【禁聞】中共罕秀軍事秘密基地 有何端倪?

【新唐人2013年08月01日訊】繼中共陸軍航空兵第四直升機團24號向86家中外媒體開放之後,29號中共還開放了陸軍第47集團軍防空旅,邀請48家中外媒體的記者到位於西安市臨潼區駐地參觀。中共這一異常的行為,引起了海內外的廣泛關注。分析認為,中共的這個動作,是在向外界展示它的野心,但軍隊內部貪腐程度非常嚴重,戰鬥力如何還是一個問號。請看以下這則報導。

在這次被精心安排的軍事基地一日遊的探訪過程中,中共軍官們煞費苦心的向記者們聲稱,他們沒甚麼可隱藏的,世界沒甚麼可擔憂的。

陸軍第47集團軍西安市基地,駐紮著一支防空旅,士兵們29號向媒體講解他們的裝備及為何要參軍,他們還在鏡頭前擺拍。

不過,中共軍方發言人在當天的活動中,拒絕回答外界一直懷疑的國防真正開支等敏感問題。

臨潼軍事基地隸屬於中國七大軍區的蘭州軍區,極具戰略重要性,與中亞、巴基斯坦和阿富汗接壤的新疆就在它的管轄範圍之內。

台灣「政治大學國際關係研究中心」美國與歐洲研究所所長湯紹成認為,中共這個動作是對外戰略的一部分,一方面向外界展示軍力的增長,一方面又想讓外界理解。

台灣政大國際關係研究中心美國與歐洲研究所所長湯紹成:「外界人士對大陸(中共)軍力的增長以及它這種國力,還有它對於西方價值的挑戰,是對於西方人甚至包括日本人在內,都是一種非常巨大的一種挑戰。所以它想用各種方式,包括從文化的層面、從經貿的層面等等,來緩一下和雙方對立的形勢。」

英國《路透社》指出,北京從2011年初首次試飛隱形戰機到航母下水,通過展示新硬體向外界宣告它的軍事野心。

實際上,中共海軍繼5月在南海海域舉行了大規模聯合軍事演習外,7月26號又在有主權爭議的南海海域舉行了海上、和空中的實彈聯合演習。

據湯紹成介紹,包括台灣在內的東亞國家,都希望中國大陸走上穩定、發展的道路,但中共在釣魚臺、和南海的表現,讓它們不免擔心,特別是中共內部出現分歧和紛爭時,對外可能表現得更強硬。

中共最高領導人習近平去年底上臺後,多次視察軍隊,並不斷強化軍隊要打仗的思想。習近平在7月29號到北京軍區機關視察時,還向部隊指示:工作要向打仗用勁。

美國中文雜誌《中國事務》總編伍凡:「光有武器並不代表你有戰鬥力,戰鬥力是武器加軍人還有加訓練,還有加上經驗。這些統統加上才是你的戰鬥力。中共的軍隊,這幾十年武器是改進了,可是人的戰鬥意志,為甚麼打仗,為誰而要奉獻自己的生命等等這些問題,統統沒有解決。」

旅美政論家,美國中文雜誌《中國事務》總編輯伍凡指出,中共軍隊貪污腐敗、買官賣官現象極其嚴重,再加上軍隊成了中共欺壓老百姓的工具,所以,為誰打仗問題不能得到解決。他們的戰鬥力到底如何,不得而知。

7月14號,數百名南海艦隊營級現役軍官及親屬在廣州軍區大門口聚集示威,抗議艦隊高層貪污腐化,並要求恢復建房權;再有,大約1600多名七大軍區的復轉軍官,7月22號到中共總政治部門前上訪並高喊口號,要求討還公道。

看來,中共對軍隊的控制目前也受到了挑戰。

China Opens Military Base to Media for Second Time

On July 24, a military base for China’s armed
forces was opened for a visit by 86 media outlets.
Media came from both inside China, and internationally.

On July 29, the army opened another
military base in Lintong District, Xi’an City.
48 Chinese and foreign media journalists attended.

This unusual move by the Chinese Communist Party
(CCP) has aroused widespread attention in the world.
Analysts say that by doing this, the
CCP has tried to indicate its ambitions.
However, in reality, corruption in the
army has been a very serious problem.
A question lies over the combat capability of the army.

During the orchestrated one-day visit to the military
base, the CCP army officers spoke to the media.
It was said that they have nothing to hide, and
that the world should have nothing to worry about.

An air defense brigade was stationed in the base
of the 47th Army Group, located in Xi’an City.
Visiting media reported that the soldiers
illustrated their military hardware.
They also spoke about their motives for joining
the army, and even posed for photographs.

In contrast, on the same day, a CCP military spokesman
declined to answer questions about sensitive issues.
This included China’s true spending on defense.

Lintong military base is under the Lanzhou Military
Region, one of China’s seven major military regions.
It has great strategic importance. Xinjiang, which
borders Pakistan and Afghanistan, is in its jurisdiction.

Shao-cheng Tang, Director of Institute of European
and American Studies, Taiwan National Chengchi
University, commented that the CCP opening
it’s military base is a part of an external strategy.
The regime used it to show the growth of it’s military
power, and in order to acquire understanding as well.

Shao-cheng Tang: “The mainland’s growing military
might, and its challenge to Western values, has
posed big challenges to the West including Japan.
So it wants to ease tensions culturally
and economically between the two sides."

Reuters comments that, “China has advertised its
military ambitions with displays of new hardware.
This was from its first test flight of a stealth fighter jet
in early 2011, to its launch of a fledgling aircraft carrier."

In May, the CCP navy staged a large-scale
joint military drill in the South China Sea.
On July 26, it held a joint air-sea
combat practice in the same waters.

Shao-cheng Tang remarks that Taiwan and other
East Asian countries all hope that mainland China
takes a road towards stability and development.
Yet the CCP’s actions over the Diaoyu Islands issue
and over the South China Sea disputes are worrying.
In particular, internal dissension in the CCP, and
infighting, may lead to a tougher stance externally.

Xi Jinping has inspected the army several times
since he took over as the new CCP leader.
He has highlighted an idea that
the army is geared up to fight.
On July 29, Xi made an inspection tour in
the organs of the Beijing Military Region.
He instructed that efforts should be made
in promoting combat fighting capabilities.

Wu Fan, Chief Editor, China Affairs: “Possessing
weapons is not equal to having combat power.
Combat effectiveness covers hardware,
soldiers, their training and experience.
The CCP military had their hardware
improved over the past few decades.
But it still leaves unsolved problems, which include fighting
spirit, motives for fighting, and for whom the army serves."

According to Wu Fan, corruption, and
the buying and selling of ranks, is a
very serious concern in the CCP army.
Furthermore, the CCP uses it’s
military force to suppress civilians.
So, there are questions over whom the
army should serve, which still has no answer.
Also, their real fighting capabilities are unknown.

On July 14, hundreds of active duty officers of the
South Sea Fleet, along with their families, protested
outside the headquarters of Guangzhou Military Region.
They accused the top-level fleet officers of
corruption, and demanded house building rights.
On July 22, about 1,600 demobilized army officers
demonstrated outside the headquarters of the
CCP General Political Department in Beijing.

It appears that the CCP’s control of
the military is now facing challenges.
