【新唐人2012年10月26日訊】中共「十八大」前夕，軍方高層人事不斷調整，日前，大陸前副總參謀長馬曉天接任空軍司令員，廣州軍區政委張陽上將，接任總政治部主任。有消息說，兩人在「十八大」後將篤定進入中央軍委，而原本被看好的總後勤部政委、解放軍上將劉源，和第二炮兵政委張海陽，因為站錯隊，受到薄熙來一案牽連，無緣進入中央軍委。
10月25號，美國《華爾街日報》發表《中國軍隊四總部領導調整完畢》文章，內容表示，「從中國（共）國防部網站顯示的中央軍委總部領導的變化情況看，劉源上將未能獲得提拔。劉源是外界認為同已經倒臺的中共官員薄熙來，關係非常密切的兩位上將之一。」
文章同時還表示，「中國（共）軍隊四總部領導的調整情況，表明高層就新一屆中央軍事委員會的人員構成達成一致。」
時事評論員劉銘表示，在中共的官場上能不能陞遷，關鍵要看他們的人際關係，也就是，是否「站隊正確」。他說，中共的官場非常殘酷，一次站錯隊，就會毀了自己一生的官運。
時事評論員劉銘：「很有可能是受到了薄熙來政變的牽連，因為有消息稱，他們二人參與到薄熙來的政變中，而他們在薄熙來事件以後，沒有明確高調表態支持胡錦濤，雖然後來他們二人勉強過關，但胡錦濤和習近平出於謹慎，仍然對他們二者不放心，不願意給自己留下一點隱患，還是要提拔自己的心腹。」
在薄熙來案發後，曾經傳出，劉源因涉及薄案，被解除軍職，甚至被捕，不過隨著劉源的露面，並當選「十八大」代表，外界曾一度認為，薄案不會株連軍中人事。
還有消息透露，劉源這次能夠安全過關，是因為得到了習近平的力保。習近平與劉源都是「紅二代」，習近平曾在2002年寫的《自述》中聲稱，自己和劉源「不謀而合，都要求走跟工農相結合的道路。」據說兩人私交深厚，習近平視劉源為自己在軍中的班底人馬，有意提拔劉源在「十八大」後進入中央軍委。
今年3月，薄熙來倒臺之後，各地所謂的「大員」爭先檢視自身立場，站邊表態幾乎成為政治必修課。軍隊幾度發出要效忠胡錦濤的聲音，4月6號，《解放軍報》，再次發表評論員文章《不為流言所惑堅決聽從黨中央指揮》。而與薄有瓜葛的軍中太子黨也紛紛重新站隊，向胡錦濤表忠心。
張海陽卻選擇死挺薄熙來，遲遲不表態。第二炮兵在《人民日報》發表擁護中央處理薄的文章，發文者並非二炮政委張海陽，而是二炮政治部主任殷方龍。
但是，美國「哥倫比亞大學」政治學博士王軍濤，卻有不同的認識。
政治學博士王軍濤：「我覺得也不能夠說完全他們就會出局，因為最後習近平還是有一個機會，關鍵還要看他們和習近平的關係怎麼 樣，雖然這次薄熙來事件，他可能暫時受到影響，比如他沒有進軍委常委，或者沒有做軍委副主席，但是，假如習近平接班之後他們還是會有一些機會的，可以做一些調整的。」
據了解，目前解放軍四個總部和海軍、空軍、二炮司令人選已經敲定。其中北京軍區司令房峰輝上將，升任總參謀長，成為第一位直升總長的北京軍區司令，不但打破慣例，也顯示他受重用的程度。
劉銘：「現在從放出的名單看，提拔的將領都是胡錦濤的親信心腹，像房峰輝、張陽，提拔的這些人都是在薄熙來事件後，對胡錦濤表示效忠的，這說明胡錦濤現在已完全控制了軍隊，可以按照自己的意願提拔將領。」
時事評論家文昭表示，薄熙來的政變陰謀能不能被拿上檯面，還有待觀察，不過，當局能不能和薄熙來進行切割也很重要。

No Chance to Enter Central Military Commission: Liu Yuan and Zhang Haiyang Stand in Wrong Team.

Senior military leaders are still being changed.
Recently, Ma Xiaotian, former Vice General Chief of Staff
of the People’s Liberation Army (PLA) was promoted.
Ma is now to be Commander of the PLA Air Force.
Zhang Yang, former Political Commissar of Guangzhou
Military Region was promoted to the position of Director of the PLA General Political Department.
It is said that both of them will enter the Central
Military Commission (CMC) during the 18th Congress.
Liu Yuan, the Political Commissar of the General
Logistic Department,
and Zhang Haiyang, Political Commissar of the Second
Artillery are described as having stood in the wrong team.
They have been impacted by the Bo Xilai case,
and have no chance of entering the CMC.
On October 25, The Wall Street Journal published
“China Passes Over Bo Allies in Military Shake-Up“.
In the article, the following was reported.
“A lineup of most of the new military command
on the Defense Ministry website also showed that…
General Liu Yuan, one of the two generals considered
particularly close to the ousted party official Bo Xilai,
had been passed over for promotion.”
The article also said: “the changing of the leaderships of
the four General Departments indicates the high-level CCP leaders had agreed the arrangement of the CMC.”
Political Commentator Liu Ming said that whether a CCP
official will be promoted or not, is up to his relationship net.
This means whether he stands in the right team.
He said the CCP officialdom is very cruel.
Once an official stands in the wrong
team, his life as an official is destroyed.
Liu Ming: “It’s very possible that they
were impacted by Bo Xilai’s case.
This is because there’s information
that they are involved in Bo’s coup.
They didn’t express high-profile support
towards Hu Jintao after the Bo Xilai case.
Although they weren’t removed from their position,
Hu Jintao and Xi Jinping are very cautious.
Hu and Xi don’t trust them, and don’t want to risk
the future, so will only promote their confidants.”
After Bo Xilai’s case was exposed, there were rumors
that because Liu Yuan was involved in Bo’s case,
he was removed from the military, or was arrested.
But after Liu Yuan appeared, and was selected
to participate in the 18th Congress, observers thought Bo’s case may not have impacted the military.
Sources revealed that the reason why Liu Yuan can keep
his position is because Xi Jinping is protecting him.
Liu and Xi are princelings, and Xi said in “Self Introduction”
in 2002 ,that Liu Yuan and he “always have same opinions.
Both of them thought China should take a road
that combines industry and agriculture.”
It’s said that they have a deep relationship, and
Xi treats Liu as his back-up power in the PLA.
He wants to promote Liu to enter
the CMC after the 18th Congress.
Last March, when Bo Xilai fell from power, CCP senior
officials in each region openly revealed their attitude on it.
The PLA made many vows to serve Hu Jintao.
On April 6, the “Liberation Army Daily" published an article.
“Don’t be confused by the rumor,
follow the CCP’s command strictly”.
Even many military princelings who had relationships
with Bo Xilai, showed their loyalty towards Hu Jintao.
Zhang Haiyang chose to support Bo Xilai,
and didn’t show his support to Hu Jintao.
The Second Artillery published an article to support
the CCP central committee for dealing with Bo XIlai.
The writer was not the Political Commissar Zhang Haiyang,
but the director of its political office Yin Hailong.
However, political expert Wang Juntao, from U.S.
Columbia University, has a different understanding.
Wang Juntao: “I don’t think they will be removed,
because Xi Jinping may give them a chance.
The key is the relationship between them and Xi Jinping.
Although they are impacted by Bo’s
case, it may be a temporary one.
For example, he didn’t enter the CMC,
or he couldn’t be the vice chairman of CMC.
But after Xi Jinping is on board,
they still have some opportunity.”
Based on the information we obtained, the commanders
for the four PLA General Departments, Navy, Air Force and Second Artillery are now decided.
Fang Fenghui, the commander of Beijing Military Region
will be promoted to be the General Chief of Staff.
This is the first time this has happened.
It has broken rules of practice, showing how
important Fang is for the higher leaders.
Liu Ming: “Now, from the released name list, the
promoted Generals are the confidants of Hu Jintao.
These include Fang Huifeng and Zhang Yang.
All of those Generals showed their
loyalty to Hu Jintao after Bo’s case.
It shows that Hu controls the military completely now,
and can promote the Generals based on his opinions.”
Political commentator Wen Zhao said it still requires time
to see whether Bo Xilai’s coup can be discussed publicly.
However, whether the authorities can separate
from Bo Xilai is also very important.
