【禁聞】中國「裸官」報告透露中共走向玄機

【新唐人2013年10月16日訊】近年來,中國官場腐敗猖獗,「裸官」盛行,各種貪腐涉案金額巨大。日前,一份大陸媒體撰寫的《中國「裸官」 報告》揭開了中國官場「裸官」現象的冰山一角。那麼「裸官」現象反映了中共怎樣的社會現狀和走向﹖

10月14號,《財經》雜誌擇取過去20多年, 59名落馬「裸官」的案例,彙集成《中國「裸官」報告》。報告中,這59人的涉案總金額高達數十億元。

那麼,中國到底有多少「貪官」在「裸體做官」呢﹖報告中提到,中國的外逃貪官數量成謎,難以統計的「裸官」數量更是謎團。

前重慶市委書記薄熙來,和中國鐵道部原副總工程師張曙光等一連串的貪腐大案,最近相繼開庭,他們呈現出一個特徵,就是涉案官員的配偶、子女甚或大部分財產都移到了國外,而當事人則在國內「裸體做官」。

美國「南卡羅萊納大學艾肯商學院」教授謝田:「裸官和貪官,確實像報告指出的(那樣),可能就是一步之遙。因為我們知道,可能大部分裸官來說,他如果能夠有足夠的資金把自己的家人和孩子、子女安排到國外,自己裸身的在中國當官,他一定有相當大的財力,而按一般中國官員的正常工資水平,是不足以支持這些的。」

根據中共監察部網站公開的消息統計,「十八大」以後,僅在今年的上半年,被查處的貪腐案多達54起。而中國社科院2011年的一份調研資料已經顯示,從上世紀90年代中期以來,包括「裸官」在內的各種貪官等,有1萬8千人外逃,他們攜帶外逃的款項高達8000億元人民幣。

美國「紐約城市大學」政治學教授夏明認為,中共這個制度給「裸官」們帶來貪腐的機會,他們可以通過權力快速的聚斂財富。

夏明:「但是另外一方面,這個制度又讓他們有一種非常高的不確定性,這兩個因素加在一起,就形成他們快速斂財,然後迅速把財富轉移到國外,而轉移的最好方式,就是通過自己的家人能夠移民到海外,這樣裡應外合,達到轉移資產的目地。最後也為自己買一條後路,能夠抽身走人」

《財經》雜誌這份報告所選擇的這59名「裸官」樣本裡,除了有身處要職的政府高官,和地方或職能部門獨攬一方權力的國家機關工作人員,也有各類國企高管——其中以金融業管理層人士佔比最重。金融行業佔據24%,黨政官員佔據34%,其餘多為非金融類的國有企業人員,所在行業涉及電信業、煙草業、石油業、證券業、交通業、旅遊業、服裝業等。

夏明認為,在中國,金融業和國營企業、政府,基本上是屬於一個類別的,這其實是一種「權力經濟學」。

夏明:「政府官員有巨大的權力可以斂財,而國營企業,也是政府官員控制經濟部門,他們可以斂財。而中國各種金融行業,所有的中國國家銀行、金融大的機構,都是由國家壟斷的。」

夏明認為,「裸官」現象是中共從上到下,不可阻止的一個現象。

夏明:「如果最上層的領導人對中國的發展都不具有信心,或者說最上面的領導人都在千方百計的把自己最寶貴的資產,也就是自己的孩子,那麼要把他給放在最安全的地方,那麼我想這種所謂的制止裸官的行為,從根本上來說是根本沒辦法整治的。」

不過,謝田認為,「裸官」用行動對中共投下的不信任票,也讓中國人民確實明白解體中共的迫切性。

謝田:「作為裸官的行動本身,已經對中共投下了最大的不信任票,就是當對中共的體制和中共政權已經沒有任何信心,而過早的給自己安排好了退路。這實際上對解體中共,讓中國人民獲得自由來說,可能也是一件好事。」

謝田表示,當中國共產黨官員內部越來越多的出現這些「裸官」的時候,人們就會知道整個中共上層,已經在開始拋棄中共這條沉沒的大船了。

China’s “Naked Officials” Report Reveals Chinese
Communist Party’s Future

In recent years, Chinese Communist Party (CCP) officials
have had serious corruption issues.
The concept of “naked officials" is prevalent, with huge
amounts of money involved in corruption.
Recently, CCP media’s report on “naked officials”
revealed the tip of the iceberg of this situation.
Let’s take a look at how “naked officials” reflect the
status and trend of the CCP society.

On Oct. 14, “Finance magazine” compiled “China Naked
Officials’ Report” based on 59 cases of dismissed “naked
officials” in the past 20 years.

The amount of corruption involved in the 59 cases reached
billions of yuan.

Then how many corrupt Chinese officials fall into the
category of “naked officials?”
The report mentions that the number of “naked officials"
is a mystery.

Recently a series of large corruption cases came to trial,
such as former Chongqing Party Secretary Bo Xilai’s case
and former Ministry of Railways deputy chief engineer
Zhang Shuguang’s case.
A feature of the cases is that their spouses, children
or most of their assets have been moved overseas.
The officials are “naked officials” in China.

US University of South Carolina Aiken School of Business
Professor Xie Tian: “The report about naked officials and
corrupt officials is true. These people might be a step away.

We know that a large number of “naked officials” who send
their families overseas must have sufficient funds.
CCP officials’ normal wages are insufficient to support this."

The internet site of the CCP Ministry of Supervision indicates
as many as 54 corruption cases were investigated in 2013 since
the 18th Congress.

The research data from Chinese Academy of Social Sciences
in 2011 showed that since the mid-1990s, 18,000 various
corruption officials including “naked officials"
escaped overseas, carrying up to 800 billion yuan.

US City University of New York political science professor
Xia Ming believes the CCP system provides opportunities
for “naked officials" who quickly collect wealth through power.

Xia Ming: “However this system is highly uncertain.

These two factors together lead to officials being able to
quickly collect money and transfer wealth to overseas.
The best way to transfer wealth is by sending their family
overseas, so that they can collaborate in and out of China.
This way they also buy a pass for themselves
when they need to withdraw and leave.”

The 59 “naked officials” selected by “Finance magazine”
include high-level executives of state-owned enterprises,
as well as high-level officials and powerful local cadres.

The finance sector accounted for 24%. CCP officials
account for 34%.
The rest are mostly state-owned enterprise personnel
of other industries, such as telecoms, tobacco, petroleum,
securities, transportation, tourism, clothing and so on.

Xia Ming believes that the financial sector, state-owned
enterprises and government basically belong to one category
in China, which can be referred to as “power economics."

Xia Ming: “Government officials have lots of power
to collect money.
State-owned enterprises are also controlled by the CCP.

China’s financial sector including all national banks,
large financial institutions are state monopoly enterprises."

Xia Ming thinks the “naked officials" phenomenon is
from top to bottom, a phenomenon that cannot be stopped.

Xia Ming: “If the top CCP leaders have no confidence in the
development of China, and they do everything possible to
send their most valuable assets, their children, away to the most
safe place, there is no way to stop the “naked officials”.”

Xie Tian believes “naked officials" show their lack of
confidence in the CCP with their actions.
They also help Chinese people understand the urgency
to disintegrate the CCP.

Xie Tian: “ These officials voted no-confidence toward
the CCP. They have no confidence to the CCP regime.
They have arranged a way to withdraw.

This might be a good thing to the disintegration of the
CCP, and to Chinese peoples’ path toward freedom.”

Xie Tian said when there are more and more “naked officials”
among the CCP, people would know the high-level CCP
members have already started to abandon the sinking ship.
