【禁聞】庹震政協會議閃人 或回北京

【新唐人2013年01月25日訊】廣東省政協十一屆一次會議23號在廣州揭幕,月初發生的《南方週末》新年獻詞遭竄改事件成為焦點,廣東省委宣傳部長庹震也出席了開幕大會,但快閃離去。廣東省委宣傳部副部長、南方報業傳媒集團黨委書記楊健,多次迴避記者有關《南周》的提問,只說「事件已經妥善解決」。

據「英國廣播公司(BBC)」報導,廣東省委書記胡春華及省委宣傳部長庹震,星期四在人大預備會議上,拒絕回應媒體有關「南周事件」的提問。

在此之前,外媒接連報導「南周事件」牽連的官員可能調離。日本《朝日新聞》報導,中共總書記習近平親自下令去除庹震廣東宣傳部長職務,但是可能延遲到三月「兩會」之後。

香港英文報紙《南華早報》援引接近廣東省政府人士的消息指稱,南方傳媒集團副總編輯王更輝,接替2009年起擔任總編輯的黃燦,黃燦將被安排到集團的其他位置上。

不過,一名前《南周》資深編輯否認黃燦調離,以及王更輝接替的傳聞。

前《南周》資深編輯:「那是瞎扯。因為王更輝本來就是(南方集團)副總編分管《南方週末》的,他本來就是管《南方週末》的,甚麼叫接替,那不是把他降級了嗎?」

但是跟《南周》編輯有聯繫的廣東作家野渡則說,《南周》內部在流傳,黃燦將離開的消息。

廣東作家 野渡:「具體去向不清楚。不應該糟糕到哪裏去。畢竟他是忠實的執行了黨的路線。黨是不會虧待他的。因為對於他這個體制來說,像黃燦這樣的人,他們認為是放心使用的,因為民間越是反對你的話,越證明他是黨的好幹部。」

而對庹震,有消息說,他還是回到北京。

目前,經過抗議事件之後,《南方週末》去除了出版前審查的規定。

前《南周》資深編輯:「1.28那就回到正軌,常規,常規就是事後審查,本來以前多少年一直是事後審查,沒有事先審查,現在是回到正軌。」

野渡:「現在確實已經改變事先審查方式,而是用一般媒體習慣的事後審查,原來《南周》是比較特殊的。一般中國媒體都是事後審查,只有《南周》才搞事先審查。反映體制對《南周》輿論控制的力度。」

上週四,《南方週末》發表一篇署名「南周編輯部」的特別聲明,對新年獻詞的三處技術性硬傷予以更正。這篇新年獻詞正是庹震擅自篡改的作品。聲明指出,這些錯誤無疑是對庹震的嘲諷。但是也有網民對「南周編輯部」不敢正麵點出庹震的名字感到不滿。

野渡:「他以南方週末編輯部名義發這個聲明,也反映出目前他無奈的處境,因為從另外一個含義上也可以理解為,《南周》幫著省宣來背書。我們看到在微博上也引起很多網民譴責的聲音。」

野渡表示,「南周事件」從頭到尾,編輯部所提的要求和民間的要求,兩者有很大的差異。

野渡:「他是承認了黨對媒體的控制。只不過要求恢復到事後審查的狀態而已。事實上,我覺得,《南周》怎麼做,並不要緊。要緊的是,在這個事件裡面,整個民間從知識份子到草根到異議人士,整體上對改變目前中國言論自由,包括其他自由狀況的渴望和吶喊。」

香港《動向》雜誌引述消息說,事件發生之初,胡春華經請示政治局,由中組部操作,將河北官員劉可為調往廣東,打算接替庹震,出任廣東宣傳部長。但是,報導說,事情沒有胡春華想像的那麼簡單,因此也就沒法急於宣佈庹震卸任廣東省委常委兼宣傳部長的職務。

而庹震自己也通過特定途徑,謀求到了中宣部某個局,可能是理論局局長的職務,並將以副部級職銜出任。

Tuo Zhen May Step Down Returning To Beijing

Guangdong’s 1st section of People’s Political Consultative
Conference (PPCC) opened on January 23.
Southern Weekend’s (SW) New Year’ Greeting, censored
at the beginning of this month, became the meeting’s focus.
Tuo Zhen, the propaganda director of Guangdong Province,
attended the meeting, but left quickly.
Yang Jian, party secretary of Nanfang Daily Media Group,
and Guangdong’ propaganda vice director, avoided journalists’ questions on the SW incident.
Yang simply replied,
“The incident has been resolved.”

The BBC reported, Hu Chunhua, Guangdong party secretary,
and Tuo Zhen, refused to answer media’ questions about SW incident during the meeting on Thursday.

Prior to this, foreign media constantly reported
that officials involved in SW incident could be removed.
Japan’s Asahi Shimbun newspaper reported,
Xi Jinping ordered to remove Tuo Zhen.
However, this may be postponed until March, after Chinese
Communist Party’s (CCP) two annual meetings of People’s Congress and PPCC.

Hong Kong’s South China Morning Post English version
cited sources with close ties to the Guangdong government.
The report said that Wang Genghui, vice editor-in-chief
of Nanfang Daily Media Group, will take over Huang Can.
Huang Can is an editor-in-chief there since 2009,
but will now be moved to another position internally.

However, a former senior editor of Southern Weekend,
requesting anonymity, denied this rumor.

Interviewee X (anonymous former SW senior editor):
“That’s nonsense. Wang Genghui is vice editor-in-chief.
He supervised Southern Weekend.
What does “take over” mean? Isn’t he demoted?”

Guangdong writer Ye Du, who has close contacts
with SW editors, shared some insights too.
Ye said that rumors were spread within Southern Weekend,
that Huang Can will leave.

Ye Du: “It hasn’t been confirmed where he will go,
won’t be too bad though.
As he was loyal to the CCP, the CCP won’t treat him badly.
For the CCP, they trust people like Huang Can.
The more the people who are against Huang,
the more this proves his loyalty.”

Sources said that Tuo Zhen would return to Beijing.

Now Southern Weekend has removed the rule
of inspecting the articles before publishing.

Interviewee X: “That means the system goes back to normal.
‘Normal’ means inspecting after publishing.
Over the years the inspections were always after publishing,
never before that. Now it goes back to normal.”

Ye Du: “Now inspection before publishing has been changed.
With general media, the habit is to inspect after publishing.
Southern Weekend was special in the past. In China, media
usually inspects after publishing, only SW was otherwise.
It reflects the efforts to control Southern Weekend
by using the system’s power.”

Last Thursday, Southern Weekend published anonymous
statement from the editorial department.
It announced three corrections
for the notorious New Year’ Greeting.
The Greeting article was reviewed by Tuo Zhen,
he rewrote the original one.
The statement said that these errors were
undoubtedly ironic towards Tuo.
Netizens were dissatisfied that the statement
dares not point out Tuo’s name directly.

Ye Du: “They published the statement under the name
of the editorial department. It reflects their helpless situation.
In another words, Southern Weekend helped the provincial
propaganda department to declare its endorsement.
We can see on the microblogs
that many netizens condemn this.”

Ye Du said that the SW incident exposed all the way through,
the big gap between public and SW’s editorial requirements.

Ye Du: “They accepted the CCP’s control over the media,
only asking to restore the rule of inspecting after publishing.
Actually, I think, what Southern Weekend has decided
isn’t important.
The most important thing is, in this incident,
from intellectuals to vulnerable classes and dissidents,
all voices were requesting freedom of expression,
to be heard, including freedom for others.”

Hong Kong’s Trend magazine cited sources that in the onset
of the incident, Hu Chunhua consulted the Politburo.
After permission it was decided, under Central supervision
to send Hebei’s official Liu Kewei to Guangdong to replace Tuo Zhen as Guangdong propaganda department director.
However, the report said, it wasn’t as simple as Hu planned.
Thus the announcement of Tuo Zhen’s removal isn’t issued.

Yet, through special channels Tuo found a job
in the central propaganda department.
He may oversee the propaganda bureau’ theory department,
which is a vice-ministerial level position.
