【禁聞】恐「天安門爆炸」再現? 兩會維穩擴至新疆

【新唐人2014年02月25日訊】在中國大陸,每到人大、政協「兩會」,中共當局都嚴陣以待,不過,今年似乎更形嚴厲。針對下個月初召開的「兩會」,當局已提前啟動安保行動,安保範圍也首次擴大到新疆等多個西部省區,而安保負責單位,也由市公安提升到公安部

今年的中共政協、人大「兩會」將在3月3號和5號召開,這也是中共國家安全委成立之後,第一次召開的「兩會」,安保工作是否有所改變,備受關注。

中共「兩會」安保工作向來由開會所在地的北京市負責,但據中共公安部網站消息,2月20號,公安部決定啟動今年兩會環京「護城河」行動。《法國國際廣播電臺》報導指出,這顯示中共中央已把「兩會」安保等級提升到由公安部負責。

此外,今年的「護城河」行動不僅包括北京與環京六省區市,還採取「7+7」模式,把甘肅、陜西、青海、寧夏、新疆等省區,也一併納入維穩。

大陸時政評論員何家維:「從六四以來到現在,維穩已經成為執政者必須的、無可奈何的手段,而且越來越重。從胡錦濤的第二個5年的第二年,維穩(費)超過軍費了,維穩越來越嚴重,變成一個常規手段。」

據了解,胡錦濤主政時代,中共前中央政法委書記周永康是7常委中,權勢最大的一個常委。周積極鎮壓異議人士、法輪功學員、訪民等,是維穩經費超過國防軍費的原因所在。

「中國現代國際關係研究院安全與軍控所」所長李偉向香港《中通社》表示,今年中共「兩會」安保工作升級由公安部主抓,並擴大安保覆蓋面,關鍵在於當局已注意到,自去年以來,所謂的「三股勢力」威脅日益突出,而去年10月的天安門金水橋爆炸事件,也改變了中共高層對恐怖主義威脅只會在中國邊疆地區出現的想法。他還表示,安保的升級呈現出國安委「統籌國家安全工作」的思維方式。

另據了解,北京「北汽集團」為「兩會」服務的470輛車,已全部完成體檢。

北汽九龍出租公司工作人員:「我們已經30多年了,每年給兩會提供服務,今年從準備方面更要嚴格要求,特別從防恐、防暴上,對司機的培訓上,在這方面進一步要求。」

而負責今年「兩會」安保任務的武警北京市總隊,日前也展開專門訓練。

南方街頭活動人士賈榀:「就感覺一年比一年的防控要更加嚴密一些,出動的人力、物力,一年比一年龐大。現在國內各種群體性事件太多了,比如說強拆或者政府基層部門一些執法,引起的衝突矛盾越來越多,再加上現在訪民特別多,他如果是要開兩會,這方面它是要嚴密防守的。」

南方街頭活動人士賈榀認為,日前,烏克蘭反政府示威者控制首都基輔,總統亞努科維奇遭罷黜一事,令中共當局非常擔憂,這也是今年「兩會」安保升級的其中一個原因。

賈榀:「烏克蘭民眾一致的抗爭,肯定對中國的網民是有很大的觸動的,中共當局肯定會非常的擔心,這兩天就看到,官方的媒體對於烏克蘭人民的抗爭,進行歪曲報導,還發動大量的五毛,來進行歪曲事情,轉移重點。」

大陸時政評論員何家維表示,從烏克蘭事件,中共高層知道,離開暴力維穩,無法維持一黨專政。

何家維:「這是人類政治和文明的一個歷史所趨,肯定會民主化,肯定會結束一黨專政,共產黨知道,習近平他們的人都非常清楚,他們只是在想怎麼辦,怎麼解決、怎麼逃、怎麼變,在這個時間內,強力控制,能控制多久就控制多久,維穩永遠都會是他們的最重要的話題,直到它垮為止。」

時事評論員夏小強發表博文指出,中國社會正處在大變局的前夜,中共對中國社會的殘暴統治所積聚的巨大社會矛盾危機,已經到了爆發的邊緣,中國變局的天平在強烈震動,而烏克蘭政局的突變,也加強著這種震動。

Annual Parliament Public Security Measure Includes Xinjiang

The security measure this year during the annual parliament
meetings is getting more serious than before.
The Communist regime has not only initiated the security early
and expanded the area to the western region including Xinjiang
for the first time, but also upgraded the administration of the
security from the municipal level to the Ministry of Public Security.

The upcoming parliament meetings on March 3 and 5,
respectively, will be the first annual meetings of the
Communist central since the establishment of the state security
committee.
The public security measure over the meetings is thus the
focus of the preparation.

Beijing Municipal Public Security Bureau used to be in charge
of the annual central conferences of the regime.
However, the Ministry of Public Security announced on its
website on Feb. 20 the launch of the security “moat” project.
RFI Chinese report analyzed that the regime has upgraded
the security during the meetings to the ministerial level.

The security measure not only covers the six provinces and
regions surrounding Beijing as usual, but also includes seven
western provinces and regions such as Gansu, Shaanxi,
Qinghai, Ningxia, Xinjiang, and so forth for the first time.

He Jiawei, commentator: “Since the June 4 movement,
the maintenance of stability has become an excuse and a must
for those in power.

The spending on stability maintenance has exceeded
military spending since the Hu Jintao era.
It has become a routine and very serious tactic of the regime."

When Hu Jintao was in power, former secretary of Central
Political and Law Committee Zhou Yongkang’s power topped
the seven Standing Committee.

Zhou ‘s active repression of dissidents, Falun Gong practitioners,
and petitioners was the cause of the high spending on
maintenance of stability.

Li Wei, Director of Institute of Security and Arms Control Studies,
China Institute of Contemporary International Relations,
analyzed the tightened security measure to Hong Kong China
News Agency.
He indicated that it is the regime’s response to the increasing
threat from the so-called “three evils.”
The explosion at Tiananmen Square last October has also
signaled that terrorist activities are not only confined to the
borders.

He also believed the upgraded security suggests the strategy
of the state security committee.

Beijing ‘s BAIC Group providing mobile services during the
regime ‘s annual conferences is said to complete examination
for all 470 vehicles.

BAIC Group staff: “We have provided services to the annual
parliament for more than 30 years.
This year, the requirement is more stringent than before,
particularly in counter-terrorism and riot,
as well as the training of drivers."

Special training of Beijing Armed Police Corps has also started.

Jia Pin, South Street Movement activist: “You can feel the
prevention and control is getting more rigorous every year, with
higher demand in manpower and resources.

There are too many mass protests, due to the forced
demolition and governmental grievances.
Conflicts with the local government agencies have increased,
along with the many petitioners from all over China.
The regime ought to be defensive during the annual meetings."

South Street Movement activist Jia Pin believes the CCP ‘s
reaction was also in part due to the concern over the Ukrainian
anti-government protest which led to the control of the capital
Kiev and the ousting of President Viktor Yanukovych.

Jia Pin: “The Chinese netizens are definitely deeply moved by
the Ukrainian fight for freedom.
It worries the Communist regime.

The state mouthpiece has conducted distorted reports on the
Ukrainian anti-dictatorship.
Many Internet spies have also posted distorting statements
to divert focus."

Commentator He Jiawei indicates that the Ukrainian
anti-government protest has intensified the Communist regime ‘s
belief in violent suppression to maintain dictatorship.

He Jiawei: “Democratization and an end of dictatorship are the
historical trend.
The Communist Party knows it. Xi Jinping knows it.
The regime leaders are only trying to solve it, to avoid it,
to control for as long as possible.

The stability maintenance will always be high on the agenda
until the day the regime demises."

Commentator Xia Xiaoqiang stated in his Internet post, that
Chinese society is on the eve of change.
The Chinese Communist Party’s brutal rule has come to the
verge of explosion from massive social conflicts and crisis.
The vibration of China’s political balance is strong.

Ukrainian political turmoil is enhancing the vibration of
China ‘s political balance.
