【新唐人2014年06月21日訊】中共中紀委駐中國社會科學院紀檢組組長張英偉日前指出,社科院的意識形態存在進行不法勾連、接受境外點對點滲透等「四大問題」。分析人士指出,中共領導人習近平已基本掌控軍隊「槍桿子」,但中共宣傳系統「筆桿子」常給習近平添亂,中紀委書記王岐山要削弱江派常委劉雲山在意識形態領域的權力

據大陸媒體14號報導,中共中紀委駐社科院紀檢組組長張英偉,10號在社科院講話中指出,社科院的意識形態存在四大問題:第一、穿上學術的隱身衣,製造煙幕﹔第二,利用互聯網炮製跨國界的歪理﹔第三,每逢敏感時期,進行不法的勾連活動﹔第四,接受境外勢力點對點的滲透。張英偉要求社科院全體成員「在政治上要與黨中央保持高度一致。」

旅美中國社會問題研究人士張健:「王岐山想打掉劉雲山,也不是一天兩天的事情,在過去一年多,中宣部和中紀委的調調上截然不同,在中共認為亡黨亡國的事件上,它們並沒有保持高度的一致,比如說薄熙來的事件、王立軍的事件,中紀委和中宣部是各唱各的調,各彈各的弦。」

據美國《新紀元週刊》披露,負責文宣口的劉雲山,不僅對習近平當局的政策進行消極抵制、封殺,甚至「綁架」習近平向左轉,不斷製造事端。

報導說,去年初爆發的「南周事件」,就是劉雲山通過廣東宣傳部部長刪除了《南周》新年獻詞中的「憲政夢」,令習近平難堪。

隨後,劉雲山又通過中宣部發出〈關於當前意識形態領域情況的通報〉,然後是「七不講」,不講普世價值、新聞自由、公民社會、公民權利、黨的歷史錯誤、權貴資產階級、和司法獨立等。一時間,中國意識形態領域烏雲密佈,中共黨內自由派和右派人士感受到極大壓力。

時事評論員藍述:「劉雲山作為目前的一個焦點是不奇怪的,中共長期控制中國就靠兩個,一個是筆桿子,一個是槍桿子,在過去的一兩年裡可以看的出來,現任領導人爭取對軍隊的控制權做到了一些努力,現在另一個重點凸顯出來了,就是對筆桿子的控制,更多掌握話語權。」

據了解,去年4月,劉雲山針對習近平提出的廢除勞教制度進行反擊,密令中宣部不轉不評「馬三家勞教所」黑幕的文章,並與曾慶紅一起製造了習近平「打的」(叫出租車)事件,向習近平發出死亡威脅。

日前,中共總理李克強訪問英國,雙方簽署《中英聯合聲明》,內容中沒有提到中共「國新辦」發佈的「香港白皮書」。17號,《新華網》在一個不起眼的 位置刊登了《聯合聲明》,凸顯中共高層就香港問題公開分裂。而大陸其他媒體也與《新華網》同調,故意對《聯合聲明》進行「冷處理」。

藍述:「在劉雲山的直接操控之下,中共的宣傳系统一直在很多關鍵問題上和新一代的領導人的想法不大一致,在利益上面有衝突,所以這一次,王岐山把注意的焦點放在劉雲山的身上,要更多的搶佔話語權,爭奪對中共宣傳系的控制。」

事實上,中共高層爭奪輿論陣地的這場戰役早已拉開序幕。去年底,中共中央第二巡視組進駐《新華社》,隨後上報《新華社》存在九大問題,其中包括「黨政領導班子熱中搞山頭、拉幫結私、均分非法經濟利益」等。

今年4月30號,習近平親信楊振武升任中共《人民日報》社長。當天,《人民日報》海外版刊登習近平2008年和去年的講話舊文,痛批「中央黨校」淪為公關社交場所。現任「中央黨校」校長劉雲山再次被敲打。

最近,中共喉舌《央視》也頻頻出事,《央視》財經頻道總監郭振璽被調查並遭到大起底,另有4名工作人員也被帶走。據報導,至少百名《央視》成員被中紀委和中共審計署各五個小組約談,部分成員已被雙規、批捕。

Wang Qishan Attempts to Weaken Liu Yunshan’s Power

The Chinese Communist Party (CCP) Central Commission
for Discipline Inspection (CCDI) team leader Zhang Yingwei
recently exposed four problems in the China Academy
of Social Science (CASS).
Included were CASS’s illegal ideological collusion with others
as well as infiltration by foreign forces.
Analysts point out that Chinese leader Xi Jinping
more or less controls the army, also known as “the gun."
The CCP propaganda system, referred to as the “pen,"
often creates trouble for Xi Jinping.
Secretary of the Central Discipline Inspection (CCDI)
Wang Qishan intends to weaken Jiang Zemin faction
member Liu Yunshan’s ideological power
in the Standing Committee.

According to Mainland media reports on the June 14,
Zhang Yingwei, head of the CCDI now stationed in CASS,
pointed out during his CASS speech on June 10
that four major problems exist within CASS.
First, CASS has put on an academic cloak, creating
a smokescreen;
Second, CASS uses cross-border sophistry
concocted via the Internet;
Third, during sensitive periods, CASS was involved
in illegal collusion;
Fourth, CASS accepted infiltration by foreign forces.

Zhang Yingwei requires all members of CASS to be politically
consistent with the Party Central Committee.

US-based Chinese social issues researcher Mr. Zhang Jian
believes that the CCDI is against not only CASS scholars.
It is also in opposition with Liu Yunshan, head of ideology,
and Wang Qishan intends to weaken Liu Yunshan’s power.

Mr. Zhang Jian: “Wang Qishan wants to take down
Liu Yunshan, and this is not just a recent development.
Over the past year or so, the Central Propaganda
Department and the CCDI have had a very clear purpose.
Consistency has not been maintained during the CCP
downfall, for example the Bo Xilai and Wang Lijun incidents.
The two key departments of the CCDI are not in tune."

According to a U.S.-based New Era Magazine disclosure,
propaganda head Liu Yunshan not only carries out Xi Jinping’s
policies with passive resistance and blockage,
but also continues to create trouble for Xi.

The report claims the Southern Weekend controversy
last new year was caused by Guangdong Propaganda
Department Director forcing Liu Yunshan to pull Southern
Weekend’s Constitutional Dream New Year’s message.
This was in an attempt to embarrass Xi Jinping.

Subsequently, Liu Yunshan issued the Information Notice
Regarding the Current Situation in the Field of Ideology
via the Central Propaganda Department,
and then the “Seven Nos."
The seven nos refer to not speaking out about universal
values, freedom of the press, civil society, civil rights,
the party’s historical blunders, the powerful bourgeoisie,
and an independent judiciary.
For a long time, China’s field of ideology has been clouded.

The freedom faction and the right-wing liberals
within the CCP are under tremendous pressure.

Political commentator Lan Shu: “It is not surprising
that Liu Yunshan has become the current focus.
The CCP has long relied on two methods to control China.

One is via the pen (media),
and the other is the gun (military).
Over the past one or two years, we have seen the current
leader make some effort to control the army.
Now another focus is in the spotlight, namely controlling
the pen – further controlling freedom of speech."

Sources say that in April of last year, Liu Yunshan fought back
against the abolishment of the Labor Camp and Re-education
policy proposed by Xi Jinping.

He sent out a confidential order requiring that the Central
Propaganda Department refrain from forwarding
or issuing statements on articles that expose
the dismal situation at Masanjia Labor Camp.
He also manufactured the “taxi” incident along with
Zeng Qinghong, which was a death threat to Xi Jinping.

Recently, Chinese Premier Li Keqiang visited Britain
where the two sides signed a Joint Declaration,
which fails to mention the CCP’s white paper on Hong Kong
released by the Information Office of the State Council.
On June 17, Xinhua Net published the Sino-UK Joint
Statement, which publicly disclosed the split among
the high ranks of the CCP leadership regarding the governing
of Hong Kong, in an obscure location on their site.
Mainland media deliberately cold-finished the “Sino-UK
Joint Statement" in order to keep pace with Xinhua Net.

Lan Shu: “Under Liu Yunshan’s direct control, the CCP’s
propaganda department has been inconsistent with
the new generation of leaders on many key issues and ideas,
there is a conflict of interest between them.
At present, Wang Qishan’s attention is focused
on Liu Yunshan in an attempt to seize more rights to speak
and to compete for the control of the CCP’s
propaganda department."

In fact, the battle to compete for public opinion among
high-ranking CCP officials commenced long ago.

At the end of last year, the second Inspection Team
of the CCP Central Committee stationed itself in Xinhua
News Agency and reported nine major problems, including
that executive leaders of Xinhua News Agency and the CCP
were keen on engaging in factional fighting, used gangs
for private interest, shared profit illegally and more.

This year on April 30, Yang Zhenwu, one of Xi Jinping’s
trusted followers, was promoted to People’s Daily president.
That same day, the overseas edition of People’s Daily
published Xi Jinping’s past speeches in 2008 and 2013
in which he criticized the Central Party School for having
descended to a social setting for public relations.
The incumbent President of the Central Party School
Liu Yunshan was accused again.

Recently, frequent incidents have also taken place
at CCP mouthpiece CCTV.
CCTV’s Finance Channel Director Guo Zhenxi was thoroughly
investigated and exposed.
Another four staff members were taken away
for interrogation.
According to reports, at least one hundred CCTV employees
were questioned by the CCDI and the Audit Commission.
Some employees have been detained
for interrogation or arrested.
