【新唐人2013年01月11日訊】新晉升中共政治局常委的俞正聲，最近到四川甘孜藏區調研時說，要在藏區發展和改善基礎設施，提高藏民收入，他還表示「要繼續開展對達賴集團鬥爭」。另一方面，藏區近年來持續發生藏人抗議中共高壓統治的自焚事件，去年年底，當局還在藏區進行「反自焚專項鬥爭」。中共持續一味指控達賴喇嘛的政策，對於藏區的局勢能否改善﹖請看以下這則分析報導。
大陸官媒1月8號發出消息說，中共政治局常委俞正聲到四川甘孜藏區，走訪當地百姓，還與藏區佛教人士座談，要求他們堅持所謂愛國主義，和引導藏傳佛教與社會主義相適應。他還強調「要繼續深入開展對達賴集團的鬥爭」。
而為了抗議中共當局對藏區的高壓統治，從2009年2月起，藏區就不斷髮生自焚事件，僅在剛剛過去的一年，就有84名藏人自焚。絕大多數自焚者來自甘孜。
中共外交部多次在例行記者會上，將自焚事件的罪魁禍首指向達賴喇嘛，和流亡海外的藏人組織。
西藏流亡政府駐台灣代表達瓦才仁：「達賴喇嘛或達賴集團，或這些說法，以及達賴喇嘛尋求獨立，等等類似所有這一切，都是因為中共需要一個假想敵。他需要把所有的責任都推到這個人，所有的壞事都是由於境外勢力或者達賴集團，或者說敵對勢力造成的，所有的這些不好都是由於這些，而不是我們共產黨的錯誤。」
西藏流亡政府駐台灣代表達瓦才仁指出，藏人只是為了保護自己的民族、語言、文字，和保護自己的宗教信仰以及民族自由而抗爭，因此，藏人不願隔斷與自己宗教領袖達賴喇嘛的聯繫，甚至還希望他能回來。
同時，達瓦才仁表示，中共不改變自己的藏區政策，無端指控達賴喇嘛，對於問題的解決並沒有幫助。
中共當局近來在藏區開展了「反自焚專項鬥爭」。
據藏族作家唯色在她的個人博客中介紹，印有「屬內部文件、請謹慎保管」的中共《反自焚專項鬥爭宣傳文件》，在四川、青海和甘肅三個自焚事件多發藏區下發。
中共當局上個月底還在發生多起自焚事件的青海省黃南州，沒收了300多套寺院的電視機和衛星設備，並在藏民家中沒收和置換衛星電視接收器，嚴禁收看境外衛星電視。
黃南州委的文件中宣稱，同「達賴集團」鬥爭的實質是「攻心戰」，核心是「話語權」，關鍵是「掌握主動權」。
達賴喇嘛駐北美代表處西藏問題分析員貢嘎扎西認為，中共採取更為高壓收緊的方式，這對於解決西藏問題沒有一點幫助，只能加劇藏人對中共當局的不滿。他指出，「中共當局永遠無法割斷藏人與達賴喇嘛的精神聯繫。」
不過，俞正聲去甘孜也做了一些收攬人心的動作。俞正聲聲稱，藏區需要發展和改善基礎設施、提高公共服務能力，和增加農牧民收入。
甘孜州地處青藏高原東端，是第一個少數民族自治州，總人口約90萬，藏族佔78.4%，也是貧困集中連片的地區。
達瓦才仁：「對一些很敏感，或者說藏人的…其他的一些政治、宗教、文化、信仰，以及一些訴求，他們都保持迴避。他們一方面是不敢面對主要的問題，第二它是想用經濟發展去消解這些問題。過去的事實已經證明，這個是沒有效果，但是中共政府恐怕也拿不出其他策略，所以還是繼續延續這個政策。」
達瓦才仁表示，中共以增加漢族移民的策略，企圖改變當地的社會、人口結構。達瓦才仁認為，這種做法只能使藏區的問題更加複雜。

CCP: Tibetan Buddhism to Adapt to Socialism
Yu Zhengsheng is newly promoted to CCP’s (Chinese
Communist Party) top 7, the Politburo’ Standing Committee.
Recently, Yu inspected Sichuan Ganzi Tibetan area,
and gave some new directions.
He said, they need to develop and improve Tibet’s
infrastructure, the Tibetans’ income, and to ‘continue the struggle against the Dalai clique.’
On the other hand, Tibetans self-immolation incidents
continue as a protest against the highly oppressive CCP rule.
At the end of last year, the authorities also promoted
anti-self-immolation special struggles’ in Tibetan areas.
Will the CCP continue to accuse Dalai Lama of helping
change the situation in Tibet? Let’s take a look.
The mainland media reported on January 8, that CCP’s new
member of Politburo’ Standing Committee Yu Zhengsheng went to the Sichuan Ganzi Tibetan area.
He visited the local people, discussed with Tibetan Buddhists,
asked them to adhere to the so-called patriotism, and guided the Tibetan Buddhism to adapt to socialism.
He also stressed, to “continue carrying out
the struggle against the Dalai clique.”
To protest against the oppressive CCP’ rule, since Feb. 2009,
self-immolation incidents of Tibetans have not stopped, with 84 cases taking place only in the last year.
Most of the Tibetans who did self-immolation
were from Ganzi.
The CCP Foreign Ministry repeated at a regular press
Conference that the self-immolation incidents are due to Dalai Lama and the organization of Tibetans in exile.
Dawa Tsering (Tibetan government-in-exile representative
in Taiwan): ‘The Dalai Lama, or the Dalai clique,
or these allegations, or that Dalai Lama seeks independence,
etc., are all because the CCP needs an imaginary enemy.
It needs to push all the responsibility to this person,
all the bad things are caused by the foreign forces,
or the Dalai clique, or hostile forces, all these bad things
are due to these reasons, rather than being our, CCP’s faults.’
Dawa Tsering said, Tibetans just want to protect their ethnic,
language, scriptures, religion and national freedom.
Thus Tibetans don’t want to cut off contacts with their
holy leader Dalai Lama, they even wish he could come back.
If CCP does not change its policy on the Tibetan area,
and instead unjustly accuses the Dalai Lama, this will not help solve the problem, believes Dawa Tsering.
The CCP authorities recently carried out the so called,
‘anti-self-immolation special struggle’ campaign.
Tibetan writer Tsering Woeser said on her blog that
CCP issued “Anti-self-immolation Special Struggle Propaganda Documents” with the stamp “For internal use only”.
The documents were given to Sichuan, Qinghai and Gansu,
the Tibetan areas with most self-immolation incidents.
The CCP authorities also confiscated more than 300 TVs
and satellite equipment in the temples in Qinghai Province, where many self-immolation incidents happened.
They also confiscated and replaced the satellite television
receivers, and banned watching foreign satellite TV.
Huangnan Commision’s document claims that the essence
of fighting the ‘Dalai clique’ is a “Psychological Warfare”.
Its’ core is “the right to speak”,
and the key is to “take the initiative”.
Analyst Kunga Tashi is Dalai Lama’s representative
in the North America’ offices.
He believes, CCP’ high-voltage tightening can’t help solve
the Tibet problem, but can only aggravate the Tibetans discontent of the CCP’s authorities.
He pointed out, “CCP” authorities can never cut off the
spiritual connection between Tibetans and the Dalai Lama.’
However, while Yu Zhengsheng in Ganzi also did some
embracing actions.
He claimed the Tibetan areas need to develop and improve
the infrastructure and the capacity of public service, to increase the income of the peasants and herdsmen.
Ganzi is located in the east of Qinghai-Tibet Plateau,
and is the first ethnic minority autonomous prefecture.
It has population of 900 thousands, among which 78.4%
being Tibetans. It is also an area with very high poverty rate.
Dawa Tsering: ‘About some very sensitive problems, or the
Tibetans themselves, or issues on politics, religion, culture, beliefs, and aspirations, they keep evading them.
On the one hand, they dare not face the main problems,
on the other, they want to solve these problems by developing the economics.
The past experience has proved this cannot work, but CCP’
government could not carry out another strategy, so they still continue to follow this policy.’
Dawa Tsering said that the CCP tried to change the local
society and demographics by increasing Han migration.
Dawa Tsering believes such strategy will only make
the Tibetan areas’ problems more complex.
