【禁闻】“中共人大代表”代表谁的利益?

【新唐人2011年3月9日讯】8号,中共十一届全国人大四次会议举行了代表团全体会议、代表小组会议,审查计划报告和预算报告,以及小组讨论等。不过,每年聚集在北京,参加中共人大会议的人大代表究竟代表谁的利益?一直成为焦点话题。我们来看看大陆民众是怎么说的。

大陆网友对“社会保障”这个话题特别关注。8号,人大会议在梅地亚中心举行三场记者会,以及全国政协在人民大会堂举行记者会的主题,都是有关民生保障的。

但是,这些人大代表是否真的能替选民说话,保障选民的权益呢?人大代表究竟代表了谁的利益呢?

反腐人士张建中:“实际来讲,它没有代表老百姓的利益。现在谁还能代表着人民的利益?口喊着都是为人民服务,是吧?两会年年开,都解决了什么问题啦?问题越来越严重。他们能代表谁的利益?他们只能代表他们自己的利益,他们是既得利益集团”

《胡润百富》(Hurun Report)研究报告表明,这次中共人大会议代表,有83人是亿万富翁,资产超过10亿人民币。3000名人大代表中最富有的70人财富总计4931亿元(约合750亿美元)。相比之下,美国参众两院最富裕的70名议员的资产净值,合计只有31亿美元。

张建中:“人大代表呢?老百姓讲的也是很实际,实际上来讲就是百万富翁每年一次汇集的地方。”

一位名叫Wang Yunqing 的网友写道:中共人大基本就是“富豪企业 家俱乐部+政府官员俱乐部+名人俱乐部。”

事实上,当今的中共人大代表大多数都是官员代表,或者是由官员指派的代表。

“民生观察工作室”负责人刘飞跃:“中国人大代表因为它是一个像棋图章吗!代表它名誉上是选举的,实际上它是一个间接性选举。那么叫县上级是直接选举,其实叫直接选举,它也是由当地党委政府控制的,他们控制下的选举,代表选举应该说并不能充分代表民意。当然,它也就不能够代表广大老百姓。”

有数据显示,2010年全国各级人大的官员代表比例仍然占到70%左右,但由于人大代表没有竞选,那30%的人大代表也是由官员指定的,换句话说,这部分人所代表的也是官员的利益。

张建中:“我今年都51岁了,我没见过怎么选票,我不知道这个人大是怎么选能上去的?他们的选举制度就有问题,为什么人民希望要政改呢?代表人民的利益就应该直选。哪怕你是一个国家领导人。像目前中国这种情况下,达不到这种程度,表面上都是人民选的,可是实际上是谁选的?不就是暗箱操作吗?”

学者木然表示,官员代表本来就是个官儿,是权力的组成部分,自然就形成了权力共同体。这种人大代表与官员的一体化,本质上就是绝对权力的表现方式。

“中国社会科学院”农村发展研究所社会问题研究中心主任于建嵘教授指出,此类权力共同体包括“政绩共同体”,以及什么“谎言共同体”、“拆迁共同体”、“征地共同体”等形形色色的既得利益共同体。像这样一个非官即商的“全国人大”,又怎么可能真正为普通老百姓说话呢?

4th Session held a conference of all the representatives
and group discussions to review planning and budgets.
People wonder, whose interests do they represent?
Let’s see what the Chinese people have to say.

Chinese netizens pay special attention to “social security”.
People’s Congress held 3 press conferences on March 8.
The focus of those pressers and the CPPCC pressers
were all about guaranteeing people’s livelihood.

Will the representatives really speak for the people
and help safeguard their rights?
Who do they really represent?

Anti-corruption activist Zhang Jianzhong:
In fact, they don’t represent the people’s interests.
Serving the people is merely a slogan.
Do their annual “two meetings” solve any problems?
The problems are getting worse.
Whose interests are they representing?
Their own. Because they are the vested interest group.

The Hurun Report shows, there are the 83 billionaire
Representatives own assets over 1 billion yuan.
The 70 richest people from the 3,000 representatives
have a combined wealth of USD 75 billion.
In contrast, the 70 richest U.S. congressmen
have total net assets of USD 3.1 billion.

Zhang: Chinese people put it as such,
the annual People’s Congress Meeting
is a time when the millionaires gather.

A netizen said, CCP’s People’s Congress is
a club of the wealthy entrepreneurs,
government officials and celebrities.

In fact, the representatives are mostly officials
or those appointed by the officials.

Liu Feiyue of Civil Rights and Livelihood Watch:
So-called “People’s reps” are mocked “rubber stamps”.
In name, they are elected, but it’s an indirect election.
The so-called direct elections are actually controlled by
the local party chiefs and the local government.
The elected reps cannot fully represent people’s will,
and certainly they don’t represent the common people.

Statistics show, in 2010, reps that are officials
in different levels of the government account for 70%.
Since there is actually no election,
the remaining 30% are appointed by officials.
In other words, they, too, represent officials’ interests.

Zhang: I am 51 years old. I’ve never seen a ballot.
Chinese people want a political reform so much.
Only directly elected reps can represent their interests.
The head of state, too, should be elected.
But in China, it is hard to get there.
It seems that all the representatives are elected.
In reality, who have elected them?
It’s all done in a black box.

Scholar Mu Ran said, officials’ reps are actually officials.
As part of the power structure, they form power union.
The union of reps and officials is
an manifestation of absolute power.

Yu Jianrong, director of Social Study
in Chinese Academy of Social Science, said,
similar power unions include
“union in political achievement ” “union in lies”,
“union in forced demolition”,
and “union in land expropriation”.
In a congress consisted of officials and business elites,
how can they really speak for the people?
