【禁闻】SARS后北京学会不隐瞒?

【新唐人2012年7月26日讯】21号的暴雨灾害过去了几天,北京市在22号晚间公布的雨灾遇难人数37人,一直没有更新,面对民间强烈呼吁公布伤亡详情、公布遇难者名单的声音。北京市新闻办在24号邀请境外媒体,表示经历过非典考验,政府不会隐瞒伤亡和灾情。但媒体人指出,在现行体制下,要完全公布恐怕很难。

《福布斯》中文网25号凌晨在《腾讯》微博上发帖“北京雨灾死亡人数恐将继续上升”,其中引用网友王小川的微博消息“今晚得知了北京大雨死亡人数,震惊,10秒钟说不出话来了,超出我任何理性、感性、认知、想像。政府过两日会公布数据,我无胆说出来。”另外,《人民日报》在22号发的微博指称,伤亡人数“数据将会很沈痛”。 类似的种种迹象显示,官方掌握的数字已经超过公布的37人,只是没有更新。

大量网友呼吁官方公布37名遇难者名单,以便核对和公众知情。微博上有网友直言“请不要忘记2003年的非典!瞒报数据~后果自负!”

《长城抗战网》总编贾元良指出,公布遇难者名单是必须要做的事,理应成为一种深厚的人文传统,理应成为北京精神的实践典范。

贾元良:“从政府信息来看,37人,他已经知道25人的身份名称了,他最起码首先应该把这25个人的名单公布出来。反正这种越拖延越对政府越不利。而且公布名单也是对死者的一个尊重,是体现中华传统文化的一个重要组成部分。”

在北京官方宣布已经确认了身份的22名遇难者中,官方只公布了其中三名官员的姓名,包括一名公安派出所长、一名镇长、一名副镇长,并指称他们是因公牺牲。

香港《苹果日报》对此批评说,官方不能“选择性”的公布遇难者名单。并指出,每逢发生重大的天灾人祸,内地传媒首先出现的名单仍然是官员的姓名,要嘛是发出指示的领导人名单,要嘛是陪同领导人到现场的官员的名单,其中显示的是“官本位”观念,显示的是对遇难者的不尊重、对生命的轻蔑。

前《河北人民广播电台》编辑、自由撰稿人朱欣欣指出,这是官方的新闻导向。

朱欣欣:“它实际上也是在诱导新闻的导向,所谓的我们这些官员们也在努力,也在救灾。它实际上是,变相的在美化这个政府。还是它的这种‘官贵民轻’的这种‘官本位’的倾向。”

面对民间质疑的声浪,北京市政府新闻办在24号召开新闻发布会,新闻办主任王惠称,说北京市政府经过SARS的考验,不会再隐瞒伤亡数字。

朱欣欣:“要是一一公布,完全公布出来我觉得很难。凡是一出了事之后,政府总是首先考虑到他们自己,对自己是不是有利,而不是首先是民众的利益,因为这就是中国这种体制所决定的。一切的都是以官方的这种权利为核心,为最高的利益。”

事实上在雨灾后,北京市长郭金龙就在22号晚上“高调”探视房山区,并下令要地方官员报告实际死亡人数、并且及时公开灾情。但就在同一天,郭金龙又要求,当前要把工作重点转到“救灾善后维稳”,“确保社会稳定,以优异成绩迎接党的十八大胜利召开”。市长从“亲民”立刻变脸要“维稳”,网友说“心都凉了”。

星期三,《新华网》更报导:郭金龙已经“辞去北京市市长职务”,网上针对他是否“引咎辞职”的帖子大多被删除。《德国之声》报导,“北京正副市长辞职是虚晃一枪”,并指出,郭金龙已于7月4号被任命为北京市委书记,他的辞职并不在意料之外,似乎是在政治生涯中又往前迈进一步。

《苹果日报》的评论说,所谓以人为本,所谓政治改革,中共已空谈了多年,真的稍有诚意,何不从公布遇难者名单这样一个细节做起?何不从减少高官名单霸占报章版位开始?

Has Beijing Learned Its Lesson from Concealing the SARS Death Toll?

After the storm on the 21st, Beijing reported,
on the 22nd, that 37 were killed, but there have been no updates since then.
The public is asking for a name list of the deceased.

Beijing News Office invited foreign media on the 24th,
saying after SARS, the government does not hide any death tolls.
However, some journalists said that under
the current system, it is difficult to accomplish that.

Forbeschina.com’s micro-blog post on the 25th
stated the death doll from the storm is rising.
Wang Xiaochuan’s micro-blog stated,"Shocked,
when learning the death toll, can’t speak for 10 seconds.
Beyond my perception, or imagination.
The authority will announce new number. I dare not to say it."
A micro-blog from People’s Daily on the 22nd
said the number is heartbreaking.

Evidence shows that the authority knows of
a much larger number, but has not released it.

Netizens asked for a official name list of the 37
deceased. Some netizens said, “Don’t forget SARS.
Hide the number, you will pay the consequence."

Chief Editor of cckz1933.cn, Jia Yuanliang said
that it is a necessary to release the name list.
It shall be a humanitarian tradition,
a practice of Beijing Spirit.

Jia Yuanliang:"According to official information,
37 died. They know the identities of 25.
They shall release them.
The delay is no good for them.
Announcing their names is showing respect to them.
It is part of Chinese traditional culture."

Beijing said they have confirmed the identity of 22.

Among them, only 3 officials’names were announced,
including head officer of a police station, a mayor of a town, and one deputy mayor.
The authority said they died during their public duty.

Apple Daily in HK said authorities shouldn’t
be selective regarding the name list.
Every time, when there is disaster, mainland media
will first release the name of deceased officials,
or those who give out the instructions,
or the officials who visited the site.
It reflects a notion of officials before the people.
There is no respect for the victims, which is ignorant of life.

Former journalist Zhu Xinxin from Hebei Radio
said the regime controlled the news.

Zhu Xinxin: “They are actually misleading the news,
by saying the officials are working hard and are helping.
They are propagating for the regime. The core is
their concept of officials before the people."

Pressured by public criticism, Beijing held news
conference on the 24th.
The news officer said that drawing on lessons
from the SARS incident, Beijing won’t hide any death toll.

Zhu Xinxin: “I think it is very difficult to announce
all names.
Once there is disaster, the authority’s first priority
is themselves, which benefits them first, not the people.
It is a result from the current system. The authority’s
power is the core interest, the highest interest."

After the storm, Beijing mayor Guo Jinlong
visited Fangshan on the 22nd,
asking local officials to report the real death toll
and release it timely.
However, the same day, he said the focus of
current work switched to “maintaining stability and
welcoming the 18th Party Congress with
excellent performances."
The mayor changed from caring about the people
to maintaining stability. Netizens said,"My heart felt cold."

Wednesday, Xinhuanet.com reported
that Guo has resigned his mayor’s position.
Most online posts about his resignation
due to being blamed were deleted.
German Voice said his resign is just a show,
because he was appointed as the Party Secretary of Beijing on July 4th. His resignation is a step forward in his political career.

An Editorial from Apple Daily stated the CCP has
chanted many years about putting the people first and about political reform.
If they are serious, why didn’t they start with a small
thing like releasing the name list or reducing their high officials news coverage?
