【新唐人2013年01月24日讯】中共总书记习近平,1月22号向党内反腐败官员说,打击腐败要坚持“老虎”、“苍蝇”一起打,不管涉及到谁,都要一查到底。不过,什么样的官员才是“老虎”级别的?包不包括江泽民、李鹏、周永康等人?分析指出,习近平真想反腐,政治局常委都要挨个“摸一摸”。

中共喉舌《新华网》报导,习近平在22号举行的中央纪律检查委员会会议上说,坚决查处领导干部违纪、违法案件,“老虎”、“苍蝇”一起打。不过,什么样的官员才算是“老虎”级别的,报导并没有详细的说明。

旅居美国的中国社会问题研究人士张健表示,习近平真想打老虎,就应该从江泽民、周永康这样的老虎开始下手。

旅美中国社会问题研究人士张健:“习近平的苍蝇老虎一起打是挺有意思的一件事情,我不认为习近平敢动老虎,如果敢动老虎,像江泽民、李鹏等等以前的那些中央的政治局常委, 都要挨个摸一摸,包括周永康和血债帮的。”

时事评论家横河则表示,“打老虎”涉及中共权利集团之间的权力平衡问题,因此,即使打到政治局委员一级,也是有潜规则的。

横河:“打苍蝇是反腐历来就这么做的,其实打老虎历来也这么做,老虎到哪一级,一般来说,老虎是从平民混上去的,中共的高官,到了什么人大常委会副委员长,都可以照打不误,但是,真正的红二代、红三代的这种老虎,就很难去打了。”

北京的独立记者、自由撰稿人高瑜在接受英国广播公司(BBC)采访时说,习近平所说的“老虎”,可能暗指中共中央家族中的另一些贪腐人物,可能将在两会之后打出一、两只“活老虎”。

此外,海外媒体引述哈佛大学费正清中国研究中心教授马若德(Roderick MacFarquhar)的话说,既得利益集团在中共的腐败体制内已经根深蒂固,习近平不会深入反腐和冒险改革,因为搞不好就会触发巨变,导致政权颠覆。

而时事评论员史达表示,大家都说,中共已经烂掉了,不论是打“老虎”和“苍蝇”,打轻了,无济于事;打重了,伤筋动骨,动了中共统治的根基,就会亡党。

史达:“如果习近平要反腐,那就打到底,就不要去管什么亡不亡党,因为这样才会给中国一线希望。否则,如果他是反腐、打老虎是有限的,或者是假的,那么后果就是亡党以后再亡国。反过来讲,亡党救国是好事,亡党亡国才是中国最大的悲剧。”

胡锦涛在去年“十八大”报告中严厉警告:反腐败问题解决不好会对党造成致命伤害,甚至亡党亡国。而习近平首次以总书记的身份主持中央政治局会议,在反腐问题上,也特别强调,腐败问题越演越烈,最终必然会亡党亡国。

张健:“中共灭亡是大势所趋,历史的必然产物,它就一定会灭亡,但中共怎么亡法,选择与中共的党魁与中共体制内的人物,他对自己的一个权力…还政于民,还是残暴于民,如果他能使中国走向民主自由这条道路,那么,中共灭亡他们就会变成历史的一代圣君,他们的名字将在中华历史上,被人们牢牢记住,是一个英雄的形象。”

时事评论员史达也认为,打掉了中共党的腐败,灭了中共,但救了中国,对习近平来说,这可能是最有意义的结局。

Standing Committee Members Included in Anti-Corruption?

Chinese Communist Party (CCP) General Secretary Xi Jinping,
said on 22nd January to the inner-party anti-corruption officials,
they should adhere to fighting both the tigers and the flies;
no matter who is involved, they should be investigated to the end.
However, which officials are on the level of a tiger?
Are Jiang Zemin, Li Peng, Zhou Yongkang and others included?
The analysis pointed out that if Xi Jinping really wants to be
anti-corrupt, he has to check on each member of the Politburo Standing Committee.

CCP mouthpiece Xinhua Network reported, Xi Jinping said
in the meeting of the Central Commission for Disciplinary
Inspection held on 22nd January, he was resolute in
investigating and dealing with leading cadres’ illegal cases,
and would fight with both the tigers and the flies.

However, as to the details of which officials
were considered as tiger level, there was nothing.

Zhang Jian, a China social problems researcher living in
the US, said if Xi Jinping really wants to fight the tiger,
he should start with Jiang Zemin and Zhou Yongkang.

Zhang Jian: “Xi Jinping’s fighting against the tigers and
flies together sounds very interesting.
I do not think that Xi Jinping dares to touch the tiger.

If he dares to, those former central Politburo Standing
Committee members like Jiang Zemin and Li Peng should all be investigated,
including Zhou Yongkang and the blood-debt group.”

Commentators Heng He said, fighting with tigers is related
to the power balance between CCP interest groups.
So even if the investigation involved the level of the
Politburo members, there are still some unspoken rules.

Heng He: “Anti- corruption has always been fighting
with the flies, as well as the tigers.
But to which level do the tigers reach?
Generally, if tigers were promoted from civilians,
no matter what high rank officials they were, even as the vice
chairman of National People’s Congress Standing Committee,
they could be investigated without a problem.

But for the second or third generation of CCP officials,
it is difficult to deal with.”

Independent journalist, freelance journalist Gao Yu accepted
the interview of the British Broadcasting Company (BBC) and
said Xi Jinping’s fighting with tigers could possibly mean some
corrupted figures of the CCP Central Committee members, and
he may deal with one or two of them during the two sessions.

In addition, foreign media quoted Roderick MacFarquhar,
a professor at Harvard University, and said that
the interest groups have been deeply-rooted
within the corrupted system of the CCP.
Xi Jinping will not go into anti-corruption too deeply
or reform with risks, because it might trigger upheaval, leading to regime changes.

Political commentator Shi Da said, everyone says
the CCP has decayed, no matter if fighting with tigers or flies,
if you fight lightly, it is useless; if you fight heavily,
it would shake the foundation of the CCP, leading to the downfall of CCP.

Shi Da: “If Xi Jinping wants to be anti-corrupt, then he
has to play to the end, not caring if it will cause the downfall of the CCP.
Because only this way, will China have a glimmer of hope;

or else, if fighting with tigers is limited, or false,
then the results would be the downfall of the CCP and China.
On the contrary, if the CCP fell down and China is saved,
that too, is good.
If both the CCP and China collapses
that would be the greatest tragedy.”

Hu Jintao received a stern warning in the 18th NPC report, the
anti-corruption problem could cause fatal injuries to the CCP if not solved well, even ruining the CCP and China.
Xi Jinping held Politburo meetings for the first time
as the general secretary of the CCP.
On the anti-corruption problem, he emphasized, “if corruption
got worse, it would ruin the CCP and China in the end.”

Zhang Jian: “The demise of the CCP is a general trend,
an inevitable product of history, it will perish.
But how will the CCP perish?

If the CCP leader and members could give back their power to
the people, leading China down the democratic path,
then after the demise of the CCP, they could become a monarch
in China, and their name will be remembered in history and by the people as a hero.”

The political commentator Shi Da believes if he wipes out
corruption in the CCP, and terminates the CCP, but saves China, it could be the most meaningful outcome for Xi Jinping.
