【新唐人2014年11月25日訊】最近，四川省和四川廣安市下發的一批迫害法輪功的機密檔被曝光。檔顯示，中共當局是從未放鬆對法輪功學員的迫害，只是在迫害手段上越發趨於隱蔽、嚴密。檔還透露，中共對海內外法輪功學員的講真相活動非常恐慌，投入了大量人力物力來進行秘密監控、攔截真相電話，此外，中共還利用金錢來誘騙普通民眾參與迫害法輪功。
《新唐人》日前收到了一批中共迫害法輪功的機密檔。這批文件在2013年由四川省專門迫害法輪功的「610」機構，也就是所謂的「防範和處理邪教問題辦公室」和其下屬機構密集下發。內容包括：組織實施2013-2015年對法輪功學員的所謂「教育轉化決戰」，所謂敏感日期的防控，舉辦「洗腦班」對法輪功學員進行洗腦「轉化」等。
大陸知名維權律師唐吉田：「這些檔，（全國）其他地方的思路可能也是大同小異。實際上，這既違反國際法的一些基本原則、人權公約的一些基本原則，也違反中國的國內法，當然是無效的。」
大陸知名維權律師唐吉田表示，這種做法實際上是中共濫用權力的一種犯罪行為。唐吉田介紹，當局對法輪功學員的迫害方式非常多，包括酷刑、強迫失蹤、任意羈押、隨意剝奪人身自由和工作生活權利、株連親屬等等。
唐吉田：「（迫害）應該說是全方位的、多角度的，也可以說它們是一個系統工程。可以說他們現在越來越做到精密、精細化、嚴密化，或者說是定點化。」
去年2月16號，四川省「610」發佈檔，要求加強地方與監獄、勞教所互動，對法輪功學員進行「轉化」，即逼迫法輪功學員放棄信仰和修煉。
四川廣安市「610」在去年的2號機密檔中，要求公職人員到「洗腦班」，即所謂的「法制教育中心」去參與「轉化」法輪功學員。他們將獲得每月2825元的補助和額外獎金，還將獲得陞遷機會。
在3號文件中，廣安市「610」承諾：每所謂「轉化」一名法輪功學員獎勵3000元，以此來利誘退休教師、公務員參與洗腦迫害。4號文件中更明確規定，對每一名法輪功學員，當局將撥出高達4.09萬元的洗腦專款。
對此，總部設在美國的「追查迫害法輪功國際組織」負責人汪志遠表示，前中共黨魁江澤民發起的對法輪功的迫害，是系統性的、群體滅絕性的。
「追查迫害法輪功國際組織」負責人汪志遠：「這個迫害主要是通過三個方面：一個是通過全民洗腦和煽動仇恨的宣傳；第二是利用整個國家機器的暴力鎮壓；第三是強迫法輪功學員放棄信仰的洗腦轉化。」
汪志遠介紹，近些年中共迫於壓力，對法輪功的迫害趨於隱蔽，但實際上從來沒有停止過迫害。根據「追查國際」的最新調查，中共活體強摘法輪功學員器官的驚天罪惡還在繼續。
汪志遠：「我們今年3月到9月份對大陸1000多名從事器官移植的醫生進行電話抽樣調查，調查的結果看來，他們還在進行著（活摘法輪功學員器官）。」
10月9號，美國國會及行政當局中國委員會（CECC）發佈2013年度中國人權年度報告。報告指出，中共在2013年仍然在大規模系統迫害法輪功。
面對無理迫害，法輪功學員開始發起講述法輪功被中共迫害真相的活動。這讓中共非常恐懼，投入巨大資源，試圖阻止國內民眾瞭解真相。
四川省「610」在去年4月23號下發的緊急通知中，就透露出海內外法輪功學員的講真相活動非常積極，讓中共很是恐慌。通知還洩露，中共對維權律師為法輪功學員進行正義辯護，以及各地要求釋放法輪功學員的簽名信、按手印活動非常憂慮。
四川省「610」在同年4月28號下發的機密檔更顯示，中共對《九評共產黨》引發的退出中共黨團隊組織的「三退保平安」運動非常懼怕，投入大量資源來攔截「勸三退」電話。僅2012年10月至2013年3月，中共「國家計算機資訊安全管理中心」攔截到的境外打往四川的「勸三退」電話就高達90.9萬次，每日平均5021次。

Confidential documents for the persecution of Falun Gong
in Guang’an City, Sichuan and Sichuan were recently exposed.
Documents show that the Chinese Communist Party (CCP)
has never relaxed the persecution of Falun Gong.
The tactics have become more covert and strictly tight.
The document also revealed that the CCP are panicked with
the overseas Falun Gong activities on clarifying the truth.
Tremendous manpower and resources have been used in
covert surveillance and tapping overseas calls to China.
The CCP also use money to trick the general public
to participate in the persecution of Falun Gong.
NTD recently received a number of confidential documents
about the persecution of Falun Gong.
These documents were issued in 2013 by Sichuan 610 Office,
specifically ordered to do the persecution of Falun Gong.
The contents include: organize and implement 2013-2015
education transformation decisive battle against Falun Gong,
prevention measures on sensitive days, set up brainwashing
to transform Falun Gong practitioners, and so forth.
Well-known human rights lawyer Tang Jitian,"The documents
might reveal similar ideas around the nation.
In fact, it is a violation of international law, the human rights
conventions, and China’s domestic law. It is of course invalid."
Lawyer Tang Jitian says this is a crime of abuse of power,
among the many persecutions by the CCP.
These include torture, enforced disappearances, arbitrary
detention, arbitrary deprivation of liberty and the rights of
work and daily activity, implicating relatives and so on.
Tang Jitian, “It should be said a systematic engineering
of a comprehensive and multi-angle persecution.
Now they are engaging in the persecution in a manner of
more sophisticated, detailed, very strict, or fixed locations."
On Feb. 16 2013 , Sichuan 610 Office issued a document for
strengthening of transformation of Falun Gong practitioners.
It is a coordinated work of locality, prisons, and labor camps
to force Falun Gong practitioners to renounce their faith.
In a 2013 No. 2 document from Guang’an City 610 Office,
governmental workers are required to participate in
‘transformation’ at the brainwashing center or the legal
education center.
The participants will receive 2,825 yuan monthly bonus
and promotion opportunities.
In No. 3 document, Guang’an 610 Office promised the
retired teachers and civil servants a 3,000 yuan reward
on every successful transformation.
In No. 4 document, authorities will allocate a special brain-
washing fund of 40,900 yuan per Falun Gong practitioner.
The World Organization to Investigate the Persecution of
Falun Gong (WOIPFG) spokesperson Wang Zhiyuan indicates
that the persecution of Falun Gong initiated by Jiang Zemin
is systematic and genocide in nature.
Wang Zhiyuan, “This persecution is mainly through three
aspects;
One is through universal brainwashing propaganda
and incitement to hatred;
The second is the use of the entire state machinery
in violent repression;
The third is to brainwashing Falun Gong practitioners
to force them to give up their faith."
Wang Zhiyuan said, pressure in recent years has had the CCP
turn the persecution into something even more secretive.
But the persecution has never stopped.
The latest WOIPFG investigation has found the forced organ
harvesting from living Falun Gong practitioners still occuring.
Wang Zhiyuan, “In our telephone surveys of more than 1,000
doctors specialized in organ transplant between March and
September, the results showed it is still happening."
In the annual report of the US Congressional-Executive
Commission on China (CECC) released on Oct. 9, the CCP
continues its large-scale persecution of Falun Gong
in 2013.
Faced with inhumane persecution, Falun Gong practitioners
have engaged in activities to reveal the CCP persecution.
The frightened CCP has thus invested enormous resources
to block the mainlanders from learning the facts.
In an emergency notice from Sichuan 610 Office on April 23,
2013 it showed the CCP has been terrified of the intense
truth clarifying activities from Falun Gong practitioners
both at home and abroad.
The notice also revealed the authorities are very concerned
about the lawyers defending the Falun Gong practitioners
and the appeal letters from Chinese around the nation
endorsed with signatures and peoples’ thumbprints.
In a confidential document issued by Sichuan 610 Office
on April 28 2013, the CCP is frightened of the ‘Quit the CCP’
campaign initiated by the Epoch Times’ editorial publication,
“Nine Commentaries on the Communist Party."
Vast resources have been used to intercept overseas phone
calls intended to encourage mainlanders to quit the CCP.
Between October 2012 and March 2013, National Computer
Information Security Management Centre has intercepted
as many as 909,000 calls from overseas to Sichuan for the
“Quit the CCP". It is an average of 5,021 calls a day.
