【新唐人2013年02月02日訊】去年5月，海外突然爆出中共國安部副部長陸忠偉的秘書，被美國中央情報局(CIA)策反並被捕的消息。這起間諜案成為20多年來中共情報系統最嚴重的叛逃事件。日前，再有海外媒體披露，這位副部長秘書被策反後抖出的第一件事，就是中共國安與公安部國內保衞局（國保）之間的惡鬥情況。程度之激烈，連美方都感到震驚。
英國廣播公司BBC中文網去年曾對相關消息做出報導，消息人士說，這名副部長秘書在去年1月到3月之間被捕。
海外《博訊網》1月30號消息披露，這位秘書變節後，向CIA出賣了大量中共情報和政法系統的機密，包括「國安」與「國保」這兩個神秘的中共專政機器，十年來的激烈內鬥，其中還提到了它們如何在前年的「茉莉花事件」中勾心鬥角、互相拆臺、邀功請賞的情況。
報導說，這些內情連美方都大惑不解，並感到深為震驚。
時政評論家伍凡指出，國安部和公安部是中共的兩大司法系統。政法委曾統管公安部、國安部以及司法系統，但實際上裏面的派系鬥爭非常厲害。
時政評論家伍凡：「因為他們背後具體的老闆不一樣，這是一個。還有共產黨內部是互相監視，深怕對方有任何動作我這邊不知道。互相鬥爭，互相政權獨立。」
去年6月8號，《博訊》的報導說，這位被策反的中共國安部副部長秘書曾向美國洩露，國安部與國保部這兩個部門的內鬥，已經激烈到你死我活的程度。例如，近年以維穩的名義，公安部門急速坐大，而國安部的工作卻受到一定打擊。因此，公安部門進一步搶權，把國安部的多項職能收到公安部。
法學和中國問題研究專家趙遠明：「它（國安部）獨立之後，這兩個部門有些業務就是成一種交叉狀態，所以他們兩個部之間就互相競爭，互相拆臺，這個現象時有發生，而且可能這麼多年以來愈演愈烈。」
美國消息人士透露，表面上看，公安部大獲全勝，但實際上國安部伺機而動，而且擁有比公安部先進很多的反間諜技術。
報導舉例，前重慶公安局長王立軍竊聽中共總書記胡錦濤等領導人的紅線電話，就是被國安部反間諜部門查獲的。另外，國安部近年通過技術手段，對一些囂張的公安部領導進行了監控與竊聽，對他們的情況瞭如指掌，據說這些人都有巨額財產。
伍凡：「各派老闆相互用這個東西作為一個工具，作為制衡對方的工具。共產黨是個黑道的利益集團，所以怎麼樣制衡對方的手段，他們統統有。中共的最高領導也希望你們下面這樣鬥啊，他好從中控制。」
另外，09年，報導披露，在一次國安部廳局長例行年會上，一位國安部高級官員突然離題發言，說自從前中共黨魁江澤民上臺後，公安部逐漸蛻變成腐敗的大本營，貪污腐敗到明目張膽的地步，公安部對官員分發的所謂「福利」，讓各大部委看得流口水。
趙遠明：「公安主要是對內，尤其現在社會群體事件越來越多，他們不光鎮壓，還邀功行賞，故意把事鬧大，然後他們好得利，好跟上面要設備、要人員、要經費。」
北京時政觀察人士華頗指出，這十幾年來中共的暴力維穩，導致了公安部一家獨大的局面。但他認為，這兩個部門不管如何鬥，都是黨拿來維持穩定、迫害民眾的工具。
華頗：「這種鬥是鬥而不破的，不會失控，他們只是內中的暗自較勁，表面的團結還會有的，還會維持表面的團結。」
不過據說這次的國安間諜案，使當時主管安全工作的政治局常委周永康受到巨大壓力。

Spy Case Explores Hot Battles between CCP State Security and Public Security. Shocks U.S.

attacked each other, scrambling for rewards, etc.
The report says that the U.S. was deeply shocked by this

Wu Fan, a political commentator, pointed out that
the State Security and Public Security
are two major judicial systems within CCP.
The Political and Judiciary Committee was the leading
Ministry of Public Security, and of the entire judicial system.

Wu Fan: ”The bosses behind them are different,
this is one point.
Another one is that all CCP factions are monitoring each
other, and each faction worries about unknown actions of the others.
They create intrigue among each other.”
On June 8 last year, Boxun reported that this secretary
told the U.S. that the struggle between State Security and
Public Security had reached the level of life and death.
For example, in recent years, the Public Security was
expanding rapidly with the excuse of maintaining stability,
but State Security was shrinking in the same period.
Then Public Security used this chance to grab
many functions from State Security.
Zhao Yuanming, an expert on law and China issues “After
the State Security separated from the Public Security,
the business of these two ministries was overlaid.
That’s the reason why these two ministries
have struggled and fought each other.
This phenomenon has happened before,
but has become worse and worse in recent years.”
An American news source said that the
Public Security looks like it is winning,
but in fact the State Security is biding it’s time and has more
advanced anti-spyware technologies than the Public Security.
The report gave an example. Wang Lijun, former chief
of Chongqing Public Security Bureau wiretapped
the red phone lines of Hu Jintao and other leaders.
However, he was seized by the anti-spyware division of
the State Security.
In addition, the State Security monitored and wiretapped
some arrogant leaders of the Public Security.
They know very well the profile of its officials and
that they have a huge amount of properties.
Wu Fan: “The bosses of each faction use (wiretapping)
as a tool to threaten others.
The CCP is an interest mafia.
It has many methods for controlling others.
The CCP’s highest leader likes their struggles
because they help him to control the factions.”
In addition, in 2009, a report disclosed that
a senior official of the State Security spoke in
a State Security department level annual meeting.
He said after Jiang Zemin took power, the Public
Security grew up into a stronghold of corruption.
The corruption of officials is flagrant and
their “benefits” are so attractive that officials from other ministries are very jealous.
Zhao Yuanming: “The Public Security mainly focuses on civil
matters, especially since there are more and more mass incidents in China.
They are not only repressing, but also asking for rewards.
They try to make the incident more serious,
so they can ask for more benefits from higher levels.
These would include equipment, headcounts and budgets.”
Hua Po, a Beijing political observer pointed out that,
over the recent over 10 years,
the CCP has used violence to maintain stability which has
made the Public Security stronger than other ministries.
But no matter how great the struggle between
the two ministries,
they are both the CCP’s tools to “maintain stability“
and to persecute people.
Hua Po: “This kind of battle is a struggle but not a break,
this means it will not get out of control.
They are competing secretly,
but maintaining the peace on the surface.”
However, it is said that this State Security Spy Case put a
huge amount of pressure on Zhou Yongkang, who was leader at that time.
