【禁闻】乌坎问题仍未决 村民寻求法律援助

【新唐人2012年1月7日讯】举世关注的广东乌坎事件,因上万村民以死相拼,外媒不断报导迫使当局让步,但两周过去了,当局答应村民的部分条件一件都没有兑现,5号,有村民寻求法律援助,北京维权律师呼吁组织律师团,协助乌坎村民继续维权。

2011年底大陆发生的乌坎冲突事件,虽然广东省委副书记朱明国出面,口头答应了乌坎村民的部分诉求,但半个月后的乌坎村怎么样了呢?

乌坎村民表示,他们的事情并没有真正得到解决。朱明国之前答应的条件一样都没有兑现。之前被释放的3名村民只是“取保候审”,而非无罪释放,其中,村民张建城因不服当局给他强加“损害公物”罪名,目前正在寻找司法援助。

北京维权律师刘晓原对《新唐人》表示,日前接获村民来电咨询,要求提供法律协助,由于事件重大,他微博发出呼吁,准备组一个律师团前往乌坎协助维权。

刘晓原:“村民提了一下,打一个电话来咨询,只是提到一个要求,询问律师来提供帮助。律师说愿意介入的,明确告诉我提供法律帮助的。两三位﹙律师﹚表示,如果我会去,他们也许去吧。”

一名当地村民王先生表示,当局当初答应归还被打死的村代表薛锦波遗体,现在,又变换说词,以薛锦波死因存在争执,需要进一步调查为理由,不归还家属。

和薛锦波同时被抓,关在同一看守所的张建成说,薛锦波死去的当晚,听到看守所内有长时间哀号声。他出狱时,有人警告他不要乱讲。

张建成:“我们刚被抓进去的时候,就连续审讯了30多个小时,我们在进监的时候,到第二天的时候,看守所人员叫我们先出来,然后传(唤)薛锦波的时候…有四个人给擡出来,当时已经无生命迹象了。”

而朱明国答应解决的土地问题,目前还只是调查阶段。

乌坎村王先生:“(土地)现在只是在侦查阶段,暂时还不好说,等它到时一个结果,一个定论出来再好说话吧。”

另一名蔡姓村民表示,如果调查之后,没有归还村民耕地的话,他们打算继续上访。

而当局当初承认的“乌坎村民临时理事会”,现在重新选举,市政府自己派人担任乌坎村书记,之前帮村民维权的村代表林祖銮暂时担任村委副书记。当局还拟出130人的名单,准备用来正式选举。

乌坎蔡先生:“都是那些老干部,老村委那些,我们都不承认,反正他们都是以前…都是知道的…卖地,什么卖我们的耕地,贪污什么…他们有些人都有份的。我们这里金额真的太大了,涉及太大了,我们家乡那个土地被它卖的80%了。”

这位蔡先生还表示,目前当局还在对他们严密监控,一周前乌坎村民林镇,就是因为不堪骚扰喝农药自杀了。

乌坎蔡先生:“我们这里陆丰市东海镇政府的人,经常打电话过来说什么什么啦,经常过来骚扰嘛,他﹙村民林镇﹚怕啊,然后吃农药死了。”

《中国新闻周刊》披露,乌坎维权事件虽表面平息,但当局对乌坎村防范却有增无减。在村民维权领袖林祖銮家的对面高位,当局设置了八个闭路电视摄影机,从各个方向进行监控。村民担心,一旦风头过后,当局会秋后算账拉人。

Wukan conflict still unresolved, villagers seeking legal assistance

The Wukan incident in Guangdong has attracted worldwide
attention.
Foreign media coverage of tens of thousands of villagers
risking their lives has forced the Chinese regime to give in.
However, after two weeks, none of the conditions that the
villagers asked for have been met.
On Jan 5, some villagers sought legal assistance. A Beijing
human rights lawyer urges lawyers to help the villagers.

After major protests broke out at the end of 2011,
Guangdong Chinese Communist Party (CCP) secretary
Zhu Mingguo verbally accepted some of the villagers’
conditions, but did anything happen since?

Wukan villagers expressed that grievances are unresolved,
and Zhu Mingguo agreements not have been met.
Three villagers that were arrested have been released on
bail, but not unconditionally released.
Villager Zhang Jianguo denies the “damaging public property”
charge against him and is seeking legal assistance.

Beijing Human Rights Lawyer Liu Xiaoyuan told NTD he
received a call from a Wukan villager.
They were seeking legal assistance.

Since the incident is so big, Liu posted on his micro-blog,
seeking to form a group of lawyers to go to Wukan.

Liu Xiaoyuan, “Villagers called seeking legal inquiry.
They only mentioned they’re seeking help from a lawyer.
Lawyers told me they will provide legal help. 2-3 (lawyers)
said if I go, they might as well.”

A villager Mr. Wang expressed, the regime originally agreed
to return the body of Xue Jinbo who was beaten to death.
Now they claim they need further investigation, and won’t
return the body to the family.

Zhang Jiangcheng was held in the same Detention Center
as Xue Jinbo.
The night when Xue Jinbo died, Zhang heard painful cries
for a long time.
When he got out, someone warned him not to say anything.

Zhang Jiangcheng, “We were detained and continuously
questioned for 30+ hours. On the second say, they told us to leave first.
When Xue Jinbo came out, he was carried out by over 10
people, and had already died.”

CCP Guangdong Secretary Zhu Mingguo also agreed to
resolve land disputes, but it’s still under investigation.

Wukan villager Mr. Wang, “[Land dispute] is still under
investigation.
It’s still hard to say, waiting for their results, hard to say until
the decisions come.”

Another villager Mr. Cai expressed, if they don’t return the
land after the investigation, villagers plan to petition again.

The regime also accepted the “Temporary Wukan Village
Council“ elected by villagers.
Now, however, the regime wants a re-election, and wants
to appoint the village secretary.
They want to temporarily assign village representative
Lin Zuluan as vice-secretary.
The regime also formed a list of 130 peoples names for the
official election.

Villager Mr. Cai, “All of them are old cadres, old village
secretaries. We don’t approve, they are just like before.
Everyone knows, they’ll sell land, sell our farm land,
corrupted… they all have a part in that.
The amount of money is huge, too large; they sold 80% of
our village farmland.”

Mr. Cai also expressed, the regime is also closely monitoring
the village.
A week ago, villager Lin Sen committed suicide after being
repeatedly harassed by the regime.

Mr. Cai, “People from Donghai county government keep
calling to harass us.
He [villager Lin Sen] was really scared, so he drank pesticide
to commit suicide.”

China News Weekly reports the regime’s guard against the
village increased, despite the incident seeming to calm down.
In front of the house of the village representative Lin Sen,
the regime setup eight different spy cameras in all directions.
Villagers are worried that once the media coverage dies
down, the regime will take revenge on those involved.
