【新唐人2013年10月12日訊】香港遊客在菲律賓被劫持殺害的「馬尼拉人質事件」已經過去三年，但菲律賓政府至今仍欠死者家屬及傷者一個交代。日前，在印尼「亞太經合組織（APEC）領導人峰會」上，幾名香港記者就「人質事件」向菲律賓總統提出後，被主辦方趕出會場。他們的採訪資格被取消，記者採訪證也被沒收。香港人的憤怒再度被激起，港人批評香港政府無能，在APEC失去尊嚴，是「矮子政府」。有評論指出，中共拉攏印尼、馬來西亞及菲律賓等國，令香港失去在國際的影響力和地位，甚至基本尊嚴。
香港記者協會和國際記者聯合會成員，8號到印尼和菲律賓駐港機構抗議，批評APEC主辦方阻撓香港記者採訪菲律賓總統阿奎諾三世，是侵犯新聞自由。他們要求主辦方道歉和發還記者證。
10號，港府新聞處主任回答《新唐人》的書面提問時表示，經香港新聞處與APEC方面聯繫，「可惜，大會並未發還有關的記者證」。
國際記者聯合會香港和中國區代表胡麗雲﹕「其實我們這一個國際記者聯合會，跟我們的會員，也一起出了一個聲明，它（APEC主辦方）是基於甚麼原因剝奪他們採訪的權利﹖把他們驅離。」
據了解，APEC人員以不合禮儀及讓嘉賓難堪為由，強行沒收香港記者採訪證，並喝令他們離開。而阿奎諾發言人說，記者當時的行為，讓保安人員認為對阿奎諾人身安全構成威脅。不過，香港記者協會質疑，記者身上沒有武器，阿奎諾也有隨行人員保護，不懂為何大聲發問會被認為是威脅。
胡麗雲﹕「我們都非常清楚，記者的責任就是去提問。第二，如果他們看見這是一個新聞人物出現的時候，他們沒有去提問，那就代表是他們自己沒有做好他們的工作。」
中共外交部發言人在回應這起事件時卻強調﹕記者應遵守大會的規定和秩序。
胡麗雲﹕「首先我們要強調，沒有一個記者是不遵守這個規則的，我們沒有一個意圖去違反甚麼規則。但是，如果說在會場裡面遇到一個新聞人物，他們卻不能去做採訪的話，那我們就覺得，這一個規則合理嗎﹖」
香港城市大學政治學教授鄭宇碩﹕「香港市民對新聞自由是非常非常注重的，採訪中受到不禮貌的對待，當然是感到不高興，但同時也看到了中國（中共）政府也好、區政府也好，也沒能給他們適當的、充分的支持，所以他們也有點失望，有點抱怨。」
國際記者聯合會香港和中國區代表胡麗雲表示，過去三年，「人質事件」死者家屬和傷者，不斷通過媒體，向菲律賓政府表達訴求。但是三年多來，阿奎諾三世政府一直沒有回應。
香港特首梁振英6號在APEC上與中共領導人習近平會面。媒體指稱，梁振英轉達了「人質事件」家屬的要求。
與此同時，梁振英和阿奎諾在APEC非正式會議後，正式就「人質事件」進行會談。隨後阿奎諾向菲律賓媒體透露，人質慘劇全由槍手一人造成，根據所謂的「菲律賓文化」，他不會代替別人的過失道歉。
港人則發聲譴責阿奎諾推卸責任、冷血無情，認為他之所以能夠「涼薄若此」，關鍵原因是特區政府過於軟弱無能。
鄭宇碩﹕「的確，在這一趟的事件中，香港的區政府在維護香港的國際地位、國際形象、國際影響力，做得不太好。」
香港《蘋果日報》評論指出，阿奎諾三世對人質事件的態度就應證著﹕香港在國際層面上繼續遭到包括中共等各方的冷處理，甚至連基本尊嚴也失去。評論說，中共當局拉攏馬來西亞和印尼成為戰略夥伴，馬、印兩國勢必將進一步疏遠香港。而一旦中共在亞洲做好佈局，平穩發展之後，將會加強對香港的操控和干預。

Hong Kong’s Dignity Lost Since Return to CCP Rule
Hong Kong tourists were killed in Manila, Philippines
three years ago,
the Philippine government still owes an explanation
to the victims’ families.
Several Hong Kong reporters questioned the Philippine
president at the recent Asia-Pacific Economic Co-operation
(APEC) summit in Indonesia.
However, APEC staff barred the reporters from the conference,
and confiscated their media credentials.
The incident aggravated Hong Kong people’s dissatisfaction
with the Hong Kong government, calling it useless,
and a “dwarf government”, for losing dignity at APEC.
Commentators say the Chinese Communist Party
is winning over Indonesia, Malaysia and the Philippines,
leading Hong Kong to lose its international influence,
status and even its basic dignity.
On Oct. 8, Hong Kong Journalists Association (HKJA) and
members of International Federation of Journalists (IFJ)
protested outside the Indonesian and
Philippine consulates in Hong Kong.
They condemned APEC organizers’ violation of press freedom
and preventing reporters from interviewing
Philippine President Benigno Aquino III.
The protesters demanded APEC organizers to
apologize and return the reporters’ press credentials.
On Oct. 10, a Hong Kong news department officer told NTD
that they contacted the APEC, but unfortunately,
press credentials haven’t been returned to the reporters.
Hu Liyun, IFJ representative of Hong Kong and China regions:
“The IFJ and the journalists barred from the APEC summit
jointly issued a statement questioning why the reporters’ were
removed from the meeting, and their press freedom deprived.”
It’s said that APEC staff thought Hong Kong reporters’
manner was improper, and embarrassed their guest,
thus they confiscated their press credentials
and asked them to leave.
President Aquino’s spokesman says security staff thought
the reporters’ manner posed a security threat to Aquino.
HKJA replied, saying that the reporters didn’t carry weapons,
and Aquino has bodyguards,
it is hard to understand how reporters shouting questions
posed a threat to Aquino.
Hu Liyun: “We are clear that a reporter’s duty
is to raise questions.
When they see a public figure show up, if they don’t
raise questions, they wouldn’t be fulfilling their duty.”
The CCP’s Foreign Ministry spokesperson emphasized
that reporters should follow the rules of the conference.
Hu Liyun: “We have stressed that not one reporter has
failed to comply with the rules, and neither do we intend to.
However, if when a public figure turns up, we aren’t allowed
to carry out an interview, then could this be a legitimate rule?”
Joseph Yu-shek Cheng, Politics professor at City University
of Hong Kong: “Hong Kongers consider press freedom
to be very important.
When the reporters were carrying out an interview,
they were rudely treated, certainly they would not be happy.
Meanwhile they noticed that the governments of China and
Hong Kong haven’t fully supported them.
So they are rather disappointed, and are complaining.”
Hu Liyun says that in the past three years, family members of
victims and people harmed in the Manila hostage tragedy have
repeatedly appealed to the Philippine government via the media.
But the Aquino government hasn’t responded.

On Oct. 6, Hong Kong Chief Executive Leung Chun-ying
met with CCP leaders at the APEC summit.
Media say Leung conveyed Manila tragedy victims’ requests.
Leung also spoke with Aquino about the Manila
hostage tragedy issue at an APEC informal meeting.
Later, Aquino told media that the entire tragedy was
caused by one gunman, and according to Philippine culture,
he cannot apologize for someone else’s negligence.
Hong Kong people condemned Aquino
for shirking responsibility and ruthless,
and say that he can only be so cold-blooded,
because the Hong Kong government is too weak and useless.
Joseph Cheng: “Indeed, regarding this issue,
Hong Kong government didn’t perform well in
maintaining its international status, image and influence.”
Hong Kong’s Apple Daily says Aquino’s attitude shows
that Hong Kong is continuously being marginalized
at an international level, as well as by the CCP.
It says even Hong Kong’s basic dignity has been lost.
The report says that as the CCP wins over Malaysia and
Indonesia as strategic partners,
both countries are bound to further neglect Hong Kong.
Once the CCP has settled in Asia and after steady development,
it will tighten its control of and meddling with Hong Kong.
