【新唐人2013年10月01日訊】北京當局日前下達一道針對法輪功的密令，對法輪功學員將加強打擊力度，而且「只打、只幹、不說」。同時，在「十一」前夕，中共內部傳達，針對維權和信仰團體也將密切監控。下面請看報導。
中共「十一」，已經成為敏感期的代名詞，海外中文媒體《博訊網》29號發表消息說，中共28號下達秘密文件，針對維權和信仰團體將密切監控、控制和警告，維權人士被阻止參與所有的活動，而天主教徒、基督徒、和其他信仰團體，也不能參加任何家庭活動，包括戶外活動。
此外《明慧網》27號披露，遼寧省朝陽市黨書記王明玉，9月16號在朝陽市公安局報送的《公安要情專報》文章中，做出所謂批示，他要求警察對「法輪功」，要「長期鬥爭，貴在堅持、重在長效」，並指示朝陽市公安局在打擊「法輪功」的行動中，要「周密部署，加強打擊力度，務求實效，堅持『只打、只幹、不說』。」
時事評論員邢天行：「對打壓這個政策上，中共從上至下並沒有去改變，包括這個維穩政策、鎮壓法輪功的血腥政策，具體的執法這些人，他還在鏈條上在運作，可是在運作當中它已經感覺到這種操作下去，將來是要被追究的，希望不被捉住把柄，那他就是搞了這麼一個東西（密令）出來。」
邢天行表示，從中共前黨魁江澤民開始鎮壓法輪功開始，都是發口頭命令，因為害怕將來追究他的責任。現在從這個密令來看，就是說，可以打、可以幹，但是不要再去談論法輪功如何，因為他們對於未來將要受到清算，內心已經感到恐懼。
據了解，《關於傳發王明玉書記的重要批示》，朝陽市公安局9月18號已經以文字形式發給朝陽市公安局屬下的各分、縣（市）局，以及市局各警種部門。
邢天行：「實際上這個密令是一個自欺欺人的一個東西，是想讓下邊的公安、警察們進一步的為中共去作惡、去賣命去，但是又怕事情被揭露，所以就搞了這樣一種說法。像這種類型的密令還會不斷的去下發。」
9月中旬，「追查國際」連續發表《追查國際關於中共活體摘取法輪功學員器官證據專輯》，專輯中充份證實中共從1999年至今，一直以活體摘取法輪功學員的器官牟取暴利。
27號，在瑞士日內瓦召開的第24屆聯合國人權理事會上，應邀作專題發言的西班牙人權律師Carlos Iglésias，直接指控中共前黨魁江澤民，設計和組織了一整套滅絕成千上萬法輪功精神修煉者的戰略。大會上中共代表兩次用粗暴方式，阻止這名律師的發言都沒有成功，反而被多國代表指責。
這是第四次非政府組織代表，在聯合國人權理事會大會上，正式公開提出中共活摘法輪功學員器官的指控。
時事評論員劉國華：「中共鎮壓法輪功就是從江澤民開始的，現在已經走入窮途末路了。聯合國人權委員會最近開會的時候，關於中共活摘法輪功器官已經得到了充份的暴露，中共想抵賴這個事實，但是沒有甚麼意義，全世界更多的人看到中共的邪惡。」
劉國華表示，中共雖然極力掩蓋它們的罪行，但是，它們越掩蓋，越在世界和民眾面前暴露它們的醜態，這是中共窮途末路的表現。劉國華認為，中國人民離擺脫中共的日子已經不久了。
同時，邢天行也表示，中共在實施迫害法輪功政策十多年之後，仍然沒有迫害倒法輪功，隨著當局統鎮壓法輪功的罪行被揭露的越來越多，尤其是中共目前權鬥所面臨的危境，當局越來越不敢去擔當責任。邢天行呼籲明智的中國人更應該選擇理性的抽身，不要再去配合中共作惡。

Maintaining Stability on National Holiday–"Just Act, Don’t Speak"
Beijing authorities have issued a secret order on Falun Gong.
The authorities plan to intensify the repression on Falun Gong
with orders to “Just beat, follow orders, and don’t speak."
Ahead of the national holiday, the Chinese Communist Party
(CCP) also issued internal orders
to closely monitor rights and faith-based groups.
October has become another “sensitive period" for authorities.
On Sept. 29, Boxun News Network reported that on Sept. 28
the CCP issued a secret order to monitor, control and warn
human rights and faith-based groups.
Activists are to be stopped from participating in any activities,
while Catholic, Christian, and other faith-based groups are
forbidden to participate in any household or outdoor activities.
Additionally, on Sept. 27 Minghui.org also reported that
on Sept. 16 Wang Mingyu, the Party secretary of Chaoyang,
Liaoning Province, required the police to “persist in a long
struggle [against Falun Gong], stressing long-term effects".
He issued these so-called instructions in his “special report
to the public security" submitted by the local public security bureau.
He also required the police to “make arrangements carefully and
strengthen the repression on Falun Gong…
persisting to ＇just beat, follow orders and don’t talk.＇"
Commentator Xing Tianxing: “For the suppression policy,
the CCP from top to bottom did not change it, including the
stability maintenance policy and the bloody persecution policy
on Falun Gong.
Law enforcement still operates while chained to this policy.
However, they already feel that these operations
will be investigated in the future.
They don’t want to be implicated.
Therefore, they issued such a secret order."
Xing Tianxing says that since former Party leader Jiang Zemin
had started persecuting Falun Gong, all the orders have been
issued orally for fear of future investigation.
Therefore, the secret order to “just act and beat, don’t mention
Falun Gong" showed that they already fear investigation.
Sources say the “Important Instructions from Party Secretary
Wang Yuming" was sent to all branches and departments of the
public security bureau in Chaoyang in written form on Sept. 18.
Xing Tianxing: “In fact, this secret order is a self-deception.
The upper CCP officials want to the police at the bottom to
sacrifice their lives and do bad things.
However, the officials are fear the crimes will be exposed.
Therefore, they issued such an order secretly.
There could be more similar orders."
In mid-September, the World Organization to Investigate the
Persecution of Falun Gong (WOIPFG) published a report titled
“Collection of Evidence of Live Organ Harvesting from
Falun Gong Practitioners by the CCP".
The report confirmed that the CCP has been profiting from
live organ harvesting of Falun Gong practitioners since 1999.
On Sept. 27, “24th Session of the UN Human Rights Council"
was took place in Geneva, Switzerland.
Carlos Iglésias, a Spanish human rights lawyer,
was invited to make presentations.
Lawyer Carlos Iglésias accused former CCP leader
Jiang Zemin of designing and organizing the whole strategy
to eradicate tens of millions of Falun Gong practitioners.
During the conference, the CCP representatives tried twice
at rudely stopping the lawyer’s speech but failed.
Their actions were denounced by delegates from other countries.
This is the fourth time for NGO representatives to formally
propose allegations on the CCP’s live organ harvesting from
Falun Gong practitioners at the UN Human Rights Council
meeting.
Commentator Liu Guohua: “Jiang Zemin started persecuting
Falun Gong and has hit a dead end now.
The evidence of the CCP’s live organ harvesting from the Falun
Gong was disclosed UN Human Rights Council recent meeting.
The CCP tried to deny this fact, but it’s useless.
More people around the world are seeing the CCP’s evil."
Liu Guohua says that though the CCP tries to cover up
their crimes, the more they try to cover them up,
the more the world’s people can see their ugly actions.
This is shows that the CCP is at a dead end.
Liu Guohua says the day China’s people
cast off the CCP is not far off.
Meanwhile, Xing Tianxing also says that though the policy to
persecute Falun Gong has lasted for more than a decade,
the goal to “eradicate Falun Gong" has failed.
As more and more crimes are uncovered, on top of the crisis
due to the CCP internal power struggles,
the authorities are increasingly afraid to take responsibility.
Xing Tianxing calls on wise Chinese people should leave
and no longer follow the CCP to do evil crimes.
