【禁聞】中共打甚麼牌 嚴格執行北韓制裁﹖

【新唐人2013年05月01日訊】中共交通運輸部日前發表公告,要求各單位嚴格執行聯合國制裁朝鮮決議的文件。對於這個公告,國內外都在猜測,中共高調執行對朝制裁有甚麼玄機﹖請看報導。

交通運輸部的公告指出,3月7號,聯合國安理會通過關於朝鮮核子試驗問題的第2094號決議。根據外交部要求,為履行中國承擔的國際義務,請各有關單位採取措施嚴格執行上述決議,如遇重大問題,請及時上報部門。

朝鮮今年2月進行了第三次核子試驗,引發了國際社會的強烈譴責和制裁。

對於中共的舉措,國際關係學者閻學通在微博提出了幾個問題:1,該政策是否能阻止朝鮮進行核子試驗和導彈試射?2,目前中朝關係和中韓關係哪個關係更友好?3,中國公開制裁使朝鮮更孤立,更孤立的朝鮮是更危險還是危險性下降?4,目前朝鮮半島局勢向哪國受益相對較多的方向發展?

媒體人盛大林也公開表示,「記得,外交部以前曾多次說:制裁不僅無助於解決問題,反而會激化矛盾之類的話,現在怎麼……」

「英國廣播公司」《BBC》轉載《日本經濟新聞》指出,中共國家主席習近平,4月相繼與訪華的美國國務卿、和美軍參謀長聯席會議主席等人舉行了會談。這次公告發佈的時間,正好是在中國與美國結束一連串會談之時,因而這或許表明,中國希望在制裁朝鮮問題上,顯示與美國合作的態度。

報導說,中國政府很少敦促個別決議的執行,因而此舉實屬罕見。

香港《文匯報》也表達了類似觀點。

政論家伍凡指出,中共這樣做有兩個原因,一個是覺得,前一段時間朝鮮做的過份了,另一個是認為,老是袒護朝鮮會影響中美關係。但伍凡認為,中共做做樣子的可能性更大。

政論家伍凡:「現在把朝鮮對中共這樣一個負面影響,要把他糾正過來,給中國老百姓看,給共產黨內部的人看,也要給美國人看。北京開始動作了, 僅僅是一個調整而已,並且調整的幅度、調整的時間、調整的範圍都可以控制的,他不會長期調整下去就把它的小兄弟丟掉了,不會的。」

實際上,朝鮮近來撇開中共,單獨開列了與美國、韓國和談的條件,其中要求撤回聯合國安理會針對朝鮮的制裁措施,以及韓、美不再進行「威脅或恐嚇朝鮮」的軍事演練。

軍事報刊自由撰稿人張殿成表示,朝鮮之所以不斷製造緊張局勢,就是希望美國與它建立正常的外交關係,簽訂和平協定,從而獲得朝鮮政權的安全保證。

時事評論員李善鑒:「那麼對朝鮮來講,它對中共,從來它們之間的關係就是一個利益的關係:你給我好處、你支持我,你幫我維持我的統治,那我就幫你做點事;你要不這樣的話,咱們就算,說拜拜就拜拜。可是,朝鮮其實也在找其他的可能援助的機會。」

時事評論員李善鑒還表示,如果朝鮮試探出西方國家能夠給它更大的援助的話,也不排除它的政策導向西方。中共的支持已經被它視為同西方討價還價的籌碼了。

據韓國《中央日報》早前的報導,過去30年間,中國向朝鮮提供了1,000億美元援助,而朝鮮回饋中國的只是毒品和假幣。

前英國駐朝鮮大使艾維拉德(John Everard)出版的新書介紹說,朝鮮民眾對來自中國的無償援助居然一無所知。相比美國,朝鮮人更討厭中國人。

Why Does China Want To Sanction North Korea?

China’s Ministry of Transport issued a statement, requiring
all units to enforce UN sanctions against North Korea.
Observers in China or abroad speculate the reasons stemming
from the Chinese Communist Party (CCP).

The statement said on March 7th, the United Nations Security
Council passed a resolution on the North Korean nuclear tests.
According to the requirements of the Ministry of Foreign Affairs,

in order to fulfill China’s international obligations, all relevant
units must take measures to strictly enforce this resolution.
In case of major problems, please report to
the department in a timely manner.
In February 2013, North Korea had a third nuclear test,
creating strong condemnation and sanctions by the international community.

Yan Xuetong, international relations scholar, raised
a few questions toward the CCP’s action on his blog:
First, can this policy prevent North Korea from
further nuclear and missile tests?
Second, which of the current China-Korea relations
is better, with North Korea or South Korea?
Third, if North Korea is more isolated,
will it become more dangerous?
Fourth, judging from the current situation of the Korean
Peninsula, which direction will it move toward?

Media person Sheng Dalin also publicly stated, “I remember,
the Foreign Ministry repeatedly said in the past:
sanctions will not help solve the problem,
but will intensify the conflicts.”
“BBC" reprinted an article from the
“Japanese Economic News" pointing out that
the notice was published right after a serious talk between
China’s Xi Jing and the US Secretary of State and chiefs of staff.
Perhaps, China is hoping to show its cooperation with
the US on the issue of sanctions against North Korea.

The report also said that the CCP rarely urged individual
implementation of a resolution; this is a rare action indeed.
Hong Kong, “Wen Wei Bao" also expressed a similar view.

Political commentator Wu Fan pointed out that
the CCP did it for two reasons.
One is that North Korea overreacted not long ago.

The other is that continuing to shelter North Korea
will affect the Sino-US relations.
However, Wu Fan believes that it s more likely the CCP
just wants to put on an act.

Political commentator Wu Fan: “Now,
North Korea has a negative impact on the CCP.
He wants to rectify North Korea to show the Chinese people,
the members within the party, and also the United States.
Beijing is starting to move, but that is just an adjustment.

Besides, he can control how much, when and where to adjust.
He will not go on like this forever and forget his little brother.”

In fact, North Korea has recently put aside the CCP and set up
conditions for peace talks with the US and South Korea.
It asked the UN Security Council to withdraw its sanctions
and the US to stop military exercises with South Korea.

Zhang Diancheng, military newspaper freelance writer, said
the reason why North Korea continues to create tensions
is hoping to establish normal diplomatic relations with the US,
signing a peace agreement,
That way it will obtain a security guarantee for the
North Korean regime.

Political commentator Li Shan Jian: “So, North Korea and
the CCP has a relationship of mutual interests.
If you provide me with benefits, support, and help me to rule,
I’ll do something in return. Otherwise, we’ll say good-bye.
In reality, North Korea is also looking for
other possible assistance."

Li Shan Jian said if North Korea finds out that

the Western countries can offer greater assistance,
it will not rule out a Pro-Western policy.
The support from the CCP becomes its
gambling chip with the West.

According to South Korea’s “Central Daily" in the past 30 years,
China provided North Korea with U.S. $ 100 billion in aid.
In return North Korea has rewarded China
with only drugs and counterfeit money.
Based on a book published by John Everard,
former British ambassador to North Korea,
Korean people actually know nothing about aid from China.
Compared with the US, Koreans dislikes China even more.
