【新唐人2013年08月09日訊】近來，中國大陸30個省份陸續公布了上半年經濟數據，已公布省份的GDP之和超出中共國家統計局公布的全國GDP，約3萬億之多。近26年來，中共中央與地方的GDP數據一直在「打架」，但每年這場「雙簧」都被拆穿。下面請讓專家帶我們去識破，中共今年的又一次騙局。
據大陸媒體報導，截至目前，除青海省外，大陸其他省份均公布了今年的「經濟半年報」。各地GDP增速普遍回落，但全部高於7.6%的全國上半年總體增速。已經發佈的30個省級行政區GDP總和為27.96萬億元，比國家統計局公布的全國24.8萬億元總量，多出3.16萬億元。
為甚麼會出現地方和國家統計局的統計數據不是一個口徑，這種奇怪的現象？北京《國情內參》首席研究員鞏勝利進行了分析。
北京《國情內參》首席研究員鞏勝利：「省裡面考核的是縣、市、區的幹部，你縣、區報上來後，省就知道你這個縣、市的幹部幹得怎麼樣，可能會牽扯到陞官或者換人。那麼地方的縣、區領導可能就會調整它的數字。這是最重要的一個因素。」
《中國經營報》披露，自1985年開始，中共中央和地方在GDP數據上的「不同步」已成為常態。
美國南卡羅萊納大學艾肯商學院教授謝田：「中國的GDP已經是世界級的笑話，沒有人相信，連中共自己都不相信，中共自己的總理都公開告訴美國人，他自己都不相信。所以現在還繼續拿出這種造假的數據來，簡直是在國際上丟醜、丟臉。」
美國南卡羅萊納大學艾肯商學院教授謝田認為，現在當局再次搞出中央和地方數據不吻合的笑話，毫不奇怪。
謝田：「很顯然，它就是『數字出官、官出數字』，按那些學者的講法。它實際上就是層層加碼，越往下越大。每一層都要下面加碼。下面加起來以後一定是超過上級所需要的。這樣他就可以在政績上顯得他做的還不錯。所以肯定是全部是虛假的，層層是虛假，全面造假，通通是假的。」
中共國家統計局此前解釋聲稱，地方有重復計算的成分以及「水分」。也有專家解釋，這主要是因為中國存在一些重覆或交叉計算的情況。
但網友們對此顯然不買帳，一位自稱前資深小報記者的網友質問：數據差距有12%左右，這問題年年在講，年年有發，不知道統計局每年是怎麼過關的？納稅人養的統計局是不是算是瀆職？
網友「心中還有太陽」則直接諷刺，這是雙簧沒學好，穿幫啦。
鞏勝利指出，如果統計數據出現錯誤，那直接影響政府的經濟決策。
鞏勝利：「因為現在中國最主要的是靠投資拉動，如果不準確的話，像『錢荒』這樣的事情，可能會頻繁地出現。如果數據有錯，那麼佈局、貨幣投放那是非常難的事情。還有一個最關鍵的，就是中國現在的出口一直在往下掉。」
香港《經濟日報》刊文指稱，雖然中共中央領導層多次聲稱，「不再簡單以GDP論英雄」。但是到目前為止，各地仍未見有訂出其他方面考核官員的指標。而地方官員仍然持有GDP至上的思維，這會讓所有的民生改善、生態效益等，都成為空談。
此外，據報導，一些地方的GDP、財政增長與用電量不匹配。以廣州為例，今年1至5月GDP同比增長12.9%，但用電量同比下降0.1%，5月用電量同比下降0.3%。

Different Local and Central GDP Statistics Expose Chinese Communist Party Scam
Recently, the 30 provinces in mainland China released
their economic statistics for the first half of the year.
This was the sum of provincial GDP (Gross domestic product)
at three trillion more than the statistic published by the Chinese
Communist Party (CCP) National Bureau of Statistics (NBC).
For 26 years, data from CCP Central and local government
are always in conflict with each other.
Every year this “two-man comic show" has been debunked.
Let us follow the experts to discover the CCP’s scam this year.
According to mainland media, other than Qinghai Province,
the other provinces have announced the year’s Economic Update.
The GDP growth generally fell overall, but all were higher than
the 7,6% overall growth rate of China for the first half of 2013.
The sum of the 30 provinces’ GDP is 27.96 trillion, 3.16 trillion
more than the national GDP 24,8 trillion released by NBS.
Why does the strange phenomenon occur that
local and central statistics are different?
Gong Shengli, lead researcher of Beijing “Internal
Conditions References" analyzed as follows:
Gong Shengli: “At the provincial level
they assess the county, city and district cadres.
After the figures are reported, the provincial cadres know
how well other cadres in the county or city are doing.
It might relate to promotion or substitutions of cadres.
The cadres in the county or district may adjust the figures,
this is the most important factor."
“China Business News" revealed that since 1985, it has become
accepted that CCP central and local GDP data is “out of sync".
University of South Carolina Aiken School of Business
Professor Xie Tian: “China’s GDP is already a world-class joke.
No one believes it, not even the CCP itself believes it.
The CCP Premier even told the Americans publicly
that he does not believe it himself.
So now it is using the fake data and
simply embarrassing itself in the world."
Professor Xie Tian believes that it is not surprising that
central and local authorities come with different figures again.
Xie Tian: “Obviously, it is the “figures makes the officer,
and the officer makes the figures", according to the scholars.
It actually adds layer by layer, so the added sum from
the lower end must exceed the upper needs.
This way he can make himself look good on the surface.
So all must be fake, because each layer is fully fabricated."
The CCP National Bureau of Statistics explained previously
that, the local counting had some inefficiency.
Some experts also explained that this is mainly because
China has some duplication or cross counting.
However, obviously the netizens do not buy this.
One netizen who claims to be a former senior reporter
questioned: “The difference between the figures is about 12%.
This issue has been discussed every year,
I do not know how the NBS evaluated the data?
Does the NBS waste the taxpayer’s money
and is it dereliction of duty?"
Netizen “Sun in the heart" satirizes directly that it is the
“two-man comic show" which is not going well.
Gong Shengli pointed out that the mistake in the statistics
will directly affect the government’s economic policies.
Gong Shengli: “China still depends on foreign investments, if
the statistic is not accurate,"money shortage" will often occur.
If the statistics are wrong, it will be very difficult
to manage the layout and money supply.
Another key point is that China’s export is
decreasing continuously."
Hong Kong “Economic Daily"pointed out that
CCP central leaders claim many times they no longer
simply depend on GDP growth to evaluate the economy.
So far no assessments of officers in any other aspects
have been decided.
Local officers still say GDP is the most important thing, making
improvement of peoples’lives and eco-efficiency empty talk.
In addition, according to the report, GDP, financial growth
and electricity consumption do not match.
E.g, in Guangzhou, the GDP growth from January to May
increased by 12.9% while electricity consumption total decreased 0.1% .
In the month of May, this decreased 0.3%.
