【禁闻】世卫:中国假药 世界第一

【新唐人2011年11月21日讯】近年来,大陆假药泛滥成灾。世界卫生组织指出,中国可能是世界上最大的假药集散地。大陆公安部近日对假药展开突查,查获假药价值高达20亿元人民币。但民众认为,这样的所谓突查根本不能解决制售假药的根本问题,不过是走过场,愚弄百姓。

大陆公安部18号对全国进行了假药突查,据称在170个城市中,查获了350个集生产、批发、销售于一体的制售假药集团,甚至正规厂家也参与其中。这次行动抓获犯罪嫌疑人1770多人,查缴假药总计3亿多片(支、粒),按正品价格估计超过20亿元人民币。这些假药大多以淀粉、饲料、化学色素为原料,有些甚至添加铁粉、兽药等。

虽然官媒对这次行动大幅报导,但民间舆论并不看好这类突查的实效。有律师指出,当局针对制造假药刑罚过轻,多为缓刑或罚款了事,根本起不到震慑作用。

世界卫生组织评估,在发达国家药品市场,假药不到百分之一,而在中国,假药高达三成以上,令人震惊。目前中国的药品市场规模每年近400亿美元,其中假药就高达120多亿美元。假药集团已经遍布中国各地,形成产、供、销一条龙产业链,在河北、湖北、上海等地都有药厂专门炮制假药配方。

时政评论家草庵居士指出,假药问题本身就是中共政府和制度的问题。

时政评论家草庵居士:“因为中国(中共)政府从改革开放以来,一直出现假药问题,而且制造假药的,大都是国有企业,中国(中共)政府的监管应该持续不断的去监管。中国大陆政府一命令搜查,就有这么多假药的问题,这本来说明政府监管有问题,为什么平常不能去查,因为平常的时候,中国(中共)官员跟这些假药制造商是有勾结的,他们有利益的。中国(中共)政府才摆摆样子命令去追查,结果一查就查出这么多问题,这本身就是制度上有问题,说明中国政府管制上就有问题。”

《信息时报》报导,经有关部门鉴定,这些假药危害巨大,轻者贻误治疗,重者引发其他疾病,甚至危及生命。这些假药充斥网路、药店、诊所。任何人都可能成为假药的受害者。

北京李律师认为,当局对假药监管不力,是因为中共整个国家机器根本不是对民众负责。

北京李律师:“整个国家机器,要往普通民众有利的这个方向采取措施,监管这一点是达不到的,因为各个机关单位,它每个人的升迁,它的利益,不是由普通老百姓决定的,不用对民众负责。因为管的好对自己没什么好处,是不是?”

也有民众认为,公安部门只是做个样子而已,说不定这边捉那边放,出来后继续造假害人。

北京市民:“卖假药的太缺德了,这简直不是人干的事,我觉得,太缺德了,卖假药的。这种事情出来以后,监管部门几乎没有作为,我认为。查完了之后呢,三天热乎,热乎完了之后又没人管了,所以人家(卖假药的)也是侥幸心理,反正也觉得只不过是查一查,查过去又不查了,就继续再做(假药),而且处罚力度太小。”

实际上,深受中国假药所害的还不只是中国人。今年9月份,国际刑警组织曾经公布,79个国家联合采取行动,缴获总值超过数十亿美元的假药,而这些假药大多来自中国。

WTO: China Ranks No. 1 In Fake Medicines?

In recent years, mainland China’s fake medicines flourished.

World Health Organization (WTO) points out that China may
be the world’s largest distribution center for counterfeit drugs.
Ministry of Public Security in China recently launched raids
on counterfeit drugs, seizing fake drugs for ca. RMB 2 billion.
People think these so-called raids don’t solve
the fundamental problem of fake drugs, but are just going through the motion to fool people.

On November 18, China’s Public Security Ministry launched
raids on fake drugs and seized allegedly 350 companies.
They are involved in production, wholesale and selling
of counterfeit drugs in 170 cities,
some of which being regular manufacturers.

The operation arrested over 1,700 suspects, and confiscated
over 300 million counterfeit tablets, estimated at over RMB 2 billion.
These fake drugs are mostly composed of starch, animal feed,
chemical pigment, and even iron powder or veterinary drugs.

Although official media covered this action significantly,
public opinion is not optimistic about its effectiveness.
Some lawyers pointed out that the sentences were too light,
mostly being probations or fines, which can hardly be a deterrent.

According to WTO assessment, counterfeit drugs are less than
1% in the pharmaceutical market in developed countries.
While in China, fake drugs can shockingly be 30% or higher.

China’s pharmaceutical market accounts currently for almost
$40 billion annually, of which over $12 billion are from counterfeited drugs.
Fake drugs groups are all over China,
forming chains of production, supply and selling.
In Hebei, Hubei, Shanghai and other places, they seem
to have developed formulations for counterfeit drugs.

Political critic Caoan points out those counterfeit drugs
are due to Chinese Communist Party’s (CCP) government and system.

Caoan (Political critic): “After the reform and opening
up, the Chinese government always had counterfeit problems.
The counterfeiting of medicines is mostly in state-owned
enterprises, so China’s (CCP) government regulation should continue regulating.
China’s government has ordered to search for fake drugs.
This could mean a problem in the government’s regulations.
Why not using regular check ups? Because usually Chinese
officials are in collusion with counterfeit manufacturers, they have common interests.
The Chinese government has now ordered
this problem to be traced, but it is all just for show.
The results of the searches always identify problems,
which show the system itself has regulation issues.”

Information Times reported with the identification of relevant
departments that these fake drugs are extremely harmful.
They can delay treatment, or lead to other severe diseases,
or even be life-threatening.
These fake drugs flood online stores, as well as pharmacies
and clinics. Anyone may become a victim.

Beijing lawyer Li believes, lack of fake medicines’ supervision
is due to the entire state system not being responsible for the public.

Beijing lawyer Li: “The entire state apparatus is unable
to direct to the general public benefits when taking measures.
This is because in the various departments and units it is not
ordinary people who decide officers’ promotions or perks.
Thus they do not feel responsible to the people. There is
no encouragement for good management, so to speak.”

Also there are people who think that the police departments
are doing this just for show.
Perhaps they caught some and later on released them,
so they would continue to fraud.

Beijing resident: “Those who sell counterfeit drugs are so
wicked, this is simply not what a human being will do, I think.
So wicked. When these things came out,
regulatory authorities almost took no measures.
After checking up, it only took effect for three days.
Later on, nobody cared again.
People (selling counterfeit drugs) live on a good luck.
They feel it is just a check up and will end up soon.
Then they continue to do the same.
The punishment is too light.”

Victims of China’s counterfeit drugs are not only the Chinese.

In September 2010, Interpol announced that 79 countries took
part in seizing fake drugs worth billions of dollars. Most of those were from China.
