【新唐人2014年03月22日訊】今年是「人權」一詞被寫入中國憲法的10週年。 但諷刺的是，「人權」恰恰是中共當局最為禁忌的詞彙之一。大陸人權活動人士、「北京大學」法學碩士曹順利女士，在被關押期間死亡，外界紛紛質疑中共曾對曹順利實施酷刑迫害。而日前，人權團體在聯合國人權理事會上，提議為曹女士默哀一分鐘，也遭到中共官員的阻撓。
3月20號，聯合國人權理事會開會，表決通過對中國人權狀況的「普遍定期審議報告」。當天也是大陸維權人士曹順利女士在被關押後死亡的第七天，俗稱「頭七」。
據《美國之音》報導，當天的會議在聯合國瑞士日內瓦總部舉行。非政府組織「國際人權服務社」，希望利用他們在聯合國人權理事會會議上的發言時間，舉行一分鐘的哀悼。中共代表立即加以阻撓說，非政府組織只能用此時間發言，默哀不是發言。之後，又有國際人權聯盟代表提議為曹順利默哀，也遭到中共官員的抗議。
時事評論員汪北稷：「迫害曹順利的、致使她生命消失的這些人（中共官員），跟它在聯合國的外交官，雖然在中共的體系裏面不是一個部門的，但他們實際上是一個利益集團的。他們相互維護共同的利益是不遺餘力的。」
大陸維權律師劉士輝認為，中共當局對曹順利實行政治迫害，並且迫害致死，就是加害者。因此，中共官員在聯合國會議上的表現完全在意料之中。
報導引述「國際特赦」組織東亞研究主任阮柔安的話說，這是中共官員的一個可恥的侮辱性伎倆。「不僅表現當局完全無視曹順利的生命，而且現在還要有意掩蓋真相，就像他們過去多次做過的那樣。」
汪北稷：「 這件事情更多一次（告訴）我們，中共的外交官其實不是外交官。在西方，外交官是一個獨立的部門，司法系統是獨立的，檢查系統是獨立的，行政系統是獨立的，但是在中共的體制下不是這樣，它都是不獨立的，都是歸中國共產黨統一來管理的。」
加拿大、英國、德國以及代表28個歐盟成員國的希臘，都支持人權團體悼念曹順利的要求。德國還敦促中共當局查明曹順利死亡原因，並懲處那些導致她死亡的參與者。美國也對中共當局拒絕與民間社會合作表示失望。
52歲的曹順利在去年9月被中共當局拘捕，當時她正準備前往日內瓦，出席聯合國人權理事會一次有關中國人權記錄的會議。
據她的家人和律師說，曹順利在押期間患病，有好幾個月得不到治療，直到今年2月底，她出現器官衰竭和昏迷不醒後，才被送往醫院就診。
3月14號，曹順利不治身亡。中共堅稱她的權利一直受到保護，並否認她受到了虐待。但外界對此表示強烈質疑。
曹順利的弟弟曹雲利14號在接受《新唐人》記者採訪時說，姐姐的遺體上青一塊紫一塊，慘不忍睹，不僅器官衰竭，而且身上的皮膚像魚鱗一樣，皮膚完全失去了彈性。
曹順利的律師王宇，20號在香港對媒體講話時，曾引述曹順利哥哥的話說，曹順利全身都腫了起來，看上去極其可怕，不像是人的身體，他認為妹妹曹順利一定受到過酷刑折磨。
劉士輝：「曹順利是一個非常值得嘉許的人權捍衛者，她是為了中國人權事業，被迫害而死的。中共當局在這個事情上負有不可推卸的責任。中共當局掩蓋不了的。」
目前，王宇已經請求北京當局對曹順利的死因展開獨立調查。
《美國之音》報導提到，中國人權資深政策顧問高文謙認為，曹順利雖死猶生。他說，儘管不少「專制俱樂部」的成員跟隨中共起舞，但是，對曹順利案的關注已經把中共置於被告席上，這種現象是多年來所沒有的。

The CCP Blocked a Moment of Silence to Pay Tribute
to Cao Shunli at UNHRC Conference
This year marks the tenth anniversary that the term
“human rights" was written into the Chinese Constitution.
Ironically, “human rights" is now one of the Chinese
Communist Party (CCP) authorities most taboo phrases.
Mainland human rights activist Ms. Cao Shunli,
who graduated from Beijing University
with a Master’s degree in law,
died while in detention.
The public questions the CCP’s implementation
of torturous persecution.
Recently during the United Nations Human Rights Council
(UNHRC) Conference, a human rights groups suggested
a minute of silence to pay tribute to the deceased Ms. Cao,
but the implementation was obstructed by CCP officials.
The UNHRC conference, which opened on March 20,
voted on China’s human rights via the Universal Periodic
Review State Second Cycle Report.
The date is also the seventh day, commonly known
as the ‘first seven’, since Mainland human rights activist
Ms. Cao Shunli passed away while in detention.
The conference is held at UN Headquarters in Geneva.
According to the VOA report, non-government organization
(NGO) International Service for Human Rights
wanted to dedicate one minute of the conference for
a moment of silence tribute.
The CCP representatives immediately opposed
the idea with the excuse that NGO’s can only give speeches
during the designated speech time,
and that silence is not a speech.
Later, the International League for Human Rights also
recommended a silent tribute, which was again blocked by CCP officials.
Political commentator Wang Beiji: “Those officials who
persecuted Cao Shunli to death and those Chinese diplomats
in the UN are not in the same working department of the CCP
regime, but they are actually within the same interest group.
So they spare no effort to defend their common interests."
Mainland human rights lawyer Liu Shihui says the CCP
authorities implemented the political persecution
of Cao Shunli which caused her death,
so they are the perpetrators.
The CCP officials’ performance at the UN Conference
was to be expected.
News reports cited the Director of East Asia Institute
of Amnesty, Ms. Roseann Rife, who believes
blocking the moment of silence tribute is shameful.
She said, “This not only shows the CCP authorities
completely ignores Cao Shunli’s life,
but also intentionally hides the truth,
just as they have done too many times in the past."
Wang Beiji: “Such a thing tells us once again
that the CCP’s diplomats are not actually diplomats.
In western countries, the diplomatic department
is independent of the judicial system due
to the independence among the judicial system,
procuratorate system and administrative system.
However under the CCP regime this is not so, all are
dependent and uniformly administrated by the CCP."
Canada, UK, Germany and Greece, as well as 28 other EU
members together supported the suggestion for a moment
of silence for Cao Shunli.
Germany urged the CCP authorities to investigate the cause
of Cao Shunli’s death and punish those persons responsible.
The US also expressed its disappointment with the CCP’s
refusal to cooperate with non-governmental communities.
52-year-old Cao Shunli was detained by the CCP authorities
last September as she was preparing to fly to Geneva
to attend a UNHRC conference pertinent
to China’s human rights.
According to her family and her lawyer, Cao Shunli suffered
from illness yet her application for medical parole
was rejected for at least several months.
She was in a deep coma with organ failure until the end
of February 2014.
She was then sent to the hospital for treatment.
On March 14, Cao Shunli passed away.
The CCP insisted that her rights had always been protected,
and denied the torture allegations.
But analysts challenge this and express strong doubts.
Cao Shunli’s younger brother Cao Yunli told NTD on March 14
that he was appalled to see his elder sister’s bruised corpse.
Not only had her organs failed, but also her skin resembled
fish scales and had completely lost its elasticity.
Cao Shunli’s lawyer Wang Yu, who was interviewed by media
outlets in Hong Kong on March 20, cited Cao Shunli’s
elder brother who said Cao Shunli’s remains were entirely
swollen and looked terrible.
He said her remains did not look like a human body.
He believes his younger sister must have
experienced brutal tortures
Liu Shihui: “Cao Shunli is a very commendable
human rights guardian.
She has been persecuted to death in struggling
for China’s human rights cause.
The CCP authorities cannot shirk responsibility
for her death.
It is impossible for the CCP to cover it up."
Presently, Wang Yu has requested Beijing authorities
to undertake an independent investigation
regarding Cao Shunli’s cause of death.
The VOA reports mentioned that Senior Policy Advisor
for Human Rights in China, Gao Wenqian, believes
Cao Shunli lives on in spirit.
He said that although there are some “authoritarian club"
members following the CCP to dance, the highlights
of Cao Shunli’s case have put the CCP in the prisoner’s box,
a phenomenon that has never occurred before.
