CCP Internally Fights Freedom Of Expression

The website of China-based The Paper launched a month ago.

Because it consistently exposes corrupt officials, recently,
it was criticized by the Chinese Academy of Social Sciences
(CASS).
They claimed The Paper doesn’t maintain a bottom line
and should be disciplined.
Commentators say that the Chinese Communist Party (CCP)
fight against rights of expression has intensified.

On Aug. 25, a CASS research center posted on their Weibo
(microblog): “Regarding The Paper’s series of improper
practices, the central leaders and relevant departments
timely issued serious criticism to correct it.
The criticism clearly requested all media follow the rule
of ‘one standard, open background and build
a strong bottom line.’
No exception allowed for any work unit.”

On Aug. 18, Chinese leader Xi Jinping asked that a new-style
media group with “diverse forms and advanced methods”
be formed.

The Paper’s website was regarded as one
of the examples cited by public.

Once CASS’s posts were published, discussion
among netizens was immediately triggered.
Many people said, “What does ‘The Paper’s series
of improper practices’ refer to”?
Whom is the “central leader and relevant departments”?

Sources say that The Paper is operated
by Shanghai’s Oriental Morning Post.
Since it launched on July 22, it became popular
for its exposure of corrupt officials’ inside stories.
It has a column called, “Story of Fighting Tiger,” which
reports dismissals of small and big “Tigers.”
Lu Wei, an officer in the central office, had been
to The Paper’s office for inspection work.

Liu Yinquan, US-based historian in Chinese history
says that this issue indicates that the struggle between
Xi Jinping and the Jiang faction has reached
its final moments.

Liu Yinquan: “I think CASS people who were against
The Paper are those who resisted Xi’s anti-corruption.
In other words, it was corrupt officials who
are against The Paper.
Furthermore, it was Jiang Zemin’s
corrupt officials’ counter attack.”

Sources say that Hou Huile, former Party secretary
of the CASS research center who publicized the news
regarding the criticism of the Paper.
He has always promoted anti-universal values.”

In the CCP’s Politburo, Liu Yunshan, who is in charge
of propaganda, had close links with CASS.

Zhang Yingwei, team leader of central disciplinary
department in CASS was said to be an ally of Liu Yunshan.
The both worked together for several years,
they were very close.

Liu Yinquan: “Liu Yunshan was in Jiang’s faction.
He is also very corrupt.
The media he controls are basically against
Xi Jinping and Wang Qishan.
We observed that he consistently created troubles.

I believe if Xi and Wang want to carry out anti-corruption
to the end, Liu Yunshan’s faction must be cleared out.”

On June 10, Zhang Yingwei claimed that CASS has four
major ideological problems and have been
“infiltrated by foreign forces.”
These extreme leftists have aroused public concern.

On July 10, CCP mouthpiece cited Zhao Shengxuan,
deputy president of CASS, who said that “those who have
violated disciplines and are unsuitable to currently
hold post will step down.”

Wu Jiaxiang, political scholar who was regarded as
a think tank of Zhongnanhai, says that the CCP
internal struggle is intensifying quite a bit,
and it is CASS that framed reformers led by Xi Jinping.
It is in order to let reformers take the “walking toward
bourgeoisie liberalization” blame.

Chinese senior legal expert Zhao Yuanming analyzes
that the next official to be purged could be Liu Yunshan.
The propaganda department will likely
be taken over by Xi Jinping.

Zhao Yuanming: “We observe what Xi Jinping intents to do:
First, diversifying media, in this case, even if Liu Yunshan
wants to control it, it will be difficult to control all.
Second, diversified media can break up
the traditional method and voices of propaganda.
There will be some new elements add in, and newcomers
will join and bring many new ideals and thoughts.”

However, The Paper still can’t excape from cycle
of “standing by the CCP’s side doing selective reporting.”
On Aug. 25, The Paper re-produced the Economists’ editorial.

The Paper deleted sentences that were not good for the CCP,
provoking many netizens’ criticisms.
