【新唐人2012年10月4日訊】中共前重慶市委書記薄熙來沒有被「雙開」前，有消息說，薄熙來被關押在北京密雲水庫某秘密地點。日前，海外媒體報導說，薄熙來目前在北京市東北50公里的懷柔「寬溝招待所」一處僻靜的四合院內，被「雙規」，而薄熙來一旦被移送司法處理，很有可能被轉到享受權貴待遇的「秦城監獄」。下面請和本臺記者一起去了解。
薄熙來3月被中紀委人員從北京永安裡的家中帶走後，他的去向中共當局對外一直保密。
有消息說，薄熙來在9月28號被「雙開」（就是：開除黨職和公職）前，被軟禁在懷柔某地，他在住處範圍內可以自由活動，近親可以在一定限制下探視。薄熙來被「雙開」後，已經失去行動自由。
日前，網上曝光了薄熙來被關押的地點。據報導，薄熙來目前被「雙規」，關在北京市東北50公里的懷柔「寬溝招待所」。
從照片上可以看出，這家隸屬於北京市政府的招待所，四周環境優雅，室內條件優越，但四周有重兵把守，安全保衛由中共「中央警衛局」負責。
報導說，一旦薄熙來被移送司法處理，很可能會被轉到「秦城監獄」。
稍早前，國外媒體透露，薄熙來妻子谷開來可能在「秦城監獄」服刑。
據了解，秦城監獄關押高官的牢房除了面積較大，有的還配有寫字檯、衛生間、坐式馬桶和洗衣機。一些在押官員除了「可看書讀報」,每天還有一段時間可看電視，監獄雖有統一囚服，但這裡的囚犯一般不用穿。
親歷「中國第一監獄」監管歲月的何殿奎，對《中國新聞週刊網》表示，「秦城監獄」因關押落馬高官而聞名，「204監房」的待遇不是一般人想像得到的，他說，監獄裡鋪著地毯、擺著沙發床、伙食標準是部長級待遇，要到東華門「高幹供應點」採購……食物中還配有魚翅。
大陸維權律師李向陽表示，中共內部爭權奪勢鬥爭中，落馬的高官也是被中共包庇的「官僚階層」，中共當局對他們也是有特殊的對待。
大陸維權律師李向陽：「像秦城監獄，它裡邊的設置奢華程度，就五星賓館，都是難以一起比的，裏面的生活待遇、人身安全保障、娛樂設施，就是說，秦城監獄就是落馬高官的一個休養所。」
李向陽指出，相比之下，中國的老百姓卻遭受著中共的欺壓。2001年，李向陽由於替當地百姓維權，而被當局關進山東臨沂市社會福利收容所，李向陽揭露，自己被關進的這個地方表面上是「收容所」，其實是當地的一座「黑監獄」。
李向陽：「那個黑監獄你是想像不到的，那個房子是鋼筋混泥土的房子。平房鐵頂的，上面沒有那個屋帽，夏天裡房頂濕漉漉的，水珠鑲在房頂上，整個房子潮溼不堪。人睡在地板上，地磚上也是潮溼的。就是我們在那裏睡的被褥，我試著用手攥，甚至能夠攥出水來。」
大陸訪民瀋佩蘭表示，中國社會非常不公平。當官的落馬了，條件也是好的，然而，一般的老百姓進監獄，那個條件卻是很差。
大陸訪民瀋佩蘭：「就是我本人進了兩次看守所，在看守所裡的條件是很差的。特別是飲食方面的，就是吃的米飯都是霉味很重的，這個菜甚麼的都不洗的，很難吃的。」
李向陽表示，中國已經被中共劫持了，中共的權力凌駕在法律之上。被關在監獄的中國百姓沒有被折磨死，能夠活著走出來的已經很了不起了。

The mysterious detention center that houses Bo Xilai revealed
Before being expelled from the Party and
his administrative post,
former CCP Secretary of Chongqing Bo Xilai was said to be

(Central Commission for Discipline Inspection) in March,
Bo Xilai』s whereabouts has been kept secret.
Sources said Bo Xilai was placed under house arrest
in Huairou before he was expelled from the party rank and public service on September 28.
He had the freedom to walk around his residential area
and visitation rights from relatives with certain restrictions.
After September 28, he lost the freedom to walk around.
A few days ago, Bo Xilai』s holding place was revealed online.
Bo is reportedly housed at Kuangou Guest House
of Huairou district, 50 km northeast of Beijing.
A photo reveals the Guest House of the Beijing Municipal
Government is situated in elegant surroundings.
It was said to have an excellent interior and is guarded
by heavy security from the CCP Central Guard Bureau.
It was reported that once the judicial process begins,
Bo will likely be transferred to Qincheng Prison.
According to an earlier report by foreign media, Bo Xilai』s
wife Gu Kailai, could be imprisoned at Qincheng Prison.
It is understood that the Qincheng Prison senior officials』 cell
is large and equipped with a writing desk, bathroom, sitting toilet and washing machine.
Some imprisoned officials can read and watch TV
on a daily basis.
Prisoners here are not required to wear prison jumpsuits.
He Diankui, who once experienced Qincheng Prison himself,
told China Newsweek that Qincheng Prison is known for the detention of fallen senior officials.
The so-called “204 prison room” is beyond imagination.
It』s carpeted with a sofa bed, meals are offered
at the Ministerial standard with produce purchased from
the senior cadres supply point, shark fin even being one
of the food items.
Mainland human rights lawyer Li Xiangyang
indicates that
the CCP struggle system harbors even the sacked senior
officials who are considered the “bureaucratic class" and enjoy special treatment.
Chinese human rights lawyer Li Xiangyang:
“Qincheng Prison is as luxurious as the five-star hotels.
It is a retreat of sacked senior officials who still get to enjoy
special treatment, personal security, and entertainment facilities."
Li Xiangyang points out that, by contrast, the Chinese people
suffer oppression at the hands of the CCP.
In 2001, Li Xiangyang was kept at Linyi City Social Welfare
shelter of Shandong because of his activities of defending local people』s rights.
He says that the shelter is, in fact, a dark prison.
Li Xiangyang: “You can』t imagine what kind of
a dark prison it is.
It is a reinforced concrete house with an iron top.
There』s no roof. In summer, the house is damp.
There』s water dripping everywhere.
The walls are wet, the floor is wet.
Even the bedding is wet.
I could wring water out of the bedding."
Shen Peilan, a petitioner, says that injustice is everywhere
in the Chinese society.
Sacked officials still get treated well,
whereas ordinary people are treated poorly.
Petitioner Shen Peilan: “I was detained twice. The detention
center conditions are very poor, especially the food.
The rice has a moldy odor, and the vegetables are soiled.
It tastes awful."
Li Xiangyang comments that the CCP hijacked China.
The CCP’s power is above the law.
It is amazing for any ordinary Chinese to survive
torture in prison.
