【禁闻】争夺维稳奖金 访民成“战利品”

【新唐人2013年04月30日讯】北京的警察和武警把访民当“战利品”争夺,并大打出手,武警还让访民作证警察打人。大陆民众认为,这是中共政权暴力维稳而分赃不均的“丑闻”,说明维稳已经形成经济链,好多人要靠“维稳”吃饭、挣钱。同时,全中国有很多访民,中共当局根本不想解决问题,而是让这个“维稳产业”继续维持下去。

大陆《维权网》报导,16名浙江杭州维权人士4月25号下午在天安门上访,他们被武警发现问话的同时,跑过来两名警察。

据其中一位访民陈美佳透露的现场情况,那两名警察跑过来一听是杭州来的访民,又是这么多人,眼睛都发亮了,说“发财了”。

后来两名武警和两名警察、及两名保安把这16名杭州访民押上车时,一名武警说,这些访民是他们发现的,因此奖金他们也有份。

当访民把身份证交给武警时,警察要武警交给他们,武警不肯,警察就叫他“滚下去”,武警不下车,两个警察就狠狠的揍了这名武警。

浙江杭州访民杨云彪:“警察不让武警干涉我们的事情,武警掐他脖子,要打他(警察),后来,对讲机对过去,叫人过来了。”
《新唐人》记者:“听说还让你们作证,有吗?”
杨云彪:“对,有! ”
记者:“谁让你们作证? ”
杨云彪:“是武警!他们的意思就是说当时的情况,公安有没有动手打人?后来他们武警赶到派出所来问这个情况,就是把我们的情况问好之后,他们(武警)去找他们派出所领导人。”

报导说,北京警察把杭州地方政府视为“聚宝盆”,把杭州访民看作“摇钱树”。

据访民介绍,北京警察每抓住一名访民,杭州当局都会给三万至五万元“奖金”。此外,访民被抓到北京“马家楼”黑监狱后,北京方面每天向浙江方面收取访民的所谓“食宿费”,每名500元。正因为访民身上有油水可榨取,所以北京的警察和武警把访民当“战利品”争夺。

权利运动创始人胡军﹕“劫持维稳人员,地方要付费的。现在就是说维稳这一块,我们知道,北京发生了大的变化——以前的话是武警和公安都由政法委来统一指挥和调动,那现在武警和公安有所分离,就是资金的划分问题,就开始产生矛盾和分歧。”

维稳资金被维安人员强夺,说明中共内部什么问题呢?

大陆人士张先生﹕“说明现在中共暴力维稳,已经形成经济链,形成产业化了!就像计划生育一样,严重系统性侵犯人权的恶劣行为。好多人要靠这个吃饭,要靠这个挣钱。全国有很多访民,它(中共当局)根本不想解决问题。”

据报导,这16名杭州访民是在4月22号到北京上访,主要是反映地方政府非法征地拆迁,和十八大、及两会期间被绑架和非法拘禁。22号当天他们就被关进“马家楼”。25号他们从“马家楼”放出来后,又到了天安门广场,于是发生了北京武警和警察把他们当战利品争夺的一幕。

杨云彪﹕“现在我们当地政府驻京办雇用黑保安把我们绑架回来了,被押回来10个人。我们当地的公安分局把我们带到他们分局里去询问去了。就是我们地方政府太黑了,我们地方政府把我们的财产抢去也不还给我们了,他们要我们回来谈,他们也不找我们谈,反正一直拖下去吧! ”

据了解,27号下午,又有两辆公交车载满各地的上访维权人士,送进“马家楼”关押。

大陆张先生表示,中共供养的人越来越多,财政收入不够他们分赃,因此各自利用手中的权力对民众进行抢劫。他认为,中共现在越来越黑社会化。而因为内部为争夺利益互相斗争,社会矛盾也积累严重,因此将加剧中共的灭亡。

Fight for Bonus, Petitioners Became Booty

Police and armed police in Beijing take petitioners as
“booty,” and the competition has developed into violence.
Armed police ordered petitioners to testify
against the Policemen’s violence.
People think it as a scandal of imbalanced interest allocation
among of the Chinese Communist Party (CCP) regime.
CCP’s “Stability Maintenance" has involved into an
economic chain and many people depend on it.
With so many petitioners in China,
the CCP does not want to solve any problem.
It just wants to keep the “Stability Maintenance” business.

According to China’s wqw2010.blogspot.com,
16 human rights activists from Hangzhou, Zhejiang Province
went to Tiananmen Square to appeal in the afternoon of April 25,
they saw two policemen running toward them
when they were questioned by the armed policemen.

One petitioner Chen Meijia revealed that the two policemen
were very excited and said “Fortune Came!” when
they got to know there are so many petitioners from Hanzhou.

When two armed policemen, two policemen and
two security guards took the petitioners in a vehicle,
one armed policeman said that they should get
the bonus too as they found these petitioners.

The police asked the armed policemen to pass over the ID
of the petitioners, but the armed policemen did not follow.
The policemen asked him to “get out,”
and beat the armed police as he refused to do so.

Petitioner Yang Yubiao: “The police did not want the
armed police to get involved.
The armed police squeezed the policeman’s neck
and was about to beat the police.
Later, they talked over the walki-talkie and got more people.”
NTD reporter: “I heard they asked you to be witnesses?”
Yang Yunbiao: “Yes!”
Report: “Who asked you to be witnesses?”
Yang Yunbiao: “The armed policemen!
They wanted us to say whether the policemen hit them.
Later the armed policemen went to the police station.
They got the information from us and
went to the police station to talk to their leader.”

According to the report, Beijing police think
Hangzhou local government as “Treasure Box”
and petitioners from Hangzhou as “Money Tree.”

Petitioners said that the Beijing police gets
30,000 to 5,000 yuan from the Hangzhou government
for arresting of each petitioner.
In addition, Beijing asks for 500 yuan “boarding fee”
for each petitioner who is sent to the Majialou Prison.
Therefore Beijing police and armed police fight over
petitioners as booty.

Rights Campaign founder Hu Jun: “Local government
needs to pay for stability maintenance personnel.
There has been a big change in Beijing.

In the past, armed police and public security are both
controlled by the Politics and Law Committee.
Now they are separated.
So there are conflicts over money.”

What does grabbing money indicate about the CCP?

Mr. Zhang from China: “CCP’s violent ‘Stability
Maintenance’ has evolved into an economic chain.
It is like the Birth-Control policy,
which seriously violates human rights.
Many people depend on this and make a living out of this.
There are many petitioners in China.
The CCP does not want to solve any issue.”

According to the report, the 16 petitioners
arrived in Beijing on April 22,
to report about local government’s illegal
land purchase, demolition and relocation,
and illegal arrest and detention of them
during the Two Sessions.
On April 22 they were sent to the Majialou Prison.

On April 25, they were released and went to Tiananmen
Square. That’s when and where the incident happened.

Yang Yunbiao: “Local government’s office in Beijing
hires the public security to kidnap us and sent us back.
Ten people were sent back. The local public
security bureau took us for interrogation.
The local government is too bad.
It does not return the assets they robbed from us.
They wanted us to come back to discuss.
Bu they do not talk to us. This will drag along.”

Accordingly in the afternoon of April 27,
two full bus loads of petitioners were sent to Majialou.

Mr. Zhang from China said huge amount of money is not
enough to allocate among the staff hired by the CCP.
So they use their power to rob people. He thinks
the CCP is more and more like a mafia organization.
Its internal struggles and social contradictions will
accelerate the collapse of the CCP.
