【禁聞】中共外推大外宣計劃 內收互聯網

【新唐人2011年5月27日訊】大陸「中央電視臺」日前,正式啟動國際視頻發稿平臺和全球發佈系統,《新華社》北美分社,也在紐約「時報廣場」開始啟用。中共不惜鉅資展開「大外宣」計劃。專家指出,中共媒體無論怎麼包裝,還是脫離不了「黨的喉舌」本質。

《美國之音》報導,週三(5月25日),「央視」正式啟動了國際視頻發稿平臺,和全球發佈系統,客戶通過網際網路,就可直接下載新聞素材和說明稿。

以往,大陸央視的節目是通過《美聯社》和《路透社》向世界轉發。

另外,《新華社》北美總分社,在紐約「時報廣場」正式啟用,使《新華社》在美國的分社擴展到七個。《新華社》還設立了英語電視臺,24小時滾動播出英語節目。

中國資深媒體人高瑜表示,中共不惜花費鉅資實施「大外宣」計劃,企圖佔領輿論陣地。

高瑜:「而且這個可能也是屬於『大外宣』的計劃之內。『大外宣』計劃第一筆就給了450億,現在想給多少給多少。有多少需要都可以往裡填。國家的錢袋子嘛,民脂民膏,由他們分配嘛。」

動向雜誌主編張偉國認為,這是中共當局影響輿論,爭奪媒體市場的新策略。他指出,《新華社》,《人民日報》,《中央電視臺》努力的一個目標,就是儘可能的包裝自己,把自己打扮成跟西方媒體好像是同樣性質的傳媒,把自己作為「黨的宣傳工具」這個本質,給包裝掩蓋起來。

張偉國:「西方對這種東西,總體來講了解不多。因為西方人對共產黨意識形態輿論的控制,都缺少切身的體驗。尤其是中國,在共產黨極權專制國家裏面,對媒體控制是最精緻的。許多手法恐怕是西方人想都想不到的。」

而《美國之音》的報導指出,美國「喬治城大學」舉辦的“中國互聯網研究”座談會上,有學者指出,中共政府控制互聯網就像控制「新聞聯播」一樣,用信息過濾,來塑造一個虛假的現實。中國的互聯網不是國際網路,而是內部網路。前《華爾街日報》記者珊提.卡拉提爾(Shanthi Kalathil)說,不同的搜尋引擎,能夠創造不同的現實,就看你用的是哪一個。

座談會上,南卡羅來納州大學傳播學院的蔣敏教授指出,「谷歌」搜索的結果多半連向外國網站,而「百度」大半都連向中國境內網站,或是官方的網站。她認為:大陸的互聯網和「新聞聯播」類似,呈現的是中共導演下的虛假現實。

但是張偉國認為,在網路發達的今天,政府操控媒體,給民眾洗腦的策略已經越來越不管用。

張偉國:「我們知道網路媒體他是一個新的傳播形式。幾乎每一個人都是一個通訊社、是一個報社、是一個電臺,所以信息的多元化,已經突破了他原來一黨專制,千報一面、千篇一律的模式,黨控制一切、一手遮天的局面,早就已經被打破了。」

蔣敏教授也提到,以前她在「中央電視臺」工作,內部流傳一個笑話,就是《新聞聯播》30分鐘的「前十分鐘播放中國領導人很忙,中間十分鐘播放中國人民過的很好、很高興,最後十分鐘播放其他國家的人生活在痛苦之中。」

蔣敏認為,在很大程度上,這是真實的,而且不只在「互聯網」上的內容,就連「搜尋引擎」,中國(共)政府都伸出了塑造以及引導的手。

Intensifying Overseas Propaganda

China’s Central Television (CCTV) is lunching
an international video channel to be aired worldwide.
Xinhua’s North American news branch also began
to function on Times Square. The CCP
(Chinese Communist Party) invests aggressively
in its international propaganda.
Experts said, no matter how CCP revamps its media,
they remain to be the communist party’s mouthpiece.

VOA reported on May 25, that CCTV launched
its international video channel, where audiences
can download news documents via Internet.

Previously, CCTV programs were transmitted
to the world via the Associated Press and Reuters.

The North U.S. branch of Xinhua.net lunched
on Times Square its 7th Xinhua’s station in the U.S.
There is also an English channel for Xinhua.net,
with English programs played 24 hours a day.

Senior Chinese media reporter Gao Yu noted that
CCP has schemed to take over a position in media
in the battle to spread its propaganda internationally.

Gao Yu: “At first CCP put RMB 45 billion
into the Mass Propaganda scheme. Now,
it gets more extravagant as it spends people’s wealth.
They just don’t care.”

Zhang Weiguo, director of Trend Magazine, said
that it’s CCP new scheme in battling media market,
as Xinhua.net, People’s Daily and CCTV endeavor
to embellish themselves to rival western medias,
veiling its nature of CCP propaganda.

Zhang Weiguo: “The Western world has
a limited awareness on the CCP’s measures, because
they lack basic life experience in CCP media control.
In the communists’ world, and China in particular,
its control is of a superb proficiency,
far beyond what most westerns can imagine.”

VOA reported that in a forum China’s Internet Study,
hosted by Georgetown University, scholars noted
that CCP controls Internet much as they do CCTV,
to create a world of fantasy via information filtering.
China’s Internet network is far from international;
it is LAN based. Or as said by Shanthi Kalathil,
former reporter of the Wall Street Journal,
a different search engine results in a different reality.

Professor Jiang Min from Carolina University said
at the forum that Google searches internationally,
whereas Baidu.com searches domestic databases.
She thought that China’s Internet was much
like CCTV, giving an illusive reality made by CCP.

Zhang Weiguo also noted that in today’s high tech
Internet development, governmental media control
to brainwash people becomes less and less effective.

Zhang Weiguo: “Internet media, as a new means
for information transmission, features everyone
functioning as news agency or station. It diversifies
information, surpasses the one-Party ruling situation,
and it’s no longer the previous monopolized system.”

Prof. Jiangmin also mentioned about a popular joke,
from her times at CCTV;
the CCTV 30 mins news had the following pattern:
10 mins – how busy CCP officials were,
10 mins – how happy is the life of Chinese people,
10 mins – how miserable is the rest of the world.

Jiangmin said that it is largely true not only
about the Internet, but also the search engines,
that CCP has its touch to intervene and re-shape.
