【新唐人2013年09月17日訊】英國《路透社》引述知情人的消息說，中紀委書記王岐山提出了取消「刑不上常委」的不成文規定，並且今年早些時候政治局常委會通過了這項重大提議。評論人士指出，周永康劣跡重重，無論從中共權力鬥爭的層面還是從順應民意來說，周永康都是一個活靶子。
《路透社》9月13號報導說，65歲的王岐山表面看在中共中央政治局常委中排名第六，但研究中國政治的專家李成認為，王岐山的權力其實遠不止如此。他說，「王岐山的權力僅排在習近平之後。」李成還是華府布魯金斯研究所研究員。
《路透社》的報導表示，王岐山擔任中紀委書記後，對紀委進行了機構重組，增設兩個紀檢監察室，專家認為，目的是增強對地方腐敗案件的查辦力度。
對王岐山提出的取消刑不上常委，大陸自由作家鄭志遙指出，法律面前本來就是人人平等。現代社會，官員應該是人民的公僕，高官和掏大糞的民眾一樣，沒有高低貴賤之分。
大陸自由作家鄭志遙：「這是法律的精神和基本的原則。到今天來說，政治局委員也要怎麼樣怎麼樣，這就說明，他們以前這方面是享受各種特權的。今日中國，法律的所有亂象，已源自於特權和法律為他們所用。」
鄭志遙分析，目前中共面臨嚴峻形勢，被逼不得不這樣做，並不是王岐山一下子就能提出這個口號的。
中國作家，已經去世的中共元帥葉劍英的養女戴晴指出，毛澤東原來說打江山靠的是槍桿子、筆桿子，但是到中共奪取政權後，特別是所謂的改革開放之後，中共依靠的就不僅僅是這兩桿子。
中國作家戴晴：「兩桿子還是牢牢地抓住，另外還有一個就是政法這個桿子。抓住政法。政法不是按照《憲法》來行事，而是按照共產黨設在法院和檢察院，公檢法系統裡面的黨支部來行事，也就是政法委的權力。再一個就是財經的權力，對財經的掌握。」
被英國《每日郵報》評為中國最大黑領人物的周永康，先後主管石油工業部、國土資源部兩大肥差，尤其縱橫石油領域32年，因巴結中共前總書記江澤民而一路高升，出任公安部長、再升至政治局常委、中共政法委書記和綜治辦主任。其任內政法委維穩費急劇暴增，甚至超過軍費。
從江澤民時代起，政法委書記就高調成為政治局常委。江澤民為迫害法輪功成立的臨時權力中心「610」，就是通過政法委控制公安、法院、檢察院、國安、武裝警察系統，並且有權調動外交、教育、司法、國務院、軍隊、衛生等資源。政法委對中共在財政、軍事和外交上三位一體的控制，使得「610」成為了第二個中共中央。由江澤民垂簾聽政控制，並由政法委作為執行機構。
中國作家戴晴：「那麼實際上就是四個桿子。四個桿子是這個政權的支柱。那麼如果其中有一個桿子是放在常委根本無法指揮的一個人手裡，比如說周永康，那當然要把他弄掉了。他自己又有那麼多劣跡。」
9月10號，大陸媒體《21世紀經濟報導》披露，2007年由北京鴻豐投資和中石油旗下的四川華油出資設立的，四川邛崍市鴻豐鉀礦肥有限公司，註冊資本為三億元，隸屬中石油四川石油管理局。該公司在企業的股權變動中，涉嫌造成國有資產流失。文章指稱，鴻豐投資的第二大股東北京宏漢的實際控制人為周玲英。周玲英100%控股。
江蘇龍成律師事務所主任宗龍喜曾為周玲英辦過股權轉讓案，他向港媒《星島日報》證實，周玲英是周永康的胞妹。而近期海外媒體紛紛傳出周永康遭受調查，中共當局也在密集逮捕他的下屬和親信。

Reuters: Wang Qishan Proposes Immunity For Elite To Be Removed
Reuters cited a source that Wang Qishan, head of Central
Commission for Discipline Inspection (CCDI),
proposed to scrap the unwritten rule of exempt for Politburo
Standing Committee (PSC) members from investigation for corruption.
It was approved earlier this year
by the Standing Committee.
It is believed that Zhou Yonkang, with his numerous
misdeeds, is the target of the power struggle & to comfort social conflict.
On Sept. 13 Reuters reported that the 65 year-old
Wang Qishan ranks sixth in the party hierarchy.
However, Cheng Li, an expert on Chinese politics,
said Wang’s power far exceeds this.
Wang is “the second most powerful person next only
to Xi Jinping,” said Cheng Li, a fellow at the Brookings Institution in Washington.
According to a Reuters report, “Wang also reorganized
parts of the discipline inspection commission,
adding two new offices to the body, making it
possible to deepen its investigations into provincial leaders.”
Chinese freelance writer, Zheng Zhiyao commented
on Wang Qishan’s removal of the exempt rule.
By law, everyone is equal.
Officials should serve the interests of the people.
There should not be any difference
between people & officials.
Zheng Zhiyao, freelance writer:
“It is the principle of law and rule.
This suggests the Politburo have enjoyed
privileges for many years.
They have exploited these privileges & laws to
help create chaos in China today."
Zheng Zhiyao analyzed that the Communist regime
is forced to do so.
Wang Qishan only cooperates in the same manner.
Dai Qing, a Chinese writer, pointed out that Mao Zedong
grabbed power through the use of guns and pens.
Since seizing power, the regime relies on
more than just these two tools.
Dai Qing, Chinese writer: “On top of these two tools,
the regime also relies on politics and law.
Instead of following constitution, the regime controls the
power of politics & law through courts, prosecutors, & public security system.
With the power in finance, the regime also controls the economy."
Zhou Yongkang was listed as China’s black collar class,
by the newspaper Daily Mail.
Heading the oil industry & ministry of land, Zhou Yongkang
had led the Chinese oil industry for 32 years.
Through Jiang Zemin, he was promoted to Minister of Public
Security, PSC, to Politics and Law Committee (PLC) secretary,
and the Comprehensive Management Office Director.
During his post at politics & law committee, his budget
exceeded that of the military funding.
Since Jiang Zemin’s era, PLC secretary became PSC.
The 610 office, established by Jiang Zemin to conduct
persecution of Falun Gong practitioners,
controls all public security systems through PLC.
It is also armed with the right to mobilize resources in
foreign affairs, education, justice, the State Council, the military, & health.
PLC controls the finance, military &
foreign affairs of the regime.
The 610 office has become a second
central of the regime.
Jiang Zemin controls the 610 office, and
PLC conducts the persecution.
Dai Qing, Chinese writer: “These four tools have become
the backbone of the regime.
Now Zhou Yongkang controls some of these tools.
He has become unmanageable.
He is doomed to be removed,
especially with his many misdeeds."
21st Century Business Herald reported on Sept. 10 that
a fertilizer company in Sichuan with registered capital of 300 million yuan
was funded by PetroChina.
A change in the shareholding is suspected to
cause loss of state assets.
Zhou Lingying was reported to
hold 100% of the share.
Attorney Zong Longxi from Jiangsu
assisted Zhou Lingying in equity transfers.
He told Sing Tao Daily, a Hong Kong based media, that
Zhou Lingying is the younger sister of Zhou Yongkang.
Overseas media indicated that
Zhou Yongkang is now under investigation.
His relatives are also targeted
by the Chinese authorities.
