some units of the vice-ministerial level,
such as state -owned commercial banks, will also be
adding more positions for non-party members.

Prof. Qiu Chuiliang, political scientist from Australia’s
Queensland University told NTDTV that,
China’s democratic parties may serve in the CCP’s
ministerial positions—obvious false news.

[Prof. Qiu Chuiliang, political scientist]:
“News that the CCP will reconstruct the whole regime is false
and we should not hope for too much; it’s impossible that
the CCP will let go of its power.
The CCP regime is a one-party dictator; to reconstruct it into
a democratic system—like that in the west—is impossible.”

Political commentator Ye Ke says the news needs further
verification; even if it is true, it’s the CCP glorifying itself,
in order to fool some who do not know much
about the CCP.

[Ye Ke, Political Commentator]:
“The democratic parties in China, as we know, are a ‘vase’.
In the CCP’s song movement in Chongqing, even religious
groups had to sing CCP songs, so in essence, even democratic parties have to follow the CCP.
Even if they are in high positions, they won’t have
independent powers under the communist system.
If the CCP appoints the democratic party members,
it will only threaten or manipulate them.
It will even create some underground CCP members to
pretend to be democratic; the CCP did a lot of such things.”

Foreign media analysis says, after the 18th NPC, the CCP
will become more flexible in its united front, in order to “unite all who can be united” including dissidents.

[Ye Ke, Political Commentator]:
“This shows the CCP’s top level feels an unprecedented crisis
and needs to win over some non-party members to dress up
the façade, because its credit has already gone bankrupt."

In the start of 2012, Wang Lijun, Bo Xilai and Gu Kailai
Began intense power struggles in the high levels of the CCP.
Meanwhile, public group protests increased, the CCP’s
Foreign Relations have become more tense, and a bigger economic crisis is imminent.

[Ye Ke, Political Commentator]:
“To make some big changes to the political situation in China
we must fundamentally get rid of the policy of repression
and persecution of people.
That means, let people have freedom of speech; let media
have supervisory rights; let people have the right to vote;
let the court have independent power—all could be more
practical than having democratic ‘vases’ in high positions.
But based on the CCP’s system, within its confines,
I think it’s impossible.”

Qiu Chuiliang hopes that the CCP can learn the trend of
the development of human civilization, and
he is calling on the CCP to hand its power over
to the public.
