【禁闻】郭伯雄吁全军总动员 今年出大事?

【新唐人2012年7月20日讯】中共中央政治局委员、中央军委副主席郭伯雄,17号在与国防大学第十二期战略班学员座谈时提出,军队要确保一旦有事能一声令下,完成任务。他还再次强调要坚决听从中央和胡主席的指挥。十八大召开在即,十八大前维稳是中共当前的“重大政治任务”。分析认为,中共面临的局势越来越严峻,郭伯雄再次呼吁全军总动员,是防范在十八大前“出事”,使得十八大不能顺利召开。

郭伯雄在座谈会上声称,以优异成绩迎接十八大的召开,是全军部队的一项重大政治任务。他还要求,全军要坚决听党指挥、绝对忠诚可靠,确保部队在思想上、政治上、行动上与党中央、中央军委保持高度一致,坚决听从党中央、中央军委和胡主席指挥。

时事评论员邢天行在接受《新唐人》采访时表示,自王立军事件以来,各部门及军队表态效忠的事就一直没有间断过。

时事评论员邢天行:“实际上他们也是担心十八大出现一些意外呀,一些意外的势力,使这个十八大不能够顺利的进行,所以他在这边就是要加强军队这一块,于是就不断的告诫大家,军队这块是牢牢的要跟胡锦涛走的,胡锦涛说什么他们都要去维护他。”

此前,由于薄熙来事件曾令中共各地官员和军方掀起站队表态的热潮,尤其是军方高层为保十八大稳定过渡,曾频繁奔走各大军区、驻地部队要求政治坚定,与党中央、胡锦涛保持一致,而今次郭伯雄的态度也同出一辙。

目前,中共各派十八入常争斗进入最后的冲刺阶段。与此同时,大陆民怨四起,群体抗暴事件越演越烈,再加上中国经济爆发严重危机,中共陷入前所未有的困境。

时事评论员邢天行:“作为郭伯雄来讲,对中国的政局他肯定了解的要比下边的人多,尤其是党内的这个权力斗争,他应该是比较清楚,那么,中共现在目前也是在火山口上,面临着诸多的危机,当然作为郭伯雄来讲呢,他也会感受到,中共即将垮台之前的前兆,这些东西对于他来讲又不能够直说,他只能是在这种会议上呢,通过加强这方面的如何如何,来强调一种忧患意识。”

郭伯雄还强调,要确保一旦有事能一声令下,迅即行动,坚决完成任务。并且要加强日常战备,严格边海空防管控,稳妥处置突发情况,确保边海空防安全稳定。

据了解,中共在钓鱼岛、东海、南海主权问题上与多个邻国发生摩擦。更加讽刺的是,北京自称“友邦”的俄罗斯近日向中国渔船进行炮击,渔船上17名人员被扣留,其中一名渔民失踪。

《中国事务》主编伍凡表示,中共的处境,现在是内外焦患、四面楚歌。

《中国事务》主编伍凡:“所以这些压力对着中共,中共又要想开十八大,所以我想,他的总动员令,有两个企图,第一需要转移目标,把所有的矛盾转移到海外去;第二个总动员来应付国内任何事件的发生。那么有没有可能总动员要准备打仗了,或者是国内镇压了,这两个可能性都存在。”

邢天行表示,不仅俄罗斯,还有朝鲜,对中国的渔船的态度都是非常恶劣的,暗示了他们并不卖中共的帐。也就是说,中共当局在世界上实际上是孤立的,并不受到尊重的。

Guo Boxiong Army Mobilization Mandate.
Analysts Expect Unusual Event Later This Year

On July 17, Guo Boxiong, a Chinese Communist Party
(CCP) Politburo member and Vice Chairman of the Central Military Commission gave a talk.
Guo addressed the 12th strategy trainee seminar at the
Peoples Liberation Army (PLA) National Defense University.
Guo’s requirement for the army was to respond immediately
and accomplish missions resolutely.
He also emphasized that the army must follow the orders
of Chairman Hu Jintao, and the CCP Central Committee.
As the 18th National Congress approaches, the CCP sees
“stability maintenance” as an “all-important political task”.
Analysts believe that, as the situation becomes worse for
the CCP, Guo Boxiong’s mobilization of armed forces
aims to preventing any event that could impede
the progress of the 18th National Congress.

Guo Boxiong said it’s an all-important political task for the
PLA to ensure the 18th National Congress goes smoothly.
He required the whole PLA to be absolutely loyal to the
CCP, to accord with the CCP Central Committee and the
Central Military Commission politically and ideologically,
and follow any command from Hu Jintao.

Political commentator Xing Tianxing told NTD that
after the Wang Lijun incident,
CCP officials and army leaders have never stopped
pledging their loyalty to Hu Jintao.

Xing Tianxing: “They are really worried that an unexpected
incident might happen during the 18th National Congress.
This would impede it from going smoothly, so they
have tried to strength control over the army.
They continuously warned that the army had to firmly
support Hu Jintao and follow any of his commands.”

Previously, Bo Xilai’s dismissal induced local governments
and military troops to pledge allegiance to Hu Jintao.
To ensure a smooth power transition in the 18th National
Congress,
army leaders have frequently visited major military regions,
requiring troops to maintain a firm political stance.
They are required to behave in accordance with Hu Jintao
and the CCP Central Committee.
Guo Boxiong is doing exactly the same this time.

Currently, various internal CCP factions are pushing hard
to win positions in the Politburo Standing Committee.
Meanwhile, more large-scale protests have broken out,
as aggrieved Chinese people accumulate all over China.
Along with the recent economic crisis, the CCP has found
itself in an unprecedented, dangerous situation.

Xing Tianxing: “As an army leader, Guo Boxiong
definitely knows more about China’s political situation than his subordinates.
Specifically, he should clearly know how the inside-party
power struggle is unfolding.
The CCP is sitting on a volcano,
as crises come from everywhere.
Guo Boxiong must have some premonition
that the CCP might collapse.
Of course he can’t speak out directly, therefore he tries
to create a sense of crisis through talking in the seminar.”

Guo Boxiong emphasized that the army
must ensure immediate response.
It must be resolute in accomplishing
missions, whenever commands are given.
The PLA is also required to strengthen routine precautions,
safeguarding more strictly on the costal border.
It must properly deal with unexpected
events to keep the borders safe.

Recently, the CCP has conflicted with several neighboring
countries over the sovereignty of the Senkaku islands, the East China Sea and the South China Sea.
More ironically, although claimed by the CCP to be a
“friendly country”, Russia recently made an attack against Chinese fishing boats.
Seventy of the boats have been detained
and another person is still missing.

Wu Fan, Chief Editor for China Affairs remarked that
the CCP was facing crises both from inside and outside.

Wu Fan: “The CCP needs to hold the 18th
National Congress under great pressure.
I believe there might be two purposes
behind mobilization of the army forces.
Firstly, they want to shift people’s discontentment
towards the CCP towards foreign affairs.
Secondly, they need to mobilize the army
to deal with any possible coming event.
Maybe they are preparing for a war or suppression on a
massive protests. Either of them is possible.”

Xing Tianxing remarked that the Chinese fishing boats were
treated abominably not only by Russia, but also by North Korea.
This indicated that even these two
countries do not acknowledge the CCP.
In other words, the CCP is isolated from the global
community, receiving little respect from other countries.
