【禁闻】高瑜:周永康案的两种走向

【新唐人2013年12月31日讯】中国大陆又一名省部级官员落马。中共官媒29号公布,四川省政协主席李崇禧,涉嫌严重违纪违法,正接受中纪委调查。李崇禧被指为中共中央原政治局常委周永康的心腹。

据了解,李崇禧是中共十八大以来,第18位被调查的省部级官员,也是继原国资委主任蒋洁敏、中共“610办公室”主任兼公安部副部长李东生之后,被查处的第3位正部级官员。

现年62岁的李崇禧是四川简阳人。2000年,升任四川省委秘书长、及办公厅主任,是周永康任职四川省委书记期间,官阶最高的一位秘书。同年,周永康在国土资源部的秘书郭永祥被调往四川,担任四川省委副秘书长,成为李崇禧的副手。

2002年,周永康升任政治局委员前,李崇禧被提拔为四川省委副书记,郭永祥则补上李留下的省委秘书长空缺。2011年李崇禧卸任省 委副书记后,这个职位再由时任四川成都市委书记的李春城继任。

李崇禧被查,成为周永康的“四川帮”继李春城、郭永祥之后,第3颗被吃掉的棋子。

时事评论员林子旭:“周永康被双规虽然还没有被最后证实,但是基本没什么悬念了,李崇禧被拿下就进一步坐实了这一点。在如此敏感的时期拿下和周永康走得最近的大秘,我相信不久以后,就可以听到康师傅面被煮的消息了。”

旅美中国问题研究人士章天亮表示,周永康是镇压法轮功的策划者和总执行人,而现在的中共当权者已不愿意再背这个黑锅。

北京资深传媒人高瑜日前在推特上爆料,周永康已在24号,正式被中纪委宣布双规。她认为,周永康问题是中共斗争的一个焦点。

北京资深传媒人 高瑜:“周永康最后走向司法,一般按党内处理,不公布,这个都有可能,因为周永康不是非常简单的人,当政法委头子那么多年,这里边有高层平衡的问题。因为它是一场高层的反腐败,也是一场权力斗争。”

从李春城、吴永文、郭永祥、李华林、蒋洁敏等周永康的亲信相继落马,到与周永康家族关系最密切的吴兵被调查,及至公安部副部长李东生被免职,中共领导人习近平“打虎”的触角已从四川、石油帮,深入到周永康案的心脏地带——政法系统。

李东生被免职时,当局把他的头衔“中央防范和处理邪教问题领导小组副组长、办公室主任”,及“国务院防范和处理邪教问题办公室主任”放在首位。美国“哥伦比亚大学”政治学博士李天笑指出,当局有意无意的将李东生的罪行,以及李东生顶头上司周永康的罪行,定位到“迫害法轮功”的核心罪行上,使调查的范围锁定在江派。

据《新唐人》此前报导,李崇禧任四川省委副书记期间,也紧跟周永康,分管迫害法轮功的“610办公室”。据不完全统计,在李崇禧的直接参与下,10年间,四川至少有295名法轮功学员被迫害致死,无数法轮功学员被投入监狱、劳教所和洗脑班。

北京资深传媒人 高瑜:“不管周永康(的罪行)公布还是不公布,以后发现有牵连到的人,还要给抓起来,一般部级或副部级直接就公布了。”

据海外中文媒体报导,中共调查部门发现周永康案所涉及的官员级别之高,数量之大,覆盖系统之多,涉案金额之大,令人瞠目。

时事评论员 林子旭:“李崇禧下台似乎释放了另外一个信号,现任中共高层要对周永康的嫡系进行全面大清洗,有消息说中共高层要对周永康及其帮派定性为‘建党以来最大贪腐集团’,李崇禧,以及这一年以来,四川、石油系统以及政法委系统诸多高官的落马,似乎佐证了这一点。”

林子旭表示,未来可以看到更多和周永康有关的大小官员落马,但是周永康以后,江泽民、曾庆红、罗干会有怎样的下场,才是各界最关注的焦点。

Former Zhou Yongkang Secretary Investigated

Another high ranking official in China has been sacked.
The Chinese Communist Party (CCP) announced on Dec. 29
that Li Chongxi, Chairman of Sichuan’s CPPCC
(Chinese People’s Political Consultative conference)
was investigated for an alleged serious violation of law.
Li is the former confidant of Zhou Yongkang.

It is understood that after the 18th Conference, Li has been
the 18th provincial and ministerial level official placed under
investigation.

He is also the third in a string of investigations of high level
officials.
Before him was Jiang Jiemin, the former director of SASAC
(State-owned Assests Supervision and Administration
Commission) and Li Dongsheng, the vice-minister
of the Public Security and director of 610 Office.

Li Chongxi, 62, is from Jianyang, Sichuan.

He was promoted to the Sichuan Provincial Secretary
and Chief of Staff in 2000.
He was the highest ranking secretary when Zhou Yongkang
was in Sichuan.

In 2002, Li Chongxi was promoted to deputy secretary
of Sichuan Province;
Guo Yongxiang filled the vacancy left by Li.
In 2011, when Li quit as deputy secretary, his job
was filled by party secretary Li Chuncheng.

Li is the third person in the Sichuan Gang to be placed under
investigation after Li Chuncheng and Guo Yongxiang.
Political commentator Lin Zixu: “The investigation
of Zhou Yongkang has not been confirmed, but now Li’s
take down has corroborated this possibility.
When one hears that the number one secretary of Zhou
is being investigated at a sensitive time like this,
I believe one will soon hear about the investigation
of Zhou himself."

Zhang Tianliang, researcher of China Affairs, believes that
Zhou Yongkang has been the planner and executor
of the suppression of Falun Gong and the new leaders
of the CCP are no longer willing to bear the blame.

On Dec. 24 Gao Yu, Beijing senior media personnel,
broke the news on Twitter that Zhou Yongkang
has been placed under investigation.

She believes that Zhou has become a focus point
of the CCP’s power struggle.

Gao Yu: “The CCP may keep silent on Zhou Yongkang
as he is brought to justice.
Zhou is not a simple ordinary person,
he was in a high position for so many years.
There is an issue of the balance of power at a higher level.
There is an anti-corruption war as well as a struggle
for power at the high level."

Zhou Yongkang’s cronies have been falling one by one,
from Li Chuncheng, Wu Yongwenu, Guo Yongxiang
to Wu Bing—who managed the Zhou family finances.

Then there’s Li Dongsheng, Xi Jingping’s tentacles
in attacking “tigers" (top CCP officials) extending
from Sichuan, to the petroleum gang
and into Zhou’s political and legal system.

When Li Dongsheng was removed from his post,
authorities made him the deputy head of prevention
and treatment of cults and director of prevention
and handling of cults.
Dr. Li Tianxiao from Columbia University points out that
the authorities, whether intentionally or unintentionally,
are focused on Li and Zhou’s crime of the persecution
of Falun Gong.
Therefore, the scope of the investigation will be point
to the Jiang faction.

According to previous New Tang Dynasty reports,
as the deputy secretary of Sichuan, Li was in charge
of the 610 Office and directly participated
in the persecution.
According to incomplete statistics, during Li’s ten years
in Sichuan, at least 295 Falun Gong practitioners were
persecuted to death and countless have been put in prison,
labor camps and brainwashing centers.

Gao Yu: “Whether they announce Zhou’s crime or not,
they will continue to arrest people who have been implicated.
In general, ministerial or deputy ministerial level
will be directly released."

According to overseas Chinese media reports, the CCP’s
investigation department found that the extent of levels,
people, systems, and the amount of money involved
in Zhou’s case is shocking.

Political commentator Lin Zixu: “The removing
of Li Chongxi signals that the CCP leaders are going
to conduct a comprehensive cleansing of Zhou and his gang.
Sources say that the CCP wants to name Zhou’s gang
the biggest corruption group since the founding
of the Communist Party.
The take down of Li Chongxi and senior officials
of petroleum systems and political and legal systems seem
to support this point."

Lin Zixu said that the removal of officials of various levels
may follow in the near future.
However, after Zhou Yongkang, what will happen
to Jiang Zemin, Zeng Qinghong and Luo Gan?
This will be the focus of public concern.
