【禁闻】军工连爆腐败案 甲午海战还会重演?

【新唐人2014年06月14日讯】中、日关系每况愈下,随时可能擦枪走火。但是,最近却接连爆出中共军工集团存在严重腐败,生产的武器质量也存在问题。海外媒体指出,如果中共军队装备的是腐败弹、豆腐枪,甲午海战的悲剧还要重演。请看报导。

中共官媒确认,海军重要的装备生产基地之一的“沪东中华造船公司”的董事长顾逖泉,涉嫌严重违纪违法,被上海市纪委立案调查,5月26号被移送到司法机关处理。

公开的资料显示,“沪东中华造船(集团)有限公司”是中国最大的造船基地,总部位于上海浦东新区,占地100万平方米,码头岸线2600米,拥有一大批先进造船装备。

无独有偶,大约1个月前,安徽“长城军工集团”前董事长黄小虎,早因涉嫌“贪污、受贿、行贿3162.1万元,并与多名女性发生不正当两性关系”被起诉。

据了解,黄小虎被查处期间,检举了“安徽军工集团”原董事长张友仁、办公室主任陈圣天涉嫌贪污、受贿的犯罪线索。

“长城军工”主要从事弹药武器装备的研发、生产和销售,产品包括迫击炮弹系列、光电对抗弹药系列、单兵火箭系列等。黄小虎被查之后,揭发“长城军工”生产的炮弹存在严重质量问题。

时事评论员蓝述:“中共的腐败它是体制性的,从上到下贯穿到所有各个不同的行业,从地方到军队,到军工,各行各业全部都腐败了。”

时事评论员蓝述表示,军工界是地方和军队中间的一个环节,也不能脱离开中共腐败的体制﹔并且军工是专项拨款,更容易腐败。

原“武汉汽车12团”军转干部李小明:“军工生产方面的腐败那就是更厉害了。为了拿到军工生产的订单,我看到的,那是用皮箱提钱去行贿。”

原“武汉汽车12团”的军转干部李小明指出,现在行贿更为隐蔽了,送银行卡、购物卡、购房优惠等方式,多种多样。

香港《东方日报》日前发表评论文章指出,连董事长都贪污,那些提供给军队的火炮会否是哑炮呢?从战机到战舰再到火炮,中共军队海陆空三军的武器装备质量都存在巨大的隐患,这样的军队怎么可能做到召之即来,来之能战,战之能胜?中国今年超过八千亿元人民币的军费,又有多少被这些蛀虫吞噬了呢?难怪海军司令吴胜利早前指称,中、日之间要研究“擦枪不走火”的机制,原来吴司令早就知道中共军队根本不堪一战!

香港《太阳报》更是指出,当年甲午之战北洋舰队大败,很重要的原因就是腐败,很多舰炮里面塞的不是火药,而是泥沙,结果发射后变成哑弹。

《太阳报》文章质疑﹕在中、日关系每况愈下,随时可能擦枪走火的当前,中国军工集团的腐败,可能导致类似当年腐败的北洋舰队大败而归的“甲午战争”重演。

据史料记载,每年北洋海军南下避冬,“率淫赌之徒于香港、上海”,社会观瞻极其恶劣。在北洋舰队年度大检阅时,临时请来渔民、农民、流氓充数,表面上演习威风凛凛,中看不中用。

新疆马兰基地核子试验伤残军人祝洪章:“从将军到处级干部,他们并不是说想法打仗、去为人民服务,而是为人民币服务,想办法捞钱。”

李小明透露,士兵提一级士官需要贿赂3、4万人民币,提二级士官还要加倍﹔军官提一级更要几十万。

李小明:“我所见到的军队,内部的情况,军队内部腐败的情况比地方还要严重。”

参加新疆马兰基地八次核子试验而致伤残的军人祝洪章也表示,军队的贪腐都是窝案,互相包庇,查也不好查。祝洪章认为,这样腐败的大环境,再加上现在官兵都是独生子女,能不能打仗还真是个大问号。

Military Weapons Industry Corruption, Quality Defects may
Cause Repeat of Jiawu Chinese-Japanese Naval Battles?

Accidental discharge is occurring in amongst
the deteriorating Sino-Japan relationship.
Yet the Chinese Communist Party (CCP) are combating corruption
within military industry groups and a lack of quality
in Chinese made weapons have been widely reported.

Hong Kong media warn that the reoccurrence of a tragic
like failure of the first Sino-Japanese naval battle if the
People’s Liberation Army (PLA) are equipped with
‘corrupt’ bullets and ‘shabby’ arms.

The CCP official media confirmed Shanghai Hudong-Zhonghua
Ship Building (Hudong-Zhonghua) CEO Gu Tiquan was transferred
to the judicial system on May 26.

The Shanghai discipline inspection commission found
Gu to be a suspect of serious violations.

Hudong-Zhonghua is China’s largest shipyard.

With major production areas located at both banks of the lower
reaches of the Huangpu River, Hudong-Zhonghua covers an area
of 1 million square meters and has
a wharf length of 2,600 meters.
It owns many advanced facilities.

Earlier, former chairman of Anhui Great Wall Military Industry
Huang Xiaohu had been ejected by the Party for violations
of party discipline and the law.

Huang’s case involved more than 31 million yuan
($4.98 million) and allegations including accepting bribes,
embezzlement, and forming improper relations
with a number of women.

During the investigation, Huang Xiaohu had reportedly
exposed Zhang Youren and Chen Shengtian, former chairman
and former director of Anhui Military Industry Group
over corruption and bribery.

The Great Wall Military Industry are engaged in research and
development of weapons and ammunition, production and sales
of products including mortar shells, range of photoelectric
counter measures and a range of rockets.
After Huang Xiaohu was sacked, serious product quality issues
were discovered in the production shells.

Lan Su, commentator: Corruption within the CCP is systematic.

It involves every business, from local to the army
and the military industry.

Lan Su indicates military industry, a link between local
levels and the army, cannot escape systematic CCP corruption.
The fact that the military industry fund is earmarked,
shows it is highly prone to corruption.

Li Xiaoming, ex-service military officer: The production
sector of the military industry is the worst.
In order for the order to come in, I saw it myself,
the bribery runs with suitcases of cash.

The various means, such as bank cards, shopping cards,
purchase concessions, have made the bribery subtle.

Hong Kong’s Oriental Daily commentary said, even the CEO
is corrupt, would the military get equipped with squibs?
From aircraft to warships and artillery, the Chinese PLA
facility are facing a huge risk.
What are the chances of the troops winning any battle?

From the annual 800 billion yuan military budget,
how much has been swallowed by these slugs?
No wonder the navy chief, Wu Shengli had proposed to formulate
a mechanism to ensure of a non-misfiring relationship
between Japan and China.

He knew the PLA can’t afford a battle.

Hong Kong’s newspaper, The Sun, commented that the defeat
of Beiyang Fleet during the First Sino-Japanese War was
mainly based on corruption.
Instead of gun powder, sediment was used.

The Sun questioned: Under the current Sino-Japan relations,
accidental discharge could happen at any time.
The corrupt military industry could repeat the failure of the
Beiyang Fleet during the First Sino-Japanese War.

The corrupt Beiyang Fleet was said to be leading bad social
influences, such as hosting gamblers in the south such as
Hong Kong and Shanghai during the winter time.

Local fishermen, farmers, and rogues were employed to fill
the numbers during annual inspection.

Zhu Hongzhang, disabled veteran from Xinjiang Malan
nuclear test base: From the general to the cadres, none of them
are about war, to serve the people, but rather to serve the
Renminbi (RMB) and to get the money.

Li Xiaoming reveals, it costs about 40,000 RMB to promote
a soldier to a corporal, double that to a Sergeant,
and even hundreds of thousands to an officer.

Li Xiaoming: I saw the corruption in the army being far worse
than at local-levels.

Zhu Hongzhang, an engineer ranked Lieutenant Colonel,
has suffered serious illness for participating in
eight nuclear tests at Malan base, Xinjiang.

He says that army corruption are all group crimes,
harbored by various vested interest groups.
Investigation is typically difficult.

Under such a social norm, and the military composed of
entirely one-child members, he questions
the fighting capacity of the PLA.
