【禁闻】重庆警方高层“去薄化”大清洗

【新唐人2012年7月9日讯】日前,王立军案件再次曝出新消息。有海外媒体透露,中纪委已经拘捕了两名王立军的亲信,另一名与王立军关系密切的警官也被免职。评论认为,这些行动显示,“薄王案件”的处理,已进入一个关键性阶段,对两人处理结果的轻重,将会随着各派博弈局势的变化而变化。

美国《纽约时报》7月6号报导,两名被捕的高级警官和王立军有密切关系,他们是重庆市公安局副局长唐建华,和前渝北分局局长王鹏飞。两人都已经被中共中央纪律检查委员会押送出重庆。

而王立军的另一名亲信,重庆市公安局刑事警察总队总队长李阳,遭到免职的消息,在前不久已经被中共当局证实。

王立军被任命为重庆市公安局局长后,王鹏飞和李阳从辽宁跟随他到重庆就职,协助开展了所谓的重庆“打黑”运动。

唐建华也是王立军“打黑”的亲密战友,曾在2010年2月28号因“打黑除恶”被记“一等功”。

时事评论员夏小强:“中共在8月份的北戴河会议上,将会确定十八大会议上高层的人士安排,在此之前,他们必须要对王立军和薄熙来案件的处理有一个定性和结果,这个结果也会对周永康及其势力的未来有很大影响。现在传出对王立军原部下被逮捕的消息,是顺理成章的事情,这是中共高层要宣布处理王立军、薄熙来前的一个信号。”

另外,《新华网》在7月6号证实,此前担任重庆市委常委、政法委书记的刘光磊,被调任“农村工作小组”组长,由重庆市副市长刘学普接任政法委书记。

09年起,担任重庆政法委书记的刘光磊,一般认为,对协助薄熙来“打黑”负有不可推卸的责任。

“英国广播公司”《BBC》认为,这一系列“去薄化”的举措,也许标志着对王立军案的调查,进入了一个关键性阶段。

在德国北威州行政管理学院任教的政治学博士彭涛表示,“薄王事件”让中共的内斗摆到了台前,在“中共高层没有绝对强人”,和越来越不稳定的情况下,各派的博弈和妥协,拖延了案件的处理时间。

彭涛:“中共党内的政治斗争不得不公开化,这是他(薄王案)最大的一个影响。因为大家已经知道,党内已经没有一两个人说话算数的时代了,谁也管不了谁。”

《纽约时报》引用重庆和北京政治观察家的话说,王立军可能被控“叛国罪”。一位同警方有联系的人士则说,中央调查人员已经指派很多官员,收集重庆警方最近几年实施酷刑的证据。这位人士说,“王立军面临的指控可能比普通人想像的要严重得多”。

不过,也有观点认为,由于王立军曾协助调查薄熙来家丑闻,中共当局可能会对他从宽处置。

夏小强:“胡锦涛对薄熙来、王立军处理结果的轻重,是根据局势而变化的,那么现今,周永康势力僵而不死的、他们在中国各地制造事端的现实情况来看,有可能会使胡锦涛对薄熙来、王立军下狠手—-重判,来应对周永康的挑衅。”

《纽约时报》还引述消息人士的话指称,王立军案最早可能会在这个月开审。审判地点可能是安徽省。

Chongqing Senior Police Purge “Bo”

Recently, more news has been
exposed on the Wang Lijun case.
Overseas media reported that the Central Commission
for Discipline Inspection has arrested two of Lijun’s cronies.
Another police officer also close
to Wang has been removed.
These actions show that the cases of Bo Xilai
and Wang Lijun have entered a critical stage.
Changes in the coming days may alter
the handling of these two cases.

The “New York Times" reported on July 6 that two senior
police officers closely related to Wang Lijun were arrested.
They are Tang Jianhua, Deputy Director of Chongqing
Municipal Public Security Bureau and Wang Pengfei,
former Yubei Branch Secretary.

Both have been escorted out of Chongqing.

The removal of Li Yang, another of Wang Lijun’s cronies
and Captain of Chongqing Public Security Bureau
Criminal Police Corps, has also been confirmed
by the Chinese central authorities.

After Wang Lijun was appointed Director of Chongqing
Municipal Public Security Bureau,
both Wang Peng-Fei and Li Yang came from Liaoning
to assist Wang in the “anti-black" movement.

Tang Jianhua is also Wang Lijun’s close “anti-crime" ally.
He was highly rewarded in the February 28, 2010.

Xia Xiaoqiang, current affairs commentator: “A meeting
at Beidaihe will be held by the Chinese Communist Party (CCP) in August.
This will be to determine the arrangement
of senior levels.
Prior to this, they must have a definitive result
of the Wang Lijun and Bo Xilai cases.
This would have a significant impact
on the future of Zhou Yongkang.
Given this, revealing the arrests of Wang’s
helpers now is the logical thing.
It is a signal from the high level CCP that they
want to deal with Wang Lijun and Bo Xilai.

On July 6, State run Xinhua News Agency confirmed
Liu Guanglei, the Politics and Law Committee secretary,
previously served on the Chongqing Municipal Committee.
He was transferred to be Leader of the Rural Working Group,
and was successor to the Politics and Law Committee
secretary of Chongqing Vice Mayor Liu Pu.

Since 2009, Liu Guanglei had served as secretary of
the Chongqing Politics and Law Committee.
He must shoulder the responsibility
of assisting Bo Xilai’s “anti-black" campaign.

The BBC believes that “Purging Bo” may be an indicator
that the investigation of Wang Lijun’s case has entered a critical stage.

Dr. Peng Tao, Professor of Political Science in Germany:

The “Bo/Wang incidents" had brought
the CCP to the forefront.
Under the conditions that there is no single absolute power
in the CCP, in addition to increasing instability, all factions began to negotiate.
This delayed the processing of the cases.

Peng Tao: “The political struggle of the CCP
had to be open, as it is having a large impact.
Within the party, the era where one or two people
can speak for the everyone has ended. Now one cannot control the others.“

The New York Times quoted political
observers in Chongqing and Beijing.
Wang Lijun may be charged with “treason".

One source close to the police said that the central
investigation had assigned many officials to collect
evidence of torture by the Chongqing police in recent years.
The source said Wang Lijun might face more serious
allegations than people may imagine.

There exists another viewpoint that Wang Lijun helped
in the investigation of Bo Xilai’s home scandal.
This could mean the Chinese authorities are lenient.

Xia Xiaoqiang: “How Hu Jintao deals with Bo Xilai
and Wang Lijun will change according to the situation.
Now, Zhou Yongkang is still kicking
and causing troubles all over China.
Hu Jintao may become ruthless toward Bo Xilai
and Wang Lijun, giving a heavy sentence in response to the provocation of Zhou Yongkang."

The New York Times quoted sources saying the earliest
possible trial of the Wang Lijun case may be this month. It could be in Anhui Province.
