【新唐人2014年05月28日訊】中共為阻止「六四」紀念活動在中國大陸舉行，已提前開始抓捕、軟禁和監控人權運動和異議人士及宗教人士。與此同時，當局還發表了2013年的人權事業白皮書，從多個方面聲稱中國人權的所謂「進步」。有大陸民眾認為當局說謊，也有的認為，當局的做法只是為了沖淡大陸內、外對「六四」25週年的關注，下面請看報導。

今年是「六四25週年」，全世界聚焦中國的人權問題。5月26號，中共國務院新聞辦公室發表了《2013年中國人權事業的進展》白皮書。全文大約有2萬1000字，涵蓋了民主權利、言論自由權利、人身權利等九個方面。而且強調，人權事業在中國的發展「取得的進步有目共睹。」

中共當局在這時候發表人權白皮書，大陸維權人士胡佳認為，是別有用心。

大陸維權人士胡佳：「它明知道六四即將到了，它在六四前整十天的時候拋出這麼一個《人權白皮書》，他就是要先做鋪墊，先聲奪人，它就是要衝淡六四這個時機對於歷史真相，以及社會現實的回顧、反思加以對這個社會現實的討論。它是要在這裏把這個水攪渾。把大家凝聚中國人權的聚焦沖淡。」

胡佳認為，中共官方越提中國的人權，越說明中國人權問題突出。

胡佳：「我就是說這個其實很簡單，你就讓撰寫這份白皮書的人到我家來就可以了，因為我家樓下是一群便衣，他們坐在樓道的門口，坐在院子的門口，攔截我外出到今天已經多達93天，我覺得它能夠用《人權白皮書》裏面的進步、客觀，把這個解釋清楚的話，那我真的是會對他佩服的五體投地。」

在此之前，胡佳遭到中共當局警告：不得參加「六四」紀念活動。如果他身穿黑衣去北京天安門，當局將以「組織煽動顛覆國家政權罪」重判他至少12年監禁。

而大陸網友周先生，對於中共當局的人權白皮書，也大不認同。

大陸網友周先生：「那是放狗屁吧，今年我覺得喝茶、刪貼、封號這些，侵犯最基本人權的事情越來越多，拘留已經是家常便飯了，而且抓人都是隨隨便便的理由一大堆，長期羈押、超期羈押又不審、又不判，所以說它這個白皮書，至少我是鄙視的。」

據了解，中共從1991年開始發表中國人權白皮書。剛剛發表的2013年中國人權的總結報告，是第13份人權白皮書。在這份白皮書中，中共當局還列舉了備受爭議的網路言論，來表明中國人享有民主權利和自由。

周先生：「他們所說的言論自由就是茶餘飯後說說鄰居家的事情，但是對社會的看法、關注社會方面的自由，我覺得沒有。說民主，我沒看到有民主，警察隨便可以抓人，現在抓人不用拘捕證、傳喚證，就隨便可以抓人的。我們沒有任何選票，我們不能決定政府的任何事情，你說這叫有民主嗎？」

今年年初，人權捍衛者曹順利在被拘捕期間經受折磨，隨後去世。而中共當局對維權人士、異見人士的打壓也一再加劇，隨著「六四25週年」的臨近，大陸各地更見瘋狂抓人，大量異見人士被限制自由、「被旅遊」等，中國的人權現狀與中共當局所說的人權狀況大相逕庭。

很多人認為，當局在「六四25週年」之前發表人權白皮書，有它的目地。

旅美時事評論員邢天行：「我覺得這是中共一貫的撒謊一種手段了，尤其是它人權問題遭到國際抨擊的時候，它就會極力的通過出這樣、那樣的文章或書籍，來為自己洗白。其實它自己也知道的，這種洗白只能是欺騙中國國內的老百姓，它也是藉此給國內的老百姓來洗腦。」

也有大陸民眾表示，如果中共當局對中國的人權狀況真的有自信，根本不需要抓人，也不需要擔心國內、外的民眾、媒體、組織說甚麼，或做甚麼。所以當局在這時抓人、維穩，更顯得政權的不穩、和恐懼。

China Issues Dubious “White Paper" on Human Rights prior to June 4

The Chinese Communist Party (CCP) has launched widespread

arrests,detention, clamp down, kidnapping and monitoring of

activists, dissidents, and people of religion,

earlier than expected, in order to destroy the June 4 Memorial

in China.

The CCP’s recent publication of the “white paper" on China’s

Human Rights in 2013 claimed ‘progress’ made in China.

Some people call it deceptive, while others believe the ulterior

motive behind the white paper is to divert attention away from

the 25th anniversary of the June 4 Massacre.

The following is our report.

As the world is focusing on China’s human rights abuses for

the 25th anniversary of June 4 Massacre, the CCP State

Council published the White Paper dubiously called:

“Progress in China’s Human Rights in 2013″ on May 26.

In about 21,000 words, the White Paper covers nine aspects

such as democracy, freedom of speech, personal rights,

and so forth.

It bleats that “China’s progress in its human rights

undertaking is there for everybody to see."

Chinese activist Hu Jia comments that the white paper is published

with an ulterior motive.

Hu Jia, activist: “It is clear that June 4 is approaching.

Within 10 days prior to June 4, the human rights White Paper

is to pave the way to whitewash the historical facts and deflect

any discussion of social reality about the June 4 Massacre.

It is to stir the muddy water and dilute the issue of human

rights in China."

Hu Jia believes that human rights abuse issues in China are

obviously made more prominent by the fact that the CCP is

talking more about human rights in China.

Hu Jia: “I have to say that it is actually very simple.

Just ask the person who wrote the White Paper to come to my

place, I have a group of plainclothes downstairs.

They have been there to stop me from going out for more than

93 days now.

If he can explain it clearly what the so-called ‘progress’ is,

I would say I really and totally admire him."

Earlier, Hu Jia was warned: Do not participate in the June 4

memorial activities.

If he goes to Tiananmen Square in black, Beijing will put him

in jail for at least 12 years on the charge of “inciting

subversion of state power".

The Chinese netizen Mr. Zhou strongly disagrees with the

CCP’s so called human rights White Paper.

Mr. Zhou, Chinese netizen: “It is total BS.

I feel there are more violations against human rights this year,

such as ‘tea drinking’, deletion, and blocking Internet accounts.

Detention is common, arrest is done for many

casual reasons.

No trial for any of these prolonged and extended detentions.

I despise the so-called White Paper."

It is understood that the report on 2013 human rights in China

is the 13th White Paper the CCP has published since 1991.

This year, the CCP listed the controversial Internet speech to

show that Chinese people “enjoy the expanded space of

freedom of speech".

Mr. Zhou: “The so-called freedom of speech is about the

gossip of your neighbors.

I don’t think there is any freedom to express opinions on

social issues.

Democracy? I do not see any democracy.

The police arrest people at will, without a warrant or subpoena.

We don’t vote, we can’t decide anything the government is

doing. Do you call it democracy?"

Early this year, human rights defender Cao Shunli died of

torture during detention.

The Marxist regime has intensified suppression of human rights

activists and dissidents with the approaching of the June 4 Memorial.

There are arrests, restrictions of freedom, and forced travel

on a large number of dissidents.

It is the opposite of what the CCP has claimed.

Many people believe there is an ulterior motive behind the

the so called White Paper before the 25th anniversary of the

June 4 Massacre.

Xing Tianxing, commentator: “I believe it is the routine lying

tactic of the CCP,

especially when human rights abuses are criticized by the

international community.

They are trying to white wash with these types of articles or

books.

They are further brainwashing the people because they

know these tactics would only work on the Chinese."

Many people believe that the CCP would not have to conduct

arrests or be concerned about what the community has to say

about China’s human rights issue if the CCP was confident of

its human rights standards

Any arrest and stability maintenance will only show the

instability and the fear of the regime.
