【禁闻】选择性反腐? 5月处分6万余人

【新唐人2014年07月12日讯】7月11号,中共纪委传出,今年1月至5月,给予党纪政纪处分的中共党员超过6万人,比上年同期增长34.7%。不过专家指出,中国民众每天都能看 到不断揪出大小老虎的消息,这条生产线如何铲除﹖而当局高喊反腐的同时,为什么把有助于反腐的公民抓起来?这种“选择性反腐”,又有什么效力?

中共《法制日报》7月11号报导,到5月底,中共纪委查处违反八项规定精神问题近4万起,处理5万多人,处分1万多人。今年1-5月,中共纪检监察机关给予党纪政纪处分62953人,比上年同期增长34.7%。

同一天,大陆《中新网》又传出,广州市副市长、增城市委书记曹鉴燎被双开。

不过,就在中共反腐运动如火如荼的同时,今年4月,4名要求官员公布财产的“新公民运动”成员,却被冠以“聚众扰乱公共秩序”罪名遭到判刑。

已故中共总理赵紫阳的秘书鲍彤撰文呼吁,中共反腐到了需要冷静思考的关头。

鲍彤说,环顾世界和中共历史,中共当今总书记习近平,无疑是打虎的大英雄。不过,鲍彤质疑,高喊反腐的同时,中共为什么要把有助于反腐的公民抓起来?这种“选择性反腐”,对源源不断新生出来的老虎又能怎么办?

已故中共总理赵紫阳秘书鲍彤:“如果反腐的主题是公民,我认为就不存在生存腐败的制度,只有腐败的个人,如果这个制度是不准老百姓反腐败的,这个制度就是要不断产生腐败的制度,在一个不断产生腐败的制度里边,根除腐败是不可能的。”

加拿大作家盛雪:“中共的反腐无非就是在清理自己的队伍,他是利用反腐从经济上找问题,在政治上下结论。今天中共的腐败已经完全不是个案性的腐败,它就是一个整个政权的腐败。”

在中共大老虎徐才厚落马后,日前香港媒体又传出,中共前军委副主席郭伯雄的儿子郭正钢夫妇,已经被军队纪委带走协助调查。

7月8号,中国大陆解禁了“郭伯雄被抓”的消息。

而7月7号,号称有一半将领是由郭伯雄提拔的“兰州军区”,进行了将领大调整,“兰州军区”有3人上履新职,包括:原军区副政委苗华,接任政委职务,原政治部主任范长秘,转任副政委职务,而来自济南军区的徐远林,则接任政治部主任职务。

同时,“兰州军区”有3名军官晋升为中将军衔,另外南疆军区、甘肃省军区、宁夏军区有7名军官晋升为少将军衔。

今年4月,海外中文网传出,郭伯雄清明节后,从家中被带走。外界都在猜测,中共军中的又一只大老虎何时抬出。

鲍彤:“就是领导人反腐,但是我知道的腐败分子都是领导人,那么就是自己反自己。只是领导人要去掉哪个腐败分子的时候,那个腐败分子到下台而已,但是不可能使腐败分子成为过街老鼠,人人都要打。”

在公布处理6万老虎的同一天,中共《解放军报》报导,中共中央军委在北京八一大楼,举行晋升上将军衔仪式,军委主席习近平向晋升上将军衔的军官颁发命令状。这次晋升上将军衔的4位军官是:副总参谋长戚建国,沈阳军区司令员王教成、政治委员褚益民,广州军区政治委员魏亮。

中共往年都是选择在8月1号晋升军衔,今年提前晋升的这些人物,被怀疑是取代反腐中倒下的老虎。那么有谁能保证这些新封的大将就不会成为腐败分子呢?

不过,《亚洲新闻周刊》总监黄金秋认为,如果习近平能在清理中共队伍万恶的腐败分子中树立威望后,再在引领中国走向民主中当选总统,比他在中共的统治中充当10年独裁者要划算的多。

Selective anti-corruption?
60,000 People Punished in 5 Months.

July 11, it is said by the Central Commission for Disciplinary
Inspection (CCDI), from January to May of this year, over 60
thousand party members received disciplinary sanctions,
which was a 34.7% increase over last year.
Experts pointed out that Chinese people could read information
about the capture of big or small tigers every day.
However, when can this production line be eradicated?

Why were the people who assisted the anti-corruption arrested
at the same time the authorities shouted anti-corruption?
What is the effect for such selective anti-corruption?

July 11, according to the Chinese Communist Party Legal Daily
report, by the end of May, the CCDI investigated nearly 40,000
problems in violation of the eight provisions; dealt with more
than 50,000 people and punished more than 10,000 people.
From January to May, there were 62,953 people who received
disciplinary sanctions from CCDI, an increase of 34.7%
over the previous year.

On the same day, it was rumored from mainland Zhongxin
website that Guangzhou Vice Mayor, Zengcheng party secretary
Cao Jianliao were doubly expelled.

However, four members of the new citizens movement,
who requested the officials to publicize their property were
sentenced on charges of disturbing public order in April when
the anti-corruption campaign was in full swing.

The late Chinese Premier Zhao Ziyang’s secretary Bao Tong
appealed to the Chinese Communist Party (CCP)’s
anti-corruption needs to think rationally.

Bao Tong said, the CCP General Secretary Xi Jinping is
certainly a hero to beat the tiger if we look around the world
and at the CCP’s history.

However, Bao Tong questioned why the CCP arrested citizens
who helped anti-corruption, while shouting anti-corruption?
How does such selective anti-corruption deal with
continual new tigers?

Bao Tong: If the anti-corruption theme is citizen, I believe
that there is no system to generate corruption,
but a corrupt individual.

If the system doesn’t allow people to act against corruption,
the system will continue to produce corruption.
It’s impossible to eradicate corruption under a system which
can produce corruption continuously.

Canadian writer Sheng Xue: CCP’s anti-corruption is nothing
more than cleaning up their own team.
They took advantage of anti-corruption to find problems in the
economy and get conclusions in politics.
Today, the CCP’s corruption is not a single case,
but regime corruption.

After the CCP’s big tiger Xu Caihou’s was given the sack,
it was rumored by Hong Kong media, the former vice chairman of
the Central Military Commission Guo Baixiong’s steel couple’s
son Guo Zhenggang were taken away by the
Military Discipline Inspection for investigation.

July 8, China lifted the ban on the information of
Guo Baixiong being arrested.

July 7, Lanzhou Military Region, which was known as half of
the generals were promoted by Guo Baixiong, had
big adjustments on the generals.

There were three people promoted, including: former deputy
political commissar Miao Hua, who took over the political
commissar; the former director of the Political Department,
Fan Changmi took over as the deputy political commissar.
Xu Yuanlin who was from the Jinan military region took over as
director of the Political Department.

Meanwhile, Lanzhou Military Region had three officers promoted
to the rank of lieutenant.
In addition, seven military officers from the southern military
region, Gansu Province Military Region and the Ningxia military
region were promoted to the rank of major general.

In April, the overseas Chinese website said Guo Baixiong was
taken away from his home after the Tomb Sweeping Festival.
Outsiders are guessing when another big tiger will be
carried out within the CCP military.

Bao Tong: it’s just the leaders’ anti-corruption.
As I know the leaders are corrupt;
so it means they are against themselves.

It’s only when the leaders want to get rid of the corrupt
and the corrupt step down.
It’s impossible to make corrupt members as a universal
target that everyone beats at.

On the same day of the 60,000 tigers announcement, the CCP
Liberation Army Daily reported that the CCP Central Military
Commission held the rank promotion ceremony at the Bayi
Building in Beijing.
CCP military chief Xi Jinping awarded mandamus to the officers
who were promoted to the rank of general.
The four promoted officers are: Deputy Chief Staff Qi Jianguo,
the Shenyang Military Region Commander Wang Jiaocheng,
political commissar Chu Yimin, political commissar of the
Guangzhou Military Region, Wei Liang.

Normally, the CCP promotion takes place on the 1st August.

It is suspected to replace the fallen tigers for this
year’s earlier promotion.

Who can guarantee the newly promoted general will not
become corrupt generals?

However, the Yazhou Zhoukan director Huang Jinqiu believes,
it will be more cost-effective for Xi Jinping to assert himself
after cleaning up the corrupt in the CCP team, and lead China
toward democracy as the elected president than to be a
dictator for ten years in the CCP.
