【禁聞】誰是中國高房價的真正推手

【新唐人2014年02月25日訊】住房難一直是中國大陸的主要社會問題之一,儘管當局不斷拋出各種所謂「抑制房價政策」,但房產價格卻愈發飛漲,民間對此詬病不斷。今年年初,房地產稅開徵問題再次成為爭議的焦點,地產大佬們紛紛控訴,當前大陸房價中附加的稅費多如牛毛,政府最少要拿走70%,這才是房價高居不下的原因。當局聲稱為了「調控房價」而增加房地產稅,只會進一步加重百姓的負擔。

新一屆上海市房地產行業協會會長,「上實城開」董事長倪建達,前段時間對媒體炮轟了中共的現行稅收政策。倪建達表示,雖然房地產公司短時間內在一個時間點上結算的利潤很豐厚,但交給政府的稅更多。

那麼政府稅費到底有多少呢?目前存在三種版本,第一種是最保守的官方版本,據江蘇省鹽城市物價局2006年公布的一份房價構成清單顯示,按照每平方米2289元來計算,政府收入為847元,所佔比例超過37%﹔第二種是半官方數據,據全國工聯在2009年的調查報告指稱,政府拿到了房價中的49.34%。最後一種是地產商的說法,有著地產大鱷之稱的「華遠地產」董事長任志強認為,政府從房價中分得的份額至少佔70%。

而最後一種說法得到了大部份房地產商的認可。

根據專業人士歸納統計,如果把房產商開發一處樓盤過程,從立項到完成銷售進行分解,整個過程向各級政府機構繳納的稅費,涉及七大類37項支出。這些支出包括﹕房地產開發前期的土地出讓金、拆遷管理費﹔前期的政策性收費,以及後期的營業稅、印花稅、城建稅、企業所得稅等。而這些稅費負擔大部分由開發商轉嫁到了購房者身上,直接或間接轉化為房價的一部份,最終推高了房價。

大陸金融分析師任中道:「為甚麼說房地產稅出來沒辦法降房價呢?0148它不斷的進行傳導,所謂傳導就是,它會不斷的增加在終端。從成本開始算,慢慢的到銷售環節,最後到百姓購買這一塊,它都會層層的加上這個價。房地產商為了增加自己的利潤,那它肯定會把這部分算在內,同樣,即使沒有房地產稅,中共為了增加它的稅收,它甚至可以起各種名目的費用。」

也有評論指出,政府如果誠心想降低房價,就應該減少附加在高昂房價中的稅費,而不是反過來向民眾徵收房產稅,這樣只會進一步加重百姓的負擔。

經濟學家郎咸平曾經指出:「只要把房地產市場的各種稅費取消,那麼中國的房價馬上下降70%。」

網民們紛紛回應,七成以上的暴利,政府怎麼會容許房價降下來?高房價背後的推手一目瞭然。這也就不難解釋為甚麼大陸近年來樓價瘋漲、越調越漲、和各地政府不擇手段瘋狂強拆、強佔百姓的用地了。

任中道:「從1994年中共開始執行分稅制,分成國稅和地稅,那麼相應土地方面出讓的收入歸為地方政府,所以地方政府就把它慢慢的做成了最大的一塊財政收入來源。因此中央再怎麼發號司令,10年出了43個調控政策,房價卻翻了10倍,那最後背後的推手,是一目瞭然,就是各個地方政府在後面,0130實質歸根到底,就是為了增加稅收而已。」

但儘管民間和各界的反對聲浪不斷,卻依然無法撼動中共當局徵收房地產稅的決心。

從去年底,民間就有傳言說﹕「房產稅將在2014年1月1號開徵」,因此一度引發民間的反對聲浪,雖然後來經官方證實為謠言,但仍有民眾相信,這些說法並非空穴來風。

《中國經濟網》指出,從公開的消息來看,官方已開始為實施房產稅奠定輿論基調。文章還引述「中國房地產協會」副會長朱中一的消息說,「有關部門經過充分論證,房地產稅在立法上的障礙已經沒有了,這基本已取得共識。」

由此可見,當局對房地產稅的徵收,只是時間問題,但大陸的房價,卻不會因為房地產稅的徵收而下降。

Chinese Government Gets 70%

Housing difficulty has always been a major social problem in
China, although the Chinese Communist Party (CCP) still
throws all kinds of ‘Policies to curb housing prices’.

The prices are soaring, and the people are
more and more critical.
Early this year, property tax levy has once again become the
focus of controversy.
Real estate bigwigs have complained that the current prices have
additional taxes on them.
The CCP takes at least take 70%, and this is the
reason for the persistent high prices.
The CCP claims this in order to ‘control prices’, but tax
increases in property will only deepen the burden on people.

The new president of the Shanghai Real Estate Trade
Association, ‘SIUD’ chairman Ni Jianda, criticized the
CCP current tax policy recently to the media.

Ni Jianda said, although real estate companies profits at a
certain time point are very high, the taxes paid to the CCP
are even higher.

Then how much are the CCP taxes really? Currently
there are three versions.
The first one is the most conservative official version,
according to Jiangsu Province Yancheng.
City Price Bureau published a price list in 2006, showing if
calculated according to 2289 yuan per square meter, the CCP
revenue is 847 yuan, which is more than 37%;

The second one is semi-official data. According to the
investigation from the National Federation of Trade
Union in 2009, the CCP takes 49.34% of the housing prices.

The last one is the developer version. ‘Huayuan Property’
chairman and real estate bigwig, Ren Zhiqiang believes that,
the CCP shares at least 70% of the housing prices.

The last version has been recognized by the majority of the
real estate businessmen.

According to professional statistics, if we divide the whole
real estate development process, from the project to complete
sale,taxes to all levels of the government agencies, there are
seven categories of 37 expenses.
These expenses include: management fees of real estate
development;
Early land transfer and relocation; pre-policy fees, and
later business taxes, stamp duty, urban construction tax,
corporate income tax, etc.

Most of these tax burdens are passed on the buyers from the
real estate developer, directly or indirectly becoming part of
the housing price, which ultimately pushes up the prices.

Mainland Financial Analyst Ren Zhongdao said: “Property
tax cannot help decrease the prices.
The understanding is that prices will continuously increase at
the terminal.
All levels from the cost, sales to purchase will be added to
the price.
Real estate developers will include these costs in order to
increase their own profits, even though there is no property tax.
The CCP can even make up a variety of expenses
to increase its tax revenue."

There are also comments that, if the CCP really wants to
decrease the prices, they should reduce the additional taxes
added to the high prices, rather than turn to the people for
property tax, which will only increase their burdens.

Economist Lang Xianping once pointed out that, “As soon as
the various taxes are cancelled on the real estate market,
China’s housing prices will drop 70% immediately."

Netizens have responded, with more than 70% profit how
will the government allow the price drop?
It is obvious who is pushing the prices up behind the scenes.

This also helps explain why in recent years the housing prices
skyrocketed, the more control, the more it increases, and also
explains the local CCP crazy demolition using all means and
land to dispossess the people.

Ren Zhongdao: “From 1994 the CCP started the tax system,
divided into National and Local taxes.
The incomes of land transfer go to the local governments, so
the local governments gradually make it the biggest financial
revenue source.
Even though the central CCP has published 43 control policies
in 10 years, the housing price has been doubled 10 times,.
The pushers behind the scene are obvious, it is the local
CCP offices that basically want to increase the taxes."

However, the continuous opposition from all sectors of civil
society cannot shake the determination of the CCP imposed
property tax.

At the end of 2013, there were rumors that a Property tax
levy will start on January 1, 2014.
This has caused opposition from the people, although it was
later confirmed as rumor .
Officially, there are people who still believe that these claims
are not groundless.

‘China Economic Net’ pointed out that, according to the
published information, the officials have already started to
develop the public tone of implementing the property tax.

The article also quoted ‘China Real Estate Association’ vice
president Zhu Zhongyi’s message that, “After full argument
from certain authorities, obstacles of legislating property tax
do not exist and this is basically a consensus."

The property tax levy is just a matter of time, and the
Mainland China housing prices will not decrease because of
the property tax levy.
