【新唐人2014年06月23日訊】香港「和平佔中」運動組織者發起的「6.22全民公投」活動，儘管電子投票系統遭到中共黑客強大攻擊，不過三天之內，已經有超過67萬港人投票。
而中共高層和香港當局，根據全民投票的投票率，在盤算下週「7．1遊行」的人數和警力的安排，並計劃將「香港警察學院」改為「臨時拘留中心」。港人認為，目前港人再不說話，就會失去說話機會。而有評論人士指出，香港公投結果，恰恰證明中共不是人民的政府，而是一個非法的政府。
6月20號中午12點，香港「和平佔中」行動發起民間公投，經過一天半的時間，已經有超過67萬港人投票。「佔中」發起人表示「感到鼓舞」，支持者則呼籲市民參與投票。
香港城市大學政治學教授鄭宇碩：「現在是一個非常關鍵的時刻，每一個人都要站出來表示態度，每個人都要站出來說話，你今天不出聲，明天出聲的機會都沒有了。」
據「和平佔中」發起人戴耀廷在全民投票啟動禮上透露，公投電子系統在還沒啟動之前的一小時已開始受到黑客攻擊。而且每秒鐘高達300GB以上的攻擊，比之前的75GB多出四倍以上。
為了讓港人順利參與投票，「和平佔中」使用了美國雲端加速網站「雲火炬」(CloudFlare)公司的代理服務，越洋阻擋駭客攻擊，CloudFlare公司在互聯網社交平臺「推特」披露，攻擊很有組織，是互聯網史上的最強攻擊之一。
另外在全民投票開始前，香港政府表態說，投票沒有法律效力。投票開始後，中共國務院「港澳辦」也揚言，全民投票非法無效。而「中聯辦」隨後表態，全民投票是公然挑戰香港《基本法》的政治鬧劇。
鄭宇碩：「中共歷代的領導人都說，人民才是國家的主人翁，權人民所賦。人民的意見都不聽，人民表達意見的渠道都沒有，那是怎麼樣一個政府？」
時政評論員藍述：「北京這個政權在這一次(投票)的過程中，非常無奈的被排除在外面，自始至終不能起到任何作用，這本身就是香港的民眾用選票告訴全世界，北京是一個獨裁的政府，它不是一個民選的政府，它不具備任何合法性，它的決定、它的存在都是非法的。」
香港《明報》報導，中共中央政府高度關注這次全民投票的投票率、結果及民情，並且打算用這次投票結果來估算「7．1遊行」人數和最終警力安排。
據了解，警方已經部署超過3000名警員，在6月30號晚間，通宵在中環及金鐘一帶候命，並敲定將「香港警察學院」改為「臨時拘留中心」，來應付可能出現的大規模拘捕行動。
鄭宇碩：「一個不得民心的政權，一個不尊重人民尊嚴，不尊重人民基本權利的政權不能長久的。我們要維護我們最基本的權利，我們不是一個馴僕，我們一直要抗爭下去。」
香港專上學生聯會早前曾聲明，不排除「7．1遊行」前後「預演佔中」，迫使政府正面回應港人訴求。但由於全民投票延長到6月29號，他們考慮在7月中旬才開始行動，但是他們還是會商討是否在「7．1遊行」後留守。
民間人權陣線警權關注組召集人王浩賢表示，面對連日黑客網路攻擊及中共中央的批評，港人要有「公民抗命」的準備。
藍述：「公投將進一步影響台灣反共的民意，將進一步激勵中國內陸的民眾，爭取民主，爭取自由的鬥爭，將對中國未來幾年的政局產生巨大的影響。」
「香港公投」受到全球網民稱讚，很多大陸民眾在社交平臺「微博」上說：「令人感慨！我們只能說一句香港同胞好樣的！。」
網民(憤飛的麻雀)貼文說道：「公權既然姓『公』，那就只有經過公共選擇的權力才是唯一合法的權力，換言之，沒有經過公共選擇的權力都是非法的，而國民一人一票又是公共選擇的一種最重要的方式，因此，公投不但具有100%的合法性，而且更具100%的合理性！」

Hong Kong’s Referendum Smashes Any Legitimacy
of the Communist Regime.
The unofficial referendum of Hong Kong’s Occupy Central
campaign has been going over the past three days.
Although the Chinese Communist Party (CCP) made a huge
hacking attack against the electronic voting platform, and
claimed the referendum was illegal, over 670,000
Hong Kong residents came to make their votes.
The CCP and Hong Kong government has police to attend
the July 1 march after evaluating the voting numbers.
The CCP plans to temporarily use Hong Kong Police
College as a detention center.
Many Hong Kong people believe that, they will never be
able to speak out if they don’t do it now.
Commentators said, the result of the referendum shows the
CCP is,not the “peoples’ government” that it calls itself.
At noon of June 20, Hong Kong’s Occupy Central campaign
started an unofficial referendum.
In less than two days, over 670,000 Hong Kong residents
have attended the referendum.
The campaign’s organizer said he was “inspired”, and
supporters are calling on more residents to vote.
Joseph Cheng, Professor of Political Science, City University
of Hong Kong ”Now we are at a critical moment.
Everyone should stand up to express his attitude.
Everyone should speak out.
If you don’t speak out today, you will not be able to
do that tomorrow.”
According to Benny Tai, promoter of the campaign, the
hacking attack against the electronic voting platform started
again one hour before the referendum opened. It peaked at
300GB per second, four times faster than the previous one.
The voting platform, is protected by CloudFlare, a web
performance company in the US, to block the attack.
CloudFlare tweeted that, the attack was “one of the largest
and most persistent DDoS attacks in Internet history.”
The Hong Kong government also announced ahead of the
referendum, that the voting is illegal.
After the referendum started, the CCP’s Hong Kong and
Macao Affairs Office also made a similar statement.
The Liaison Office then dismissed the referendum as
a “farce that challenges Hong Kong Basic Law”.
Joseph Cheng ”Every CCP leader claimed that Chinese
people own our state and its power is given by the people.
However it never listens to the people, and even blocks
every way for our people to express themselves.
Can you imagine what kind of government it really is?”
Lan Shu, political commentator ”The CCP is completely kept
out of the referendum this time.
It is unwilling to accept that but it can do nothing about
it from start to finish.
Hong Kong peoples’ voting tells the world that the CCP
is a dictatorship regime, not a democratic regime.
Its power has no legitimacy. Its decisions and even its
existence are not legal.”
According to Ming Pao, the CCP is paying close attention to
the referendum, including its turnout, results and feedback.
The CCP is planning to make police arrangement for the
coming July 1 march as the referendum turnout was so big.
It is reported that over 3000 police will be on call around the
Central and Admiralty district on the night of June 30.
Hong Kong Police College will also be used as a temporary
detention center to prepare for possible massive arrests.
Joseph Cheng, ”Any government not respecting its peoples’,
dignity, rights, and has little support from them, will not last.
We will protect our basic rights. We are not tamed slaves and
we will continue to fight against it.”
Hong Kong Federation of Students had announced that
they might rehearse Occupying Central around the July 1
march, to force the Hong Kong government to respond to
Hong Kong peoples’ demands.
However, as the referendum was extended to June 29,
they are considering postponing that until mid July.
The organization is still discussing if they will
stay in Central right after the march.
Icarus Wong Ho-yin, a promoter of Civil Human Rights Front,
said after days of attacks from the CCP, Hong Kong people
have to be prepared for a civil disobedience movement.
Lan Shu, ”The referendum will affect Taiwan people over
anti-Communism sentiment.
It will also inspire mainland Chinese to fight harder for
democracy and freedom.
The incident will have significant impact
on China’s politics in the next few years.”
Hong Kong’s referendum has been acclaimed worldwide
on the Internet.
Many mainland Chinese netizens have posted positive
messages on Weibo.
Messages such as “Inspiring! We can only
say Hong Kong dudes you are doing a good job!”
A netizen named “Angry Sparrow” said, “Since public power
is public, the only legitimate way to obtain public power is to
be voted for by the public; any power without being voted for
by the public is not legal.”
“One citizen, one vote, is the most important form of public
voting, so the referendum is 100% legal, and 100% rational!”
