【禁闻】制裁利比亚 中共面临“反人类罪”

【新唐人2011年3月2日讯】中共一反常态,投票支持联合国安理会(UN Security Council)第1970号决议——制裁利比亚卡扎菲政府。是什么情况让中共改变“不干涉内政”的态度,最后投下赞成票?联合国制裁的内容包括:利比亚当局涉嫌“反人类罪”,与中共镇压“六四”学运相同。中共将如何面对?我们来看看专家的分析。

《自由亚洲电台》报导,2月26号,在联合国安理会举行的紧急会议上,当辩论制裁卡扎菲政府议案时,利比亚驻联合国代表发言,声泪俱下,恳求各国代表投票支持制裁,特别要求把卡扎菲政府送上国际刑事法庭。他的发言止住了中共代表所谓“不干涉内政”的论点,成为辩论的转折。中共最后也投了赞成票。

加拿大律师大卫乔高:“最后他们(中共代表)投票支持决议,但是我肯定他们很不高兴,他们当然担心有一天同样的事降临到他们身上。”

卡扎菲的两次电视讲话,都以中共在1989年出动军队坦克镇压天安门民主运动为例,为自己镇压利比亚平民的行为作辩护。这相当于告诉世界,现在利比亚政府的所作所为,就是1989年中共的所作所为。

《北京之春》主编胡平认为:“中共在‘是否投票支持联合国安理会制裁利比亚’的问题上陷入极大困境,如果它不投赞成票,那等于把自己和卡扎菲捆在一起推上被告席,成为国际社会的众矢之的;如果投赞成票,那等于从理论上承认了1989年天安门屠杀是‘反人类罪’,应该被追究责任。”

中共官方媒体在报导第1970号决议时,只谈到了3项制裁,刻意隐瞒要将利比亚当局涉嫌“反人类罪”,提交国际刑事法庭这一项。

专家认为,这除了表明中共还在欺骗中国人民,无意改恶从善外,也说明中共对“反人类罪”审判的恐惧。

大卫乔高:“当然在1989年天安门事件发生的时候没有国际刑事法庭。但是现在有了。我和大卫-麦塔斯质疑,中共对法轮功学员所做的,是‘反人类罪’,或者称之为‘灭绝人类罪’,我们认为这个案件也应该送给国际刑事法庭。”

中共从1999年7月开始,用各种灭绝人性的手段虐杀法轮功学员,已造成3000多人死亡,伤残无数,而且罪行至今没有停止。

大卫乔高认为,联合国第1970号决议具有伟大的意义,但是对其他做了同样的事情的政府,比如中共,联合国也应该形成类似的决议案。

大卫乔高:“因为安理会,国际刑事法庭和任何国际组织都曾经告诉中共,他们不可以继续杀害国民,比如法轮功学员。”

联合国第1970号决议的制裁内容包括:对利比亚实行武器禁运、禁止卡扎菲和家人以及16名亲信出国旅行、冻结相关人员的海外资产、以涉嫌“反人类罪”将利比亚当局镇压平民的行动,提交海牙国际刑事法庭进行处理。

Libya Sanctions: China Facing “Crimes against Humanity”

China voted in favor of the UN Security Council’s
measure to impose sanctions on Libya.
The Libyan regime of Muammar Gadhafi is charged
with “crimes against humanity”,
as was CCP for the “Tiananmen Massacre”.
Experts believe, the CCP is facing the same situation.

According to RFA, Libya’s UN ambassador gave
an emotional speech before the Security Council
on Feb 26, calling for sanctions on Libya,
as well as investigation of the Gadhafi regime
by the International Criminal Court.
His speech stopped China from its “noninterference”
statement. In the end, China voted in favor of sanctions.

Canadian lawyer David Kilgour: “In the end,
They voted for it.
But I am sure they weren’t happy about it.
They were, of course, worried that it might
some day be applied to them.”

Gadhafi referred to “Tiananmen Massacre” in both
of his television speeches to justify his violent
treatment of the people, suggesting that
the Libyan government’s behavior was the same as
the CCP’s in 1989.

Hu Ping, editor-in-chief of Beijing Spring believes,
the CCP was in a dilemma regarding Libyan sanctions.
Voting against it would put itself in Gadhafi’s position
as the target of international condemnation,
while voting for it means admitting that
“Tiananmen Massacre” is a “crime against humanity”.

The CCP official media only reported 3 sanction
measures on Libya, with no mention of “crimes
against humanity” or the International Criminal Court.

Experts believe it is more than an attempt to deceive
the people – it shows the CCP’s fear of a trial
against its own “crimes against humanity”.

Kilgour: “Of course they didn’t have the International
Criminal Court in 1989 when the Tiananmen Square
happened, but they do have it now.
I think David Matas and I have argued that
what’s happening to the Falun Gong community
is a “crime against humanity”, or if you want to call it
“genocide”…against the Falun Gong community
in China. We think that should be referred to
the International Criminal Court too.”

The CCP started to persecute Falun Gong in July 1999.
The cruel persecution has caused over 3000 deaths,
and such a crime has not yet stopped.

David Kilgour believes that the UN sanction on Libya
is significant, and should be applied to
other governments like the Libyan regime.

David Kilgour: “The Security Council or
the International Criminal Court, or any of these
international bodies to come in and tell them that
they cannot continue to kill, for example, Falun Gong.”

The UN Resolution imposed an arm embargo to Libya,
asset freeze on Gadhafi and his children, a travel ban
on the whole family along with 16 close associates.
It referred Libya’s crackdown of people to
the Hague International Criminal Court for
an investigation of possible crimes against humanity.
