【禁闻】陆新一代农民工应对“二等公民”

【新唐人2011年10月13日讯】设在香港的独立研究机构《中国劳工通讯》,出版了一份最新研究报告,报告显示,去年的人口普查结果,中国有2千多万民工。针对大陆农民工普遍缺乏医疗和退休保障,他们希望在城市里能得到雇主和厂方公正的待遇。报告显示,年轻民工在得不到权益保障时,会用互联网和手机来组织罢工抗议活动。下面请看本台记者的报导。

香港《中国劳工通讯》星期二公布,中国的2,000多万民工中,有近一半是被称为“新一代民工”的年轻人。他们不愿意象父母那样重返贫穷的家乡,他们希望能在城里建立自己的新生活,而他们的这一理想需要足够的钱才能实现。他们希望工资能得到雇主和厂方公正的待遇。

《中国劳工通讯》发言人郭展睿表示,去年大陆劳动调解机构,有超过100万个案子,大部分案子都是因为老板没给工资,没给经济赔偿,工人没有稳定的权益保障。而造成这一现象的原因,都是当地政府不能保障工人的合法权益。

《中国劳工通讯》发言人郭展睿:“我还是应该强调一点,就是工人的要求不是太高的,不是过分的。他们就是(要求)比较基本的人权。但是,在目前的情况下,他们还是不会收到一个可以生活的工资,他们当然需要增加他们的收入。”

《法新社》表示,中国农民工被称为“二等公民”,他们虽在城市居住,有其中一部分“农二代”甚至在城市出生和长大,但他们的户口仍在原籍,他们几乎没有什么社会保障。

上海工人田富成先生:“物价飞涨的这个时间里,你想(每个月)500块钱我们生活费,讲句不好听的,我们一天吃三顿饭都很困难,比喻讲,要是我们自己身体不好的话,我们这个生活确实是很难过的,很难生存的。”

今年8月,北京市拆迁农民工子弟学校,致使跟随父母在北京的3万多名孩童面临上学的困难。

郭展睿:“北京有些农民工的学校都拆掉了,那个孩子没办法,他们都回到他们父母老家,或者找不到学校。所以,按照这样的情况来说,真是很不容易留在城市,你可以了解有些农民工,比喻说一些年轻的,他们对(政府)这样的措施也不满意,有生气的话,他们肯定要抗议。”

《中国劳工通讯》报告显示,新一代民工变得越来越有自信,他们在得不到提高待遇的情况下,数以千万计的中国年轻农民工,越来越善于使用互联网和手机,为提高工资待遇而举行罢工。

“中国社会民主党”中央委员会主持人刘因全认为,农民工也是纳税人,他们的孩子不能在城市里上学,有的上学了,费用却很高,如借读费等。他认为这是很不公平的。

“中国社会民主党”中央委员会主持人刘因全:“我认为,中国实行的这种户籍制度,在历史上看也是最残忍、最不公平的一种制度。但是他们(农民工)在城市里没有任何的人权保障,没有任何的法律保障,他们在城市里是二等公民,甚至是三等公民,他们的地位比城市里的普通工人都不如。”

刘因全说,中共不改变这种制度,农民工在忍无可忍的情况下就会发出声音,中国这座火山就会爆发。

How the New Generation of Migrant Workers Deals with “Second-Class Citizens" Status

ANCHOR: China Labour Bulletin is based in Hong Kong. It is a non-government research organization. It recently reported of a workers’ movement in China. There are over 20 million migrant workers in China. They generally lack health insurance and a retirement plan; in the city, they hope to get fair treatment, from both the employer and the factory. According to the report, Unity is Strength, when protection of interest is absent, the young workers or the activist workers use the internet and mobile phones to organize, strike, and protest. The following is our report.

Reporter: On Tuesday, “China Labour Bulletin" in Hong Kong released a report. Nearly half of Chinese workers are of the new generation. They don’t want to be like their parents, returning to their poor hometown; they want a new life in the city. That is a dream requires enough money, and they hope to get fair wages from both the employer and the factory.

Geoffrey Crothall, spokesman of “China Labour Bulletin," indicated that China’s labor dispute arbitration committee accepted cases involving more than one million workers. The majority of them did not receive wages or compensation. Workers don’t share stable protection in rights or interests, because they aren’t protected by local government.

“China Labour Bulletin" spokesman Geoffrey Crothall: “0144-0235 I should still emphasize that the workers’ demands are not too high, and not too much. They are (asking) for the basic human rights. But in the present circumstances, they still don’t receive a reasonable wage. Of course they need to increase their income. “

Agence France-Presse (AFP) said China’s migrant workers are called “second-class citizens." Although they have lived in the city, some were even born and raised in the city, because their origins of residence remain the same as their parents, they barely share any social security.

Shanghai workers, Mr. Tian Fucheng:0003-0021, “During a time of inflation, to live on 500 dollars (monthly), quite frankly, it is hard to even afford three meals a day; for instance, if we were in poor health, the life is really very sad, very hard to survive."

In August, Beijing demolished the school for children of migrant workers. More than 30,000 migrant workers’ children face schooling difficulties.

Geoffrey Crothall: " Some schools for the migrant workers’ children are removed, the children can not help but go back to their parents’ hometown, or simply can not find a school, so, according to this case, it is really difficult to stay in the city. You can understand that some migrant workers, take the young ones as examples, are not satisfied with (government), once they are angry, for sure they will protest."

China Labour Bulletin report indicated that the new generation is more confident. When they can’t improve their treatment, tens of millions of these young Chinese adept at using the internet and mobile phones go on strike to raise wages.

“Chinese Social Democratic Party" Central Committee moderator Liu Yinchuan believes that migrant workers are also taxpayers, it is not fair for their children not to be allowed to go to school in the city, or be permitted to go to school but required to pay high tuition, because they are charged with extra fees for not being a registered local resident, and so on.

“Chinese Social Democratic Party" Central Committee Moderator Liu Yinchuan: “In my opinion, China’s household registration system, from a historical point of view, is the most cruel and unjust system, but they (migrant workers) don’t have any protection in the city, no human rights, and no legal protection. They are second-class citizens in the city, or even third-class citizens; their status is worse than any ordinary worker in the city."

Liu Yinchuan indicated that if China does not change this system, migrant workers will raise their voice when it’s intolerable, the volcano will erupt.
