【禁闻】爆“大老虎”漏网 朱瑞峰遭跨省传唤

【新唐人2013年01月30日讯】重庆10名官员因涉“淫乱视频”被免职后,最初爆料重庆北培区委书记雷政富“淫乱短片”的《人民监督网》记者朱瑞峰揭露,仍有涉案高官漏网,包括部级高官。周日,朱瑞峰遭重庆警方“跨省”传唤,28号,朱瑞峰在律师的陪同下,到了派出所,接受了近7小时的讯问。

28号下午6点左右,朱瑞峰离开了派出所,他在微博说,“被重庆警方询问了6个多小时,他们坚持向我索要重庆官员证据,索要我新闻线人的资料,我说我宁可坐牢也要保护新闻线人。”

前一天傍晚7点多,朱瑞峰家门外来了5名警察,说找他谈事情,他觉得可疑,拒绝开门。9点多《新唐人》记者致电朱瑞峰,他说,5名警官已离开,让他28号9点半到派出所。

28号中午11点左右,朱瑞峰在代理律师王鹏、张凯、程海和李和平的陪同下,到派出所接受传讯,出面讯问的有北京公安和重庆公安,近7个小时的讯问期间,外面聚集了大批媒体记者和网友。

朱瑞峰告诉《新唐人》,警察说他是证人,要他证明利用美色引诱偷拍官员“淫乱视频”的重庆建筑商肖烨等人敲诈勒索,他说,可以给警方举证肖烨等人行贿。

《人民监督网》记者朱瑞峰:“一开始我监督了28位厅级以上干部,现在已达到38位,已监督的。他们问一些详细过程,我手里还有什么东西,哪些人给我的?他们要原版东西,可以从信息里面恢复一些数据,找出蛛丝马迹,挖出重庆市公安局的内鬼。”

24号晚,10名重庆高官和国企高层因涉富政富“淫乱视频”被免职后,朱瑞峰透露,他手里还有重庆高官的“淫乱视频”证据。他说,实际上重庆警方在抓捕肖烨等人时,已经掌握了这些证据,但警方彻底销毁了侦查卷。

朱瑞峰:“另外这几位官员在2006年和2007年这个期间拍的,他们的官职都比雷政富的官职大,其中一位现在已经当了部级干部了。最近我接受国内某家著名电视台采访的时候,我就拿出这个视频,我邀请著名主持人来看这段视频,我说你来看看,帮我认定一下这个贪官是谁。”

22号,中共总书记习近平矢言,反腐要“老虎,苍蝇一起打”,朱瑞峰手中的“大老虎”淫乱视频,引起了重庆有关方面的极度恐慌,28号晚间,负责侦办肖烨案子的重庆专案组负责人向媒体证实,他们确实派了警察到朱瑞峰家核实情况,并调取相关证据。

北京律师李和平透露,重庆警方要求朱瑞峰交出视频证据,不交就被指是涉嫌“隐匿证据罪”。

北京律师唐吉田指出,重庆警方这个说法没有道理,因为朱瑞峰不是涉案人员,法律有权保护新闻线索提供人。

北京律师唐吉田:“他是作为一个公民,掌握了一些违法官员的犯罪线索,警方又没有对这些人,采取其他的强制措施,或者立案侦查,他向谁来公布,向谁提供,他有自主权。如果相关人员或者警方,你觉得这种披露违背事实,你要通过法律程序去解决,而不是重庆警方‘跨省’,跑到北京去对朱瑞峰进行这种所谓的问话,或其他带有威胁性质的举动。”

唐吉田认为,警方这种作法,更多的是为了“保护”已经被揭发或将要被揭发官员的非法利益。他质疑,这些警察是为大众服务﹖还是为少数官员服务的﹖

北京宪政学者陈永苗指出,朱瑞峰的事情,很显然是重庆两个派系的争斗,一派想把事情做大,一派想把范围缩小。

北京宪政学者 陈永苗:“共产党的政治体系里面和权力体系里面,出现反复的情况是不足为奇的,重庆市公安局,给朱瑞峰视频的线人我觉得他不可能找不到,他可能是想朱瑞峰把手上的东西全部交上去,然后避免事情进一步扩大。”

目前,“淫乱视频”涉案女主角之一的赵红霞,因偷拍淫乱短片已被重庆警方控制,肖烨等人也被判重刑。

Higher-Ranking Officials Involved in Sex Video Scandal
Still to be Revealed

Ten Chongqing official were fired for being involved in
sex video scandals.
Zhu Ruifeng, a reporter for Jdwsy.com, an unofficial watchdog
website, was the first one to expose the sex video scandal.
He says that more senior officials are still out there.

Recently, Zhu Ruifeng was interrogated by Chongqing
police for nearly seven hours.

On January 28th around 6pm, Zhu Ruifeng
left the police station.
Later he said in his micro-blog, “I was interrogated by
Chongqing police for over six hours.
They insisted on getting evidences from me that involves
Chongqing officials and information about my informant.
I told them I’ll protect the informant even going to jail.”

On January 27th five police went to Zhu Ruifeng’s home
at 7pm, they claimed they just wanted to talk with him.
Zhu, felt it was suspicious and refused to open the door.

Around 9pm, an NTD journalist telephoned Zhu Ruifeng,
and was told the police have left.
However he was required him to go to the
police station the next morning.

At 11am on January 28th Zhu Ruifeng, accompanied by
his lawyers, went to the police station.
The interrogators included police officers
from Beijing and Chongqing.
During almost seven hours of questioning,
crowds of media reporters and netizens waited outside.

Zhu Ruifeng says that the police asked him to be a witness,
testifying in the blackmail case of Xiao Ye.
Xiao Ye, Chongqing businessman, secretly shot sex videos
involving Chongqing officials with his sex-trap tactic.
Zhu Ruifeng told the police that he can offer proof about
Xiao Ye paying bribes.

(Journalist, Jdwsy.com) Zhu Ruifeng: “At the beginning,
I reported 28 officials ranked above departmental-level.
Now the figure has reached 38. The police asked me details,
like what evidence I still have and who gave them to me?
The police wanted to get original copies to restore some data.

This will help them find clues to track back to the informant
within Chongqing Public Security Bureau."

On January 24th Chongqing dismissed ten senior officials and
executives at state-owned enterprises involving the sex video scandal of Lei Zhengfu.
Zhu Ruifeng revealed he had more videos
that involve Chongqing officials.
Zhu said that when arresting Xiao Ye, Chongqing police
actually got these evidences but destroyed them.

Zhu Ruifeng: “These videos were shot in 2006 and 2007,
involving several higher-ranking officials.
One of them now is a ministerial-level cadre.

Recently during an interview with a famous TV station
in China, I invited a renowned host to watch the video.
I told him to take a look, help me identify the corrupt official.”

On Jan. 22nd, Xi Jinping vowed to fight “tigers” and “flies”
together in anti-corruption drive.
Zhu has hold “tigers’” sex videos which made
Chongqing authorities extremely panicked.
On Jan. 28th, someone in Chongqing investigation team
in charge of the Xiao Ye case told media that
they sent police to Zhu’s home to verify some information
and obtain evidence.

Beijing lawyer Li Heping revealed that Chongqing police
told Zhu to hand in sex videos, or they will charge him with the “crime of withholding evidence”.

Beijing lawyer Tang Jitian said that Chongqing police
didn’t make sense, as Zhu didn’t involve in the case.
The law can protect people who provide information.

Tiang Jitian: “Being an ordinary citizen,
Zhu held corrupt officials’ crime information.
Police didn’t take any enforcement measures or
file the case for investigation toward these officials.
Who Zhu talks to and provides videos to, it’s up to him.

If relevant person or police think such disclosure is not fact
then they need to follow the law procedure to resolve it.
But not let Chongqing police cross the provinces, and
go to Beijing to interview Zhu, or threaten Zhu.”

Tang Jitian said that the purpose behind the police action
is to protect officials who were exposed or will be exposed.
Tang questioned if these police serve for the people
or serve for several officials?

Chen Yongmiao, law and political scholar in Beijing said the
Zhu event is a pain point between two fractions in Chongqing.
One wanted to maximize the affair,
the other wanted to minimize the affair.

Chen Yongmiao: “Within the Chinese Communist Party (CCP)
political power system, repeated events happening is no surprise.
It is impossible that Chongqing police couldn’t find the
person who provide videos to Zhu.
They probably want Zhu to hand in videos,
in order to prevent the worst happening.”

Now Zhao Hongxiao, who was involved in the sex video is
under Chongqing police’s control. Zhao Ye and others received heavy sentences.
