【禁闻】对日索赔 党媒为何高调报导?

【新唐人2014年12月09日讯】从1994年开始,每年的12月13号,中国江苏和南京都会举行哀悼仪式,祭奠在南京大屠杀中的死难者。与往年不同的是,今年的南京大屠杀纪念日前夕,中共当局表现出了异常高调的态度,中国民间的祭奠活动以及向日本索赔的消息登上了中共的各大媒体。而此前的几十年,民间对日本索赔一度遭到当局打压。

据《新华网》12月7号报导,中国民间对日索赔联合会致函日本政府及日本首相安倍晋三,要求日本向南京大屠杀中的30万死难者及遗属“诚恳谢罪”,并作出“相应赔偿”。报导还强调,这是中国民间机构首次以函件方式要求日本政府就南京大屠杀谢罪。

随后,中共各大主要媒体也对这一消息进行了报导,与以往当局对大屠杀事件和索赔问题上的低调,完全不同。

但据了解,在中日关系较好的年代,民间对日索偿一直被视为“破坏两国关系”,而受到中共当局打压,民间“对日索偿联合会”更是被当局当作“维稳对像”严加控制。

中国民间对日索赔联合会会长童增:“比如说过去吧,也不让我们开新闻发布会,很多事情到日本去打官司,可能也受到一些阻挠。比如日本律师来取证吧,我们的受害者到了酒店里面,那么可能(当局)发现以后,就把他送回去了,送回老家去了,日本律师来就找不到人了。有的受害者来,为了跟律师见面,我们都得把他藏起来,藏到地下室。”

1972年,中共当局为了与日本建交,放弃了对日本的战争索赔,一度引发了民间不满,那个时候,中国民间对日索赔联合会会长童增带着亲笔写下的索赔“万言书”,辗转20多家媒体,却没有一家敢为他发表。

童增:“它可能有的时候考虑到维护稳定啦,中日关系会破坏了,这方面对我们就有一些限制。”

目前,大陆对日索偿群体主要有劳工和慰安妇两大类,几十年来,这些受害者一直坚持状告日本,要求赔偿,却无一胜诉,有的被拖到不了了之,有的含恨离世。而中共当局不但没有对他们的索赔行为表示支持,反而一直从中阻拦。

中国劳工联谊会副会长赵宗仁:“日本不讲理,中国政府不给这些劳工做主。中国政府不支持这些事情,当时就是派出所时不时的找我,我算算⋯⋯一个多月就找了我三次。”

然而今年以来,在对日立场上,中共当局的态度发生了截然不同的转变。先是在今年2月,当局通过立法将12月13号的南京大屠杀纪念日,定为“国家公祭日”。3月,中共总书记习近平在访问德国期间的一次记者会上提及南京大屠杀,并点名批评日本。日前,党媒又高调报导民间对日索赔。种种异常,引发了外界猜测。

中国历史学专家、原首都师范大学教育科学学院副教授李元华:“中共一直就是把对日当作一个转移国内矛盾的很好的出口,因为周永康案刚公布以后,从公布的时间来讲,就是希望大家不过度的讨论,它实际上拿周永康案在跟江派作斗争,就是什么候公布是有设计的。”

中国历史学专家、原首都师范大学教育科学学院副教授李元华认为,在一些政治敏感期,中共把所谓的日本问题拿出来的时候,基本都是以转移国内民众视线为主。

China’s High-profile Media Coverage on Claims
of Compensation against Japan.

Since 1994, on Dec. 13 each year, a memorial ceremony for
Nanjing Massacre victims is held in Nanjing and Jiangsu.
Unusually, before the Nanjing Massacre Memorial Day this
year, the Chinese Communist Party (CCP) showed an
abnormally high-profile attitude, towards activities to pay
homage to and claims of compensation against Japan.
However, during past decades, peoples’ claims of
compensation were always suppressed by the CCP.

According to a Xinhuanet report on Dec. 7, the Claims of
Compensation Against Japan Federation sent a letter to
the Japanese government and Japanese Prime Minister
Shinzo Abe.
They asked Japan to “sincerely apologize" to the 300,000
victims and survivors of the Nanjing massacre.
They want “appropriate compensation".

The report also stressed this is the first Chinese NGO to
ask Japan to apologize for the Nanjing Massacre by letter.

Later, the CCP major media also reported this news.

This is completely different from the authorities’ low-profile
stance regarding massacre and claims issues in the past.

However, it is understood that in the era of better Sino-
Japanese relations, claims of compensation against Japan
have been regarded as “the destruction of bilateral relations",
and suppressed by the CCP.
The NGO “Claims of Compensation Against Japan Federation"
is even treated as “stability maintenance object".
It is strictly controlled by the CCP.

Tong Zeng, “For example, in the past, they did not allow
us to have open press conferences and a lot of things were
interfered with when we went to court in Japan.
When the Japanese lawyers came to obtain evidence, and
when our victims arrived at the hotel, if the (authorities)
found them they will send them back home, so the lawyer
cannot find anyone.
We had to hide some of the victims in the basement so
they could meet with lawyers."

In 1972, to establish diplomatic relations with Japan, the CCP
gave up the war compensation claims against Japan.
This triggered discontent of the people.

Then China Claims of Compensation against Japan Federation
Tong Zeng went to over 20 media with the “manifesto".
But none of the media dared to publish it.

Tong Zeng, “It may sometimes be consider maintaining the
stability and the Sino-Japanese relations might be destroyed.
So there are some restrictions for us."

Currently, groups claiming compensation against Japan are
mainly laborers and comfort women,.
For decades, they have been the victims of Japan and insisted
on suing for compensation, but none of them have won.
Some cases were dragged to nothing in
the end, some passed away vengefully .
The CCP did not express support for the behavior of claiming
compensation, but has always been blocking them.

China Labor Association vice president of Zhao Zongren,
“Japan is not reasonable,.
The Chinese government does not give these workers a shot.

The CCP does not support these things, at that time the
police came to me from time to time;
Once they came to see me three times in a month."

But from this year, the CCP attitude underwent a distinct
change regarding Japan.
First, in February, the CCP passed legislation that Dec. 13
is the anniversary of the Nanjing Massacre.
It has become “the National Mourning Day".

In March, the CCP General Secretary Xi Jinping referred to
the Nanjing Massacre.
He criticized Japan during his visit to
Germany in a press conference.
Recently, CCP media reported in high-profile coverage on
civil claims against Japan.
All sorts of anomalies trigger speculation from the
outside world.

Chinese history expert, former Associate professor of
Educational Science School, Capital Normal University,
Li Yuanhua, “The CCP always usees Japan as a good door
to transfer domestic conflicts over.
After the Zhou Yongkang case was released the CCP does
not hope people have too many discussions.
It actually uses Zhou Yongkang to fight with Jiang Zemin’s
faction, which means, it is designated when to announce."

Li Yuanhua believes, in some politically sensitive period,
the CCP uses the Japan issue.
Its basically to divert the citizens’ view.
