【禁聞】中共阻止民眾參與人權審查

【新唐人2013年10月19日訊】北京人權活動人士曹順利日前應邀前往參加聯合國人權培訓,卻意外在機場「失蹤」,引發各界強烈關注。聯合國人權調查員已經發出聲明,呼籲中共當局立即釋放曹順利,並指出中共當局的做法,是為了阻止民眾參與聯合國對中國人權狀況的審查會議。

據《自由亞洲》報導,聯合國人權狀況特別調查員的瑪格麗特-瑟克戈雅(Margaret Sekagga) 女士10月16號在日內瓦表示,中共當局針對維權人士的恐嚇、監禁以及對抗議示威的鎮壓,目的似乎是為了制止維權人士,參與聯合國人權理事會於10月22號舉行的中國人權記錄審議會議。

應聯合國國際人權服務機構邀請,準備前往日內瓦參加聯合國人權培訓的上海維權人士陳建芳也表示,她和北京人權活動人士曹順利一樣,9月14號在機場出境時,遭到警方阻攔,禁止她登機。

上海維權人士陳建芳:「因為我們被邀請的這幾個,都是人權直接受侵的直接受害者和見證人,我們也見證別人受侵害,我們自己也備受侵害,所以我們出去,當局就害怕,害怕他們國內的人權狀況,他們是怎樣踐踏人權,怎樣謊言對待人民。」

陳建芳認為,中共雖然身為聯合國常任理事國,卻不會將真實的人權狀況報告遞交給聯合國,而是隱瞞中國人權的實際情況。

陳建芳: 「我們一直生活在謊言中,被愚弄、被欺騙。我們對當局的信任度已經降到冰點,它就是因為騙不了中國老百姓,它去騙國際社會。」

北京人權活動家曹順利,是北京大學法律系研究生畢業的高材生,多年來她一直積極推動公民參與起草中國《國家人權行動計劃》的活動。

從今年6月中旬開始,曹順利組織了在中共外交部門前靜坐示威的活動,要求當局允許公眾參與中國人權報告的起草工作,期間曹順利遭到多次騷擾和打壓。

陳建芳:「現在這個利益集團,他們就是叫警察出面,用暴力的手段。在外交部面前,我們要知情權,我們要他們答復嘛,他們不肯答復就叫警察來清場,把人趕走,把人抓的抓,抓進牢裡,這樣威脅、恐嚇,有十多個人被恐嚇的退出去了。」

曹順利在機場失蹤後,民間發起尋找曹順利的活動,上海235名民眾聯盟要求聯合國關注曹順利,但中共當局卻始終保持沉默。

陳建芳:「9月14號她在北京機場出境的時候被阻止,又把人關押起來了,但是當局到現在為止還不承認,一直不承認。9月28號有警察向後來被抓進去的訪民透露,說曹順利在他們手上,他們說關押在第一看守所。但曹順利的家屬沒有收到任何法律文書,到現在為止,還沒有收到。」

聯合國人權狀況特別調查員呼籲,中共當局要立刻釋放這些參與中國政府人權報告撰寫工作的活動人士。

聯合國人權專家還表示,這些案例似乎顯示了中共對異議人士的加強打壓和騷擾。

The U.N.: The CCP Blocks Activists From Attending U.N. Human Rights Review

Beijing-based activist Cao Shunli was invited to attend a
workshop held by the U.N. Human Rights Council in Geneva,
but she has seemingly disappeared in a Beijing airport,
sparking public outcry.
The U.N. human rights rapporteurs issued a statement urging
the Chinese Communist Party authorities to release Cao
immediately, and pointing out that the CCP’s actions are for
the purpose of preventing it’s citizens from participating
in reviewing China human rights status.

Radio Free Asia reported that on Oct. 16 Margaret Sekaggya,
the U.N. Special Rapporteur on the situation
of human rights defenders, spoke in Geneva.

She said the Chinese regime threatened, arrested or
suppressed the demonstrators, seeming to target activists
who tried to attend the U.N. meeting on Oct. 22.

Activist Chen Jianfang from Shanghai says she was invited by
the International Service for Human Rights to attend a human
rights workshop in Geneva, but like Cao Shunli, was stopped
from boarding a flight in Guangzhou airport on Sept. 14.

Chen Jianfang: “All of us who were invited are witnesses to
and victims of human rights violations.
We have witnessed other being abused as well as ourselves.
Thus, the regime fears us going.
The CCP knows how bad human rights are in China
and how it violates human rights and lies to the people."

Chen Jianfang says although the CCP is a permanent member
of the U.N., it won’t submit a true human rights report,
but simply covers up the facts.

Chen Jianfang: “We have been living in the environment
of the CCP’s deceit, and we’ve been fooled and deceived.
Our trust in the authorities has bottomed out.

Because the CCP cannot deceive it’s own citizens any more,
they try and cheat international society instead.

Cao Shunli graduated from the law department
of Peking University.
Cao actively presses the CCP for the public to be allowed
to contribute to the National Human Rights Action Plan.
Since mid-June, Cao helped stage a sit-in protest outside
the CCP’s Foreign Affairs office, calling for the authorities
to allow the public to participate in China’s human rights report.

Cao has been harassed and suppressed on various occasions.

Chen Jianfang: “This interest group (the CCP)
always sends police to violently suppress us.
Outside the Ministry of Foreign Affairs,
we demanded the right to receive information.
They didn’t respond, and sent police to clear out the site by
detaining us, throwing us in prison, and threatening us.
Under intimidation, a dozen of us gave up."

Since Cao’s disappearance at the airport,
some citizens initiated a petition to assist finding her.
235 citizens signed their names to jointly urge the U.N.
to pay attention to Cao.
The Chinese regime has remained silent.

Chen Jianfang: “She was secretly detained
when she was stopped at the Beijing airport on Sept. 14,
yet the regime hasn’t admitted it.

On Sept. 28, some petitioners who were arrested later were told
by police that they were holding Cao in a detention center.
Cao’s family didn’t receive any legal documents.

Even now, they still haven’t received any."

The U.N. Special Rapporteurs urge the Chinese regime to
immediately release detained activists who were invited to
participate in reviewing the China human rights report.

The U.N. experts say these cases show that the CCP is
suppressing and harassing dissidents more intensely.
