Greetings audience, welcome to today’s program. Last week, Fu Nan, the wife of the military officer in Liaoning Anshan Air Force first division told us her husband Jiang Yongqiang’s story that he was missing since September 1998 due to the continuous jealousy and humiliation from his supervisor. 28 years old Fu Nan couldn’t accept this tragedy and was so worried that she fell ill for five years. In 2005, she and her daughter were kicked out of their home on the Air Force, after that she started her endless and painful journey to Beijing to protest. Now let’s continue her story.
I started protesting in Beijing in 2005. The Air Force colluded with the Party Secretary-General of the Local Anshan city government. They caught and escorted me back to Anshan, then forced me to sign an agreement that forbid me to sue the Air Force in exchange for 50,000 Yuan.
They said: If you go to Beijing to protest again, you’ll be on the road of no return. You must sign the agreement. You will only get the money after signing. You’d better take this money while you can. These words were spoken to me by Jin Jixiang, the underling of the Party Secretary-General, Wang Wei.
I found a statement in the agreement saying that my husband was dismissed from the Army as a serviceman. That was written in the agreement of allowance for difficulties. This is the only statement I have of what happened to my husband after being missing for 8 years. It was written at the start of the agreement, and my only evidence after eight years, and the agreement was stamped with Army seal.
A military officer was missing from the barrack and eight years later, the military hadn’t explained anything to his family or take care of it, they even got together with the local government to tackle Fu Nan. They tried to use 50,000RMB to buy her silence and force her to sign an agreement. In order to get this only evidence, Fu Nan signed the paper reluctantly, then she took the agreement to the Military Commission of the CPC Central Committee straight away.
I signed the agreement without reading it, and then I reported it to the Central Military Commission. The central military commission told me: Bring all the materials here, why didn’t you come earlier, I said I was unable to come. The local government and the Army hired the gangsters to stop me from coming to Beijing.
He said: wait a moment; I’ll report it to the leader. Then he told me: firstly, according to the Military law, the Army was in the wrong, because your husband was missing, the subject of the legal act didn’t exist, they can’t do anything, they should have announced he’s missing or decease, you and your child should have the exclusive right to inherit and dispose of all his entitlements.
The Central military commission clarified to me that the Army was in the wrong because of the non- existence of the legal subject. And it issued a notice to the Air force to deal with the aftermath of my husband’s disappearance. The Air force not only didn’t act, but they hired gangsters to beat me in the Army, then kidnapped me after dark, sending me to Wang Wei, the Deputy Secretary- of the Municipal Party committee.
Although CMC pointed out the illegal ways that the Air Force dealt with Fu Nan’s husband’s disappearance case, it didn’t account for their responsibility, just asked the protester to review the case herself. It was useless.
This happened in 2005. I suffered poor health that my blood pressure was as low as 36 to 40. Rendering me unable to speak or move. He always told me: Just wait, I’ll deal with your case soon, he always tricked me in this way, and did it for so many years. I don’t believe him anymore, I told him: I’ll lay her and wait for you.
In the end, some young soldiers couldn’t stand this and reported to the Commander of the Air Force, The commander came to the door to see me. This was in 2005, 6 years ago, I was much younger, but all my hair had turned grey. He had a glance at me and turned back, issued a notice to Shen Yang Air Force: Take Fu Nan back immediately. Should Funan come to Beijing to protest again, it’ll be the responsibility of the division commander and political commissar of the Air force first Division. The notice was sent to the Shen Yang air force, then to the Air force’s First Division.
But the Air force didn’t act, it was against the orders of the Central military commission, and they bribe the petition office, later on when I went to the petition office, I was told that the Commander was not in charge any more.
Fu Nan couldn’t accept this, she continued to go to Beijing again and again, the persecution from the local government and the Air Force also became worse and worse.
In November last year, I went to the reception room for the air force. Later that night, they hired some people to beat my aunt, my mother and me. Then I was thrown into a car. They beat us so hard that my mother was unable to talk. So I went on my knees and begged them to send her to hospital, however, they refused. Then I was sent to the deputy secretary of the Municipal Party committeeWangwei’s place.
Another incident happened on June 7th when I was in Yuting Hotel in Beijing. He hired seven people and beat me to unconsciousness. This time I was seriously injured. I couldn’t leave the hospital because they wouldn’t give me my medical records. When I was in hospital, I was still watched by them because they feared I would appeal to Zhong Nanhai. They actually spent more than ten thousand to lock me up, so they wouldn’t easily let me go. I had to go back to Beijing in secret. I wasn’t fully recovered and since then I have been very forgetful.
The severe beating caused Fu Nan all bruised, and a concussion. In order to leave the scars as evidence, Fu Nan escaped from the surveillance and went back to Beijing despite the pain.
I met some others protesting in Beijing, and they have also been to the air force reception room. The officials locked the door and wouldn’t let us appeal. When we got in, they just said they had settled the problems (in fact they haven’t) and asked us to leave. I have been treated like this since 2005.
The other protesters were also bruised like me. So they went back home and rested for a couple of months then returned to protest. They could only afford to protest in Beijing up to twice a year because the fee was too high.
In the past, the air force use to provide food and accommodation when I protested. I have been there several times and they promised me they would definitely resolve my problems and their director had already embarked on it. However, it had been a long time since the deadline they promised (August 1st); still no one gave me any responses.
So I waited in the reception room and he said he would open a room for me. I refused and said I just wish he would resolve my problem and let me go to see my family and child. Then he called the police but they refused to take me away and let me stay there. However, he then locked the toilet door. I couldn’t open the door so I didn’t drink water for a day and night. With all the anger and hatred accumulated after all these years, I couldn’t bear it anymore and forced open the door.
I was then put in jail for 10 days. During that period I suffered from angina pectoris. The people there were all shocked by the fact that I was a relative of a soldier. How could they treat me like this! I suffered so much that my hair turned grey and then they frame and jailed me. They lied that I destroyed the entire reception room! The police and other people can verify that I only broke the toilet door. Then they hired gangsters to kidnap and beat me. I couldn’t go to Beijing anymore, not even the out skirts of the city.
Fu Nan could no longer stand the double persecution to her body and mind, so she issued a complaint to CMC on the internet.
I made an announcement on the Internet that I couldn’t bear the air force any more. I would commit suicide at the gate of Bayi Buiding (belongs to the air force) because they drove me mad. The army of this country is totally corrupted. They didn’t respond to the ordinary people and disturbed the lives of our relatives. Although Central Military Commission accepted my case, the deputy secretary of the Municipal Party committee Wangwei kept interfering with it. They even tried to give us some allowance if we gave up protesting. They said my husband might still be alive but didn’t give me any further clues about him. All in all, the army refused to take any responsibility about my husband’s disappearance.
Now all I ask for is the army to find my husband, because he is still a soldier in service. The army should obey the law. I don’t need any allowance. I just want to clear up why did the deputy secretary hired gangsters to beat me. I said he was shameless and he said he would definitely deal with me.
Then he told the Municipal Party committee that the case had nothing to do with local government and should be settled by the army. Actually they are both corrupted; even an ordinary policeman can frame me. So I had no choice but to commit suicide to prove my innocence.
He said my husband was expelled from the army as a compulsory serviceman. How could he say that! There are laws for army officers, how could they treat my husband as a compulsory serviceman! My husband case belongs to the military officer command and everyone has the right to live. How can they ignore it when a captain disappears? They should take responsibility for it according to the law. If an army cannot protect a soldier as well as his wife and child, how can it protect the whole nation? How can it win a battle? How can it be called an army?
Fu Nan had ask someone to go to her husband’s hometown, Gansu Dingxi Longxi Town to look for Jiang Yongqiang. And they found that his registered residence and file were already settled in 2000, but the local government and his family both declared that they have not seen or heard from him since his disappearance. The army don’t want to take any responsibilities of what happened, so they forced Fu Nan’s family out of the base.
My hair turned grey overnight after my husband disappeared. I was only 28 years old. I was afraid of going out because I looked like the ‘White Haired Girl”. I stayed inside my apartment for almost two years except during winter when I could wear a hat. I even felt scared when looking in the mirror at myself.
I went to look for my husband at the base of the Air Force Division 1. Some people felt sympathetic to our loss. They asked my daughter if she missed her father and she did not reply and hid under the table.
I started to understand why my husband committed suicide after I fell into depression later. I tried to kill myself and my daughter. I can not forgive myself now for doing that in the past. I walked into the lake near the Shenyang Air Force Base holding my daughter for many times after failing to get any help from the officials. I even could not find the senior officers. I turned to the Bureau of Letters and Calls. But they told me it was not their responsibility and they did not have the authority to tell the Air Force Division 1 what to do.
我告，沒法告了，怎麽告啊？我天天在那等，也像在這北京式的，吃住都得花錢。越花越沒有，靠撿破爛活著，買個“糖三角”買個饅頭。就是生活特別困難。我就帶著孩子，就是説，如果我死了，孩子給我媽留下，那我媽負擔多重啊。我就想和孩子一起走，到後來我就不敢見我的孩子了。那時候孩子小啊，才兩三嵗，才三歲。那時候小，我領著她，她一點都沒有說，去想，我媽是領我去走向死亡，她沒有這個想法。她一個手拿著一個塑膠袋，另一隻手抓著我，我回頭看她的時候，她對著我笑，就是那種天真無邪的那種笑。我小孩長得特別好看，特別可愛，然後她就跟著我走。後來我就把孩子放家裏頭，不敢見孩子。等孩子稍微長大了，高了，我就見到我那孩子心裏頭就有一種安慰，就好像我害不了她了，就是説太好了，她長大了。所以說，我理解得這個抑鬱症是怎麽回事。其實有的時候是一種解脫，她並不是說想去害別人，專門去什麼， 不是這樣。你看我自己的孩子我都想“` 現在孩子大了，跟我個差不多高了，我現在一想到那一段時間發生的事，我有時候都“` 像是昨天，像是做夢一樣。在想，哎呦，那個時候沒有把孩子給弄死，現在她長大了，她終于安全了。
I did not have any other way to continue protesting. I waited and waited just like what I did in Beijing. I needed to pay for the accommodation and food. I ran out of money eventually and had to pawn unwanted items from other people to buy food. It was very hard for my daughter and me. I was thinking of leaving my daughter to my mother before I killed myself. But it would be hard for my mother to raise my daughter. My daughter was only three years old and did not know I wanted to kill myself and her. She was in my arms and holding a plastic bag in one hand. My daughter was a pretty baby. She smiled back at me when I looked at her. I could not hurt her. I left my daughter to stay with my parents and kept myself from seeing her because I felt guilty. When she grew up and became taller, I felt more comfortable in seeing her because I could not hurt her any more. And I understand now why people fall into depression from what happened between my daughter and me. My daughter is almost the same height as me now. When I recall what happened in the past, I felt it was like a dream and I can not imagine I had tried to kill my daughter then. Now she is grown up and safe from being hurt.
A desperate Fu Nan tried several times to committee suicide with her daughter, but all were stopped by others, now she finally understands the desperation and hopelessness that her husband used to feel.
My daughter and I were forced to move out from our home. Before that, I used to visit the Air Force Base. If anyone wanted to speak out for me, he would be ordered to retire from the Air Force immediately. That is how corrupted the Air Force Division 1 is. They would not dare to resist if it was an order from the CPC Central Military Commission. The corruption starts from higher level to the lower level. The Officers Law and Public Servants Law prohibit members from the same family to work in the same organisation. The fact is Air Force become a “family organisation”. You can not win because they all are related to each other. They even have relations in the central government in Beijing. The country does not protect a serviceman and his family. The Air Force officials even ordered to rob my apartment at the Air Force Base. They blocked the residential area for the staff and their families during Wang Zheng’s visit. Some people jumped from the second storey of an apartment building and wanted to talk to the senior officers. But they were locked up once they were on the ground. We are only a woman and a child who wanted an answer and then move on with our lives. But they just made up things and not take any responsibilities.
Our reporter tried to call those people and organizations Fu Nan mentioned about several times, but they all avoided this topic. Now Fu Nan makes a living by picking up garbage and trying desperately to survive. Well, this is the end of today’s program. Thank you for watching. See you next time.
